A RESOLUTION OF THE CITY CDUNCIL OF THE CITY OF SANTA ANA
AV~DING RESOLUTION No. 82-110 TO REVISE THE SPECIAL
GON~t~SATION PLAN FOR ~RESt~IED MANAGI~qT PERSO[iNEL
INCLUDING SALARY A~) BI~x~FIT ADJUSTN~NTS FOR FISCAL
YEARS 1985-86 and 1986-87
WHERFAS, on August 2, 1982 the City Council passed and adopted
Resolution No. 82-110 revlsir~ and re-establishing the basic Classification and
Compensation Plan for Officers and l~ployees of the City of Santa Aha; and
W~TEAS, the City Council has from time to time amended said Resolution;
WIll,RKO, the City Council did, on Septerrber 16, 1985, approve a two-year
Memoranda of Understanding between the City of Santa Ana and the Santa Ana City
15nployee's Association providing for certain adjustments in the wages, hours,
working conditions and other terms and co~itions of employment during Fiscal
Years 1985-86 and 1986-87 for all ~¥1oyees in budgeted, full-time positions,
except for those in unrepresented executive (MM) and middle-management (NM)
classes; and
WHEREAS, the City has also reached a one-year agreement corrmencing July
1, 1985, regarding compensation adjustments for rne~bers of the Santa Aha Police
Management Association; and
WHEREAS, the City Council now desires to provide a two-year program of
adjustments to the special compensation plan for unrepresented executive and
middle-management personnel of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAbrfA
1. That Section 3 of Resolution No. 82-110, as amended, is hereby
further amended by:
a. Redesignating the previously unrepresented rnanag~-nent class of
Police Records Manager as "represented" management by changing the' parenthetical
identifier shown next to following the class title from ,(NM)" to "(RM),"
effective July 1, 1985; and
b. Changing the

(NM) to Grants Coordinator (NM), effective
c. Providing a two-year program of salary adjustments for
unrepresented executive (MM) and middle-rmnagement (NM) personnel by increasing
the salaries currently assigned to said classes by eleven (11) salary rate
ranges (+5.5%), retroactive to July 1, 1985; and by an additional ten (10)
salary rate ranges (+5.0%), effective July 1, 1986; and
d. Adding, effective October 1, 1985, the following new class
titles at the salary rate ranges on the effective dates as next herein set out
and designating said new classes as urzrepresented middle-management (MM):

2. That Section 12 of said Resolution 82-110, Executive and
Middle-Management Compensation Plan, be amended by:
a. ~mending Section 12.C.(4), to read as follows:
(4) Disability Insurance. The City shall continue to pay
100% of the premitrn cost for a long-term disability insurance
plan for affected employees. Effective Noven4~er 1, 1985, the
$2,000 maxirmm~ monthly benefit applicable to represented
employees of the City will renmin unchanged but will be
increased to $5,000 for unrepresented management employees.
Additionally, the amount payable to said unrepresented employees
will be 66 2/3% of base salary (insured payroll) less offsets
contained in the existing plan.
b. Amending Section 12.C.(10), effective July 1, 1985, to read as
follows:
(10) Tuition Reimbursement. Affected employees shall
continue to be eligible to participate in the existing Training
and Education Assistance Program provided for all regular,
full-time employees of the City; except, however, affected
employees shall be eligible to receive one hundred percent
(100%) reimbursement for tuition and registration costs up to a
maximt~n of three hundred dollars ($300.00) per semester in
accordance with the provisions of that Progrsm.
c. Adding a new Section 12.C.(11), effective January 1, 1986, to
read as follows:
(11) Wellness and Physical Fitness Incentive. Affected
employees shall be eligible to receive cash payment to defray a
portion of the membership cost of a City-approved but privately
operated health and physical fitness program in accordance with
the following cost-sharing schedule:
i. For each Executive Management participant, 80% of
the annual membership cost up to am axirmunCity contribution of
$500 per year.
ii. For each Middle-Management participant, 40% of the
annual membership cost up to a maxirr~rnCity contribution of $300
per year.
d. Adding a new Section 12.C.(12), effective October 1, 1985, to
read as follows:
(12) Carry Over Benefits. In addition to the benefits
specified in subparagraphs (1) through (11) hereinabove, said
officers amd employees shall continue to receive any and all
employee benefits which they were entitled to receive on
September 30, 1985, by reason of prior action of the City
Council.
e. Adding a new Section 12.F, effective October 1, 1985, to read as
follo~vs:
F. Sick Leave Credits for New Hires. The City Manager is
authorized to grant a newly appointed incumbent of an
unrepresented managetnent position sick leave credits up to an
amount equal to any earned but unused sick leave credits
available to such appointee at the time of his or her separation
from his or her m est recent previous employer."
f. Adding a new Section 12.G., effective October 1, 1985, to read
as follows:
G. Payment for Unused Sick Leave. Affected employees
shall be granted payment for unused sick leave on the same basis
as provided represented employees of the City, with the
exception that such affected ea~ployees who have co~lpleted
%%venty-flve (25) years or more of full-time service with the
City shall be entitled to payment for one-half (½) of the total
sick leave benefit credited to his or her account upon the
effective date of his or her termination, not to exceed a
rnaxirm3zn limit of 100 working days at the rate of base pay
effective on the date of such termination.
