HomeMy WebLinkAbout85-120REL :adg-21 10/11/85 RESOLUTION NO. 85-120 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA APPROVING VARIANCE NO. 85-17 TO ALLOW THE SANTA ANA AUTO MALL IDENTIFICAITON SIGN WHEREAS, this Council held a public hearing on September 24, 1985 on Variance Application No. 85-17 to allow the Santa Ana Auto Mall Identification Sign at 1505 Auto Mall Drive at variance with zoning restrictions on the height and size of such a sign and on the use of an electronic reader board to allow dealer identification and special messages on such a sign; and WHEREAS, prior to taking action on said application, this Council reviewed and approved the negative declaration (I.S. 85-124) prepared for the project; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS FOLLOWS: 1. Based upon the evidence submitted at the abovesaid hearing, this Council finds and determines as follows: (a) There are special circumstances applicable to the subject property regarding topography and location which deprive the site of privileges of adequate signage capabilities. The location of the proposed on-site sign is depressed from the adjacent freeway grade by approximately 35 feet. A sign meeting Code at 35 feet would not be visible to freeway traffic. While the size of the signage exceeds Code, it will serve up to eleven auto dealerships, and a large sign is necessary for visibility and adequate identifica- tion. (b) without a sign of the proposed height and size, adequate business identification is not possible; thus, the economic viability of the auto businesses would be severely impacted. (c) The granting of this variance will permit a sign with an aesthetically pleasing design and color mix and which uses high quality, durable materials. The sign will be an attractive addition to the area and will provide identity for the City (with the words "Santa Ana") as well as the dealers. The one dealers' RESOLUTION NO. 85- 120 PAGE TWO identification sign being proposed is more acceptable than the alternative of Dermitting each dealership individual copy on their respective sites which would present a cluttering of signs on the Auto Mall sites. (d) The granting of this variance is consistent with the General Plan of the City which promotes employment opportunities, improvement of the economic base and intensified development in the Industrial District. 2. Variance 85-17 is hereby approved, subject to the following limitations, requirements and conditions: (a) The sign shall not exceed 60 feet in height or 414 square feet in size. (b) The design of the sign shall conform to the design drawings submitted to the City Council at the time of its hearing on this variance. ADOPTED this 2~$t day of October , 1985. Daniel E.
