JOB TRAINING PARTNERSHIP ACT SERVICE DELIVERY AREA DESIGNATION
WHEREAS, the Job Training Partnership Act was created to address
the employment and training needs of the nation's economically
disadvantaged, structurally unemployed youth and adults; and
WHEREAS, the City of Santa Ana recognizes the unique employment
and training needs of its economically disadvantaged population; and
WHEREAS, the establishment of a Private Industry Council
composed solely of Santa Aha business persons would be able to more
accurately identify local labor force needs, demand occupations and job
training programs to address those needs and
WHEREAS, the City of Santa Aha has a fifteen (15) year history
of planning and delivering employment and training services and
programs, starting with the acceptance of a Cooperative Area Manpower
Planning Systems (CAMPS) Grant in 1970 which was the first effort by an
Orange County community to address the employment and training needs of
its residents, and continuing through its current membership in the
Orange County Job Training Partnership Agency consortium;
NOW, THEREFORE BE IT RESOLVED that the City of Santa Ana City
Council authorizes the City Manager to apply to the Governor of the
State of California for single, independent Service Delivery Area
designation.
