WHEREAS, the people of the State of California have approved the
Senior Center Bond Act of 1984, which provides funds to public and private non-
profit agencies for the purpose of acquiring, constructing, altering or
renovating senior canters and purchasing equipment or funding startup costs for
senior centers; and
WHEREAS, the California Department of Aging has been delegated the
responsibility for the administration of the program, setting up necessary
procedures governing applications by public and non-profit groups under the
program; and
WHEREAS, said procedures established by the California Department of
Aging require the applicant to certify by resolution the approval of applica-
tions p senior centers and purchasing equipment or funding startup costs for
senior centers; and
WHEREAS, the California Department of Aging has been delegated the
responsibility for the administration of the program, setting up necessary
procedures governing applications by public and non-profit groups under the
program; and
WHEREAS, said procedures established by the California Department of
Aging require the applicant to certify by resolution the approval of applica-
tions prior to suk~ission of said applications to the State; and
WHEREAS, the project(s) applied for under this program must he of a
high priority and satisfy the most urgent need with priority on unmet senior
center needs frcm rural, low-incc~ and racial or ethnic minority areas;
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF
SANTA ANA HER~Y:

Approves the filing of an application for funding under the Senior
Center Bond Act of 1984;
Certifies that the senior center will he available for use by all
senior citizens;
Certifies that said agency has or will have sufficient funds or other
resources to operate and maintain the senior center funded under this
program; and
Certifies that said agency has or will have available prior to cu,.,encement
of any work on the project(s), matching money frcm a non-federal or non-
state source; and
Certifies that said agency will c~ly with all federal, state, and local
environmental, public health, relocation, affirmative action, and
clearinghouse requirements and all other appropriate codes, laws and
regulations applicable to the project; and
Certifies that the project(s) included in this application conform to the
Area Plan on A~3ing for the Planning and Servioe Area in which the senior
center is located; and

Apgoints the City Manager as agent of the City of Santa Ana to conduct all
negotiations, execute and suk~it all documents including, but not limited
to, applications, agreements, amendments, payment requests, reports, and so
on which may be neeessary for the o~%gletion of the aforementioned
proDect (s).
