HomeMy WebLinkAbout87-019117 RESOLUTION NO. 87-19 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA TO SUPPORT AB36 (FLOYD) WHICH REQUIRES OPERATORS OF TWO-WHEELED VEHICLES TO WEAR SAFETY HELMETS WHEREAS, in 1986 alone the California Highway Patrol statistics show that 27,344 motorcyclists were injured and of these 833 were killed and 3,766 had severe injuries; and, WHEREAS, the average hospital bill of an injured motorcyclist conservatively estimated at more than ~17,000 per individual, and "indirect costs" such as lost wages and physical rehabilitation usually are double the direct costs; and, is WHEREAS, California taxpayers are paying more than 80 percent of the costs incurred by injured motorcyclists; and, WHEREAS, motocyclist injuries million a year for hospital bills injuries in 1984; and, cost the taxpayers more than $64 alone, based on the number of WHEREAS, in California motorcyclists account for only three percent of all passenger-carrying vehicles but are involved in 12 percent of crashes causing injury; and, WHEREAS, motorcycle accidents result in an enormous financial cost to taxpayers and the immeasurable emotional cost to victims in the loss of human lives and suffering caused by motorcycle crashes; and, WHEREAS, Assembly Bill 36 introduced by Richard Floyd would require motorcyclists to wear safety helmets, 119 RESOLUTION NO. 87-19 PAGE TWO NOW~ THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF SANTA ANA supports AB36 (Floyd) which creates a mandatory helmet law in California in the hopes that it would reduce motorcycle rider deaths and save the taxpayers millions of dollars annually, and do hereby urge the California Legislature to modify the existing State Vehicle Code to require all California motorcyclists to wear approved safety helmets.
