RESOLUTION NO. 8~21
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA DIRECTING THE REVISION
OF THE CONFLICT OF INTEREST CODES OF THE
VARIOUS OFFICES, DEPARTMENTS AND AGENCIES
OF THE CITY OF SANTA ANA
WHEREAS, in 1977, the several offices, departments and
agencies of the City of Santa Ana adopted Conflict of Interest
Codes pursuant to the Political Reform Act of 1974; and
WHEREAS, in the years since 1977, there have been changes
in the administrative staff of the City of Santa Ana, including
departmental reorganizations and redesignations, the creation of
new offices and positions of employment, and changes in the titles
and duties of officers and employees; and
WHEREAS, such changes necessitate the revision of the
Conflict of Interest Codes of the various offices, departments
and agencies of the City of Santa Ana to more accurately designate
those officers and employees who should disclose financial interests
and the types of financial interests they should disclose;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SANTA ANA AS FOLLOWS:
1. Each of the following divisions of the administrative
staff of the City of Santa Ana shall be deemed an "Agency" of the
City of Santa Ana within the meaning of the Political Reform Act
of 1974, Chapter 7, Article 3, and shall prepare a revised
Conflict of Interest Code in accordance with the requirements
and limitations of that Act, and the chief administrative
officer of each such "agency" shall be responsible for such
preparation:
A. The Office of the City Manager, which for purposes
of this Resolution, shall be deemed to include all employees not
within the jurisdiction of any hereinbelow specified agency.
B. The Office of the Clerk of the Council
C. The Office of the City Attorney
D. The Finance and Management Services Agency
E. The Human Resources Agency
F. The Public Works Agency

G. The Planning and Building Agency
H. The Recreation and Community Services Agency
I. The Community Development Agency
J. The Utilities Agency
K. The Police Department
L. The -Fire'Department
2. Each Conflict of Interest Code shall be based upon,
shall incorporate by reference Regulation 18730 of the Fair
Political Practices CommissiOn.
and
3. The head of each agency shall assure that the preparation
of the revised Conflict of Interest Code is carried out under
procedures which allow affected employees a fair opportunity to
present their views.
4. The head of each agency shall deliver the revised Conflict
of Interest Code for that agency to the Clerk of the Council not
later than June 30, 1987, for submittal to the City Council.
