For such items for ~hich a regular established price in unavailable· the Department Head, in collaboration with the Director of Finance and Management Services, may establish a price consistent with the cost of printing and preparation thereof. The Director of Finance and Management Services shall report such exceptions to the City Manager. It shall be the responsibility of the City Manager to review such costs annually and make such recommendations to the City Council as required to keep the charges consistent wi th the costs. All governmental agencies and their official representatives shall be exempt from paying these charges for single copies for official use.
