NDED ORDIRESO RESOLUTION NO. 87-61 CDG:jd(1)- 6/8/87 3ii A RESOLUTION OF THE CITY OF THE CITY COUNCIL OF THE CITY OF SANTA ANA FIXING WATER RATES AND STANDBY SERVICE CHARGES, WATER SERVICE INSTALLATION CHARGES, AND CHARGES FOR THE INSTALLATION OF NEW WATER MAINS AND FRONT FOOTAGE CHARGES FOR CONNECTION TO EXISTING WATER MAINS FOR WHICH NO PAYMENT HAS BEEN MADE PREVIOUSLY AND REPEALING RESOLUTION NO. 83-97, 83-98 and 83-99 Ana: BE IT RESOLVED by the City Council of the City of Santa 1. That the following water rates and service charges are to be levied and collected for each water service to which water is supplied by the City, or to which a standby service is provided, pursuant to Section 39-21 of the Santa Ana Municipal A. Size of Fire Meter Rate 3" or less $ 14.00 4" 18.00 6" 24.00 8" 32.00 10" 38.00 12" 44.00 Commodity charge to be added to said standby charge: Ail water supplied as recorded by the detector meter (fire meter portion): Per 100 Cubic Feet $ 0.60 In the event of a fire certified by the Fire Chief, the charge will be adjusted to exclude water used for fire suppression. Private fire service rates without detector check valves, bi-monthly standby charge: The charges shall be double the rates for private fire services with detector check valves. Surcharge for Acquisition: That a surcharge of One Dollar ($1.00) per month is to be levied and collect for each water service to which water is supplied by the City, or to which a standby service is provided, pursuant to Section 31-21 of the Santa Ana Municipal Code, for those services acquired by the City of Santa Ana under and pursuant to that certain agreement entitled "Water Systems Acquisi- tion Agreement", dated 2-20-79, as amended, pro- vided and excepting, however, that the surcharge levied hereby shall not apply to any dwelling in Tract 1944, the owners of which installed a water RESOLUTION NO. Page three 87-61 system under and pursuant to proceedings had and taken under the Improvement Act of 1911 heretofore. The surcharge levied hereby shall not be charged beyond five (5) years from and after the date when said surcharge is first levied. C. SERVICE OUTSIDE CITY LIMITS Ail rates and service charges for service to premises outside the City limits shall be double the above rates and charges except to those premises outside the City limits heretofore served at the rates charged to those within the City limits. D. TEMPORARY WATER SERVICE (1) Water for construction work and other uses such that service is required for only a limited time, not to exceed six months as provided for in Sec- tion 39-26 of the Santa Ana Municipal Code: Ail water supplied from fire hydrants: Parcel-Industrial Per 100 Cubic Feet $ .72 Hydrant Meter Rental-Per Day/5 day Min. 2.00 (2) Water for residential subdivision construction work not to exceed four months as provided for in Section 39-29 of the Santa Ana Municipal Code. That Resolution No. 83-97 fixing water rates and standby charges is hereby repealed, effective July 1, 1987. 3. That the following rates are to be charged prior to installation of water service, for each water service installed by the Water Division of the Public Works, as provided for in Section 39-19 of the Santa Ana Municipal Code: RESOLUTION NO. The rate to be charged for an increase in the size of service shall be the same as for cost of service installation for the large size of service. B. SERVICE INSTALLATION OUTSIDE CITY LIMITS The rate to be charged for installation of water service outside the City limits shall be the same as for installa- tion within the City. C. DEPOSIT The installation of larger services, fire services, backflow protection devices, or any other service not mentioned herein, nor specifically provided for in any other ordinance or resolution of the City of Santa Ana, shall be made on the basis of cost, including overhead. In any such installation, the applicant shall post the deposit in an amount estimated by the Director of Public Works to be sufficient to cover the total chage. In the event the actual cost is less than the deposit, the balance shall be refunded to the applicant, and if more, shall be paid by the applicant upon receipt of additional billing. service expense, That no charge shall be made for installing a water if the applicant installs the water service at his own tO the satisfaction of the Director of Public Works. 5. That the following rates are to be charged to instal- lation of a water meter, for each water meter installed on any water service installed by other than the Water Division of the Department of Public Works, as provided for in Section 39-19 and 39-25(j) of the Santa Ana Municipal Code. That Resolution No. 83-98 fixing charges for water service installations, except as hereinafter provided is hereby repealed, effective July 1, 1987. 7. That the following rates shall be charged to appli- cants requiring the installation of new water mains as provided for in Section 39-22 of the Santa Ana Municipal Code. Upon the deter- mination of the Director of Public Works of the size or sizes re- quired, for the proposed develoment, the following charges shall be made: 6" or smaller water mains at $30.00 per linear foot 8" water mains at $36.00 per linear foot 10" water mains at $42.00 per linear foot 12" or larger water mains at $48.00 per linear foot 8. That none of the above charges shall be made if the applicant installs water mains and hydrants, at his own expense, the satisfaction of the Director of Public Works. to 9. That a charge of one-half of the applicable linear foot charge multiplied by the number of feet of frontage of the parcel or lot shall be collected for each recorded parcel or lot requiring the connection of a service to an existing water main for which no previous payment has been made for such parcel or lot. 10. That Resolution No. 83-99 fixing charges for water mains is hereby repealed, effective July 1, 1987. 3]_6 RESOLUTION NO. Page s ix 87- 61 11.
