HomeMy WebLinkAbout87-065RESOLUTIC~ NO. 87-65 RESCINDED A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA REGARDING THE AUTOMOBILE CLUB OF SOUTHERN CALIFORNIA'S FREEWAY, HI(~rWAY, AND LOCAL STREET DEVELOPMENT PROPOSAL k~EREAS, Southern California's lifestyle and economy are based upon mobility made possible byour freeway network; and WHEREAS, this present mobility is jeopardized and congestion on our streets~ highways and freeways continues to increase; and WHEREAS, Southern California's populationis anticipated to increase by at least three million to some 19 million peopleby the year 2000; and WHEREAS, the number of daily vehicle trips made by Southern Californians will increase from 50 million to 65 million by the year 2000; and ~EREAS, freeways carry nearly 50 percent of the region's personal, commercial and recreational traffic; and WHEREAS, maximum efficiency of existing traffic syst~ns must be achieved by improved highway management strategies; including high occupancy vehicle lanes which potentially produce the people carrying capacity of three or four general purpose lanes, and the Orange County plan for adding co~.uter lanes and/or transit lanes to all Orange County freeways provides an efficient and effective means of adding capacity to Orange County's freeway system; and WHEREAS, public transit service must be improved; and WHEREAS, new freeways are needed to close gaps, provide access to areas not currently served, and connect the region's various activity centers; and WHEREAS, super streets can similarly increase arterial street capacities in Orange County and may be more politically, environmentally and economically acceptable; and, WHEREAS, the Automobile Club of Southern california has prepared a proposal for future mobility, "Freeway Development to the Year 2000". 328 RES. NO. 87-65 PAGE TWO NOW, THEREFORE, BE IT RESOLVEDBYTHE CIT~ COUNCIL OF THE CIT~ OF SANTA ANA: That the City of Santa Ara supports the general concepts advanced by the Automobile Club of Southern california to promote overall improvements to Orange County's highway and freeway system through construction of select new routes; through promoting flow management programs; through promoting related operational improvements; through encouraging corresponding transit and aviation services improvements; and by calling for adequate revenues for such overall system improvements; and, BE IT FURTHER RESOLVED, that this Resolution be transmitted to Governor George Deukmejian, Senate President pro T~pore David Roberti, Assembly speaker Willie Brown, the California Transportation Commission and the Orange County Transportation Commission.
