HomeMy WebLinkAbout87-085411 REL:k 11/87 RESOLUTION NO. 87-85 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA DENYING VARIANCE APPLICATION NO. 87-5 TO ALLOW AN OFF- PREMISE ADVERTISING SIGN ON PROPERTY LOCATED AT 2019 SOUTH RITCHEY STREET WHEREAS, this Council held a public hearing on October 19, 1987 on Variance Application No. 87-5, to allow an off-premise advertising sign to be installed at variance with zoning regulations restricting the installation of such signs on property located at 2019 South Ritchey Street, which application was brought before this Council by Appeal No. 547, following its denial by the Planning Commission; NOWt THEREFOREt BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS FOLLOWS: 1. Based on the evidence submitted at the abovesaid hearing, this Council finds and determines as follows: (a) There are no unique circumstances which inhibit the development of the subject property in a manner consistent with the zoning ordinance. (b) The subject site can maintain current industrial/warehouse uses or can be redeveloped; thereby, the granting of the variance is not necessary to secure property rights. (c) The proposed billboard would negatively affect the visual image of the city and this area, contributing to clutter which detracts from the visual quality of the business environment, thereby resulting in a poor development atmosphere. In addition, the sign adds to the numerous billboards existing in this corridor which can cause distraction to the motoring public. (d) The proposed billboard is inconsistent with planned goals and objectives for long-terms quality development and may inhibit future development, thereby having an adverse affect upon the City's General Plan. In addition, the Santa Page Two RESOLUTION NO. 87- 85 Ana Freeway is designated as a Scenic Corridor by the General Plan and the construction of this billboard is adverse to the intent and goals of the Scenic Corridor designation. 2.
