RESOLUTION NO. 88- 7
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA ANA APPROVING
GENERAL PLAN AMENDMENT 88-~ PER-
TAINING TO THE MACARTHUR PLACE
DISTRICT CENTER
WHEREAS, the General Plan of the City of Santa Ana
establishes certain areas in the City of Santa Ana as "district
centers;" and
WHEREAS, the General Plan states that district centers
shall provide areas for development of retail and office sites,
recreational, cultural and educational facilities and activities,
employment and higher density housing for elderly, handicapped
and families without children; and
WHEREAS, a portion of the district center bounded by
Main Street, Columbine Avenue and the route 55 Freeway is known
as the "MacArthur Place District Center" and consists of the
area bounded by Main Street, Columbine Avenue, the route 55
Freeway and MacArthur Boulevard; and
WHEREAS, on December 7, 1987, the City Council of
the City of Santa Ana took the following actions with respect
to the MacArthur Place District Center:
(a) Certified a Final Environmental Impact
Report/SCH 87042909 (the "EIR"); and
(b) Approved Tentative Map No. 13216 (the "Map");
and

WHEREAS, the Planning Commission of the City of
Santa Ana, after duly noticed public hearing, approved an
amendment to the Land Use Element of the General Plan pertain-
ing to the MacArthur Place District Center, as hereinafter set
forth (General Plan Amendment 88-1); and
WHEREAS, the City Council, after duly noticed public
hearing, concurs in the Planning Commission's approval of said
General Plan Amendment 88-1;

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF SANTA ANA AS FOLLOWS:
1. The Land Use Element of the General Plan of
the City of Santa Ana is hereby amended to designate the per-
mitted uses and building types, and to state the standards
of population density and building intensity, for the
MacArthur Place District Center, as follows:
(a) permitted Land Use and Building Types. The
permitted land use for MacArthur Place shall be high
density commercial, office, retail and residential uses.
The permitted building types in the MacArthur Place
District Center shall be of varying design, including
low and high rise office, retail and residential build-
ings which shall be constructed in accordance with all
applicable state and local laws, including the S.D.
(b) Building Intensity. The building intensity
permitted in the MacArthur Place District Center for com-
mercial, office and retail uses shall be a 2:1 ratio of
gross building floor area to the total gross property
site area. The maximum building intensity for residential
units in the MacArthur Place District Center shall be
400 units. In keeping with the mixed use nature of the
MacArthur Place District Center, acreage for commercial
office and retail uses may be combined with residential
acreage.
(c) Population Density. The standard for popu-
lation density of permanent residents within the MacArthur
Place District Center shall be 940 persons (based upon an
estimated occupancy average of 2.35 persons per dwelling
unit). The City of Santa Ana hereby declares its policy
that population standards for the MacArthur Place District
Center shall be tied to residency within the District Center
rather than to daily use estimates for each land classifi-
cation within the District Center.
2. To the extent the provisions of this General
Plan Amendment are inconsistent with the terms and conditions
of the General Plan, as previously amended, the terms and con-
ditions of this General Plan Amendment shall control. Except
as expressly modified hereby, the General Plan, as previously
amended, shall remain in full force and effect and shall govern
the conduct of growth and development within the City of Santa
Ana.
3. The Map, Development Agreement and SD are hereby
declared to be consistent with this General Plan Amendment.

4. The EIR is hereby declared to be consistent
with this General Plan Amendment and is hereby declared to
be sufficient for approval of this General Plan Amendment
for purposes of compliance with the California Environmental
Quality Act, California Public Resources Code Section 2100
et seq. Pursuant to the State Guidelines for implementation
of the California Environmental Quality Act (Title 14 Cali-
fornia Administrative Code Section 15152) it is hereby de-
clared that with respect to this General Plan Amendment, no
significant environmental effects exist other than those
identified in the EIR.
