total amount of $14,319.50, and all other bids rejected.
This being the date set for hearing on Application for Permit to operate an amuse-
ment center, known as Kart-O-Rama, Inc., 606 North Harbor Boulevard, the Clerk pre-!?
sented an Affidavit of Posting the "Notice of Proposed Amusement Center" along all i
street frontage within a radius of 300 feet of the external boundaries of the prop~
erty, and on motion of Councilman Hubbard, seconded by Brewer and carried, the
Affidavit of Posting was received and filed. Counci~m~u Brewer disqualified himse~
on t his m at ter. The Clerk read a report from Supervising Sanitarian E.
Davis, Orange County Health Department, to Fire Chief John Garthe, reference the
inspection for health, fire and panic safety of Kart-O-P~m~, Inc., and on motion
of Councilman Heinly, seconded by Hubbard and carried, the report was received and
filed. Stanley R. Miller, owner of Town & Country Trailer Park, 3929 W. Fifth
Street, stated the noise, dust and shouting from the Race Track has not been corral4
ted and the track was operating illegally as provided in Municipal Code Section
6358.6. Mr. Miller presented a petition with approximately 166 signatures pro-
testing the operation of the Race Track, and on motion of Councilman Hubbard, seco~?
dad by Heinly and carried, the petition was received and filed. Mr. Miller also
presented a copy of letter dated February 7, 1961, and Minutes dated January 17,

1961, frc~ the Westminster Planning C~sslon, indicating the necessity for permis~
sion by their Council and a license to operate Carts, and on motion of Councilman
Hubbard, seconded by Gould and carried, the c~m-~mications were received and filed.
Mr. Miller further presented a copy of letter dated November 21, 1960 frcm Attorney!
Tom W. Henderson and a copy of Minutes dated November 22, 1960, from the County
Board of Supervisors, indicating notification to cease Go-Kart Racing immediately
at Newport Dunes, Inc., and on motion of Councilman Hubbard, seconded by Gould and
carried, the co~mm~uications were received and filed. Mr..Miller stated there are
many vacant spaces not rentable at the Trailer Park due to the noise and dust and
he has received numerous letters from tenants with threats of moving if the proble~
is not corrected, and pointed out the high value of the Trailer Park as compared to
the Go-Cart establishment. Forty people stood in protest of the Race Track.
Attorney Charles G. Schlegel, 8OB No. Broadway, representing Kart-O-Rama, Inc.,
presented its stockholders John Watson, Loren Beckman, Frank Champion, Les Knack,
and Joe Colesworthy, and stated that his client was issued City of Santa Aha Li-
cense No. 16285 which expires December S1, 1961, and submitted an analytical report~
in support of the Race Track operation. On motion of CounciLman Hubbard, seconded
by Gould and carried, the report was received and filed. Mr. Schlegel also presented
petitions with appro~mstely 450 signatures in favor of the Race Track, and on mo-
tion of Councilman Gould, seconded by Hubbard and carried, the petitions were re-
ceived and filed. Attorney Schlegel also submitted plot plans of the Race Track
area, and on motion of Councilman Hubbard, seconded by Heinly and carried, the pla~s
were received and filed. Mr. Schlegel further presented an occupancy comparison
report of Town and Country Villa, Sahara Mobile Homes and Bali Hi, and ou motion of
Councilman Hubbard, seconded by Heinly and carried, the report was received and
filed. Mr. Schlegel called upon the lessor of the Go-Cart property, George Connel~
ly, 14641 Springdale Avenue, Westminster, who mintmfzed the dirt and noise from
the running Carts, and stated he has had no complaints from tenants on his propert~
less than thirty feet from the Track; also in favor of the Track were Wendell Tubbs~
14646 Springdale Avenue, Bill Cook, 416 Jasmine, Laguna Beach, who approved this
recreation; Joe Moreland, 13B02 Penno Road, Garden Grove, stated water has been
contracted for the sanitary facilities, and landscaping and rocks will do much to
alleviate any dust problem~ and 23 people also stood in favor of the continuation
of the Track. Attorney Dennis D. Hayden, 207 No. Broadway, representing the Town
and Country Villa Park, stated the site of the Race Track was not a proper one,
and should not be permitted to operate as an amusement center in a C-2 Zone.
Mr. G. B. Miller, 12042 Acacia~ Garden Grove, stated that attractive buildings
could be constructed on the Track site and add to the appearance of the area.
Mrs. Betty Miller, B929 W. Fifth Street, read a letter from Mr. and Nra. H. C.
Austin, who have vacated the Trailer Park because of the Track. It was moved by
Councilman Heinly, and secoaded by Hubbard, that the Application for a Permit to
operate the Ge-Cart Race Track be granted. It was moved by Councilman Heinly, and
seconded by Hubbard, that the motion be amended to limit the hours of operation
from 9:30 P.M. to 11:00 A.M., with the further condition that there be at least
four bales high of straw along the entire westerly boundary, to reduce the noise
as much as possible.

Main Street, wherein the City Council appealed the Zouiug Administrator's decision
in order to reconsider Condition No. 2 of the Variance pertaining to a required

Appeal Application No. 17 of Francis X. Kluewer, 1826 Martha Lane, was presented
in protest of Variance Application No. 1458, filed by L. A. Leversen, to erect an
addition to a single-family dwelling, which will project into the required rear
yard, on property at 1817 Martha Lane, in the R-1 District, and stating: (1) The
proposed encroachment is not necessary for additional living space; (2) Public
notification was misleading in its wording; and (3) Variance Application No. 805,
filed by Ottmar H. Schutte, was approved, subject to its being a one-story develop-
ment, on property at 1901 W. Washington Street. Mr. Kleuwer reaffirmed the points
outlined in his appeal, and stated there were no second-story dwellings in the vi-
cinity at the present time, and the proposed structure would be too close to the
surrounding residences, tending to decrease the value of the property. Mr. L. A.
Leversen, 1817Martha Lane, applicant of Variance Application No. 1258, stated
another bedroom and family roc~ were needed to adequately provide for his seven-
member family, and as the property is 60 by 10~ feet and too small to build out,
it will be necessary for him to add one story to his dwelling. Mr. Leversen sub-
mitted a plot plan and c.~iunications dated March 31, 1961, from Garrett Realty,
1736 West 17th Street, J. R. Gibson Co~pany, 1211 North Broadway, and Jim Scobie
Associates, 917 West 17th Street, all favoring the proposed two-story addition as
an improvement from an econ(mzic standpoint. On motion Of Councilman Gould, second~l
by Hubbard and carried, the plot plan and communications were received and filed.

No. 1456, to erect an office building with less than the required off-street l~.~k-

Planning Commission rec~ended denial because the applicant declined to build ten
feet behind the front line of adjoining build~-g. The applicant stated he is de-
strous of constructing the building in line with existing buildings, there now are
two driveways off Bristol Street and two off Cubbon Street, therefore making it

Cummanicatimn was presented from the Planning Department recommending approval of
Revised Tentative Tract Map No. 4040, filed by the Savage Construction Company,
creating twenty lots located east of King Street and ~m~ediately west of the inter-
sections of Washingtom Street and 12th Street with King Street, subject to condi-
tions. Mr. Val ZaJec, 11~62 Garden Grove Boulevard, Garden Grove, representing the
applicant, agreed to the conditions with exception of Condition (d) The length of
proposed Marengo Place is in violation of Section 9B27.2 of the Subdivision Regula-
tions (longer than 500 feet). An alternate street layout which would conform to the
regulations would be to replace the cul-de-sac at the southerly end of Marengo Place
with an elbow and construct an outlet street from the elbow to King Street. This
would eliminate the need for the ten-foot drainage and sewer easement, as shown on
the tentative map. Mr. ZaJec requested that the matter be continued to the next
meeting to resolve said cohdition in a more satisfactory way. It was moved by

17th Street, and to locate in and over the northerly ten feet of said property,

On motion of Councilman Hubbard, seconded by Gould and carried, the following com-
munications were received and filed:
Fram the Boundary Ccmmnission regarding proposed annexation of territory to
the City of Santa Ana "Edinger and Raitt S. E. Annex," advising the boundaries of
the proposed annexation do not meet the approval of the Surveyor's office in re-
spact to Section 35002 of the Government Code, and all documents were referred
back to the City for correction and resubmission,

Petition signed by approximately eleven persons requesting the construction of

A petition was presented signed by approximately 21 persons requesting the City to
refrain from constructing sidewalks in the area of the 2200, 2~00 and 2400 blocks
of West Monica Lane. Jack Young, 2325 West Monica Lane, protesting the petition,
stated sidewalks were desired in their area, and he had discussed the matter with
man~ of the signers, who advised the full facts were not given them at the time
the petition was circulated. On motion of Councilman Hubbard, seconded by Heinly
and carried, the petition was received and filed.
On motion of Councilman Hubbard, seconded by Gould and carried, the resignation of
Kenneth E. Morrison, as a Member of the Board of Recreation and Parks, was received,
filed, and the Clerk instructed to write a letter of c~aendation and appreciation
for his service.
On motion of Co~mcilman Hubbard, seconded by Gould and carried, the request of J. L.
Trudell, 217 No. Harbor Boulevard, for a dance permit, with a two=piece musical
group to be employed on week=ends and a coin-operated music machine used during the
week, where food requirements cannot be fulfilled as provided in the Ordinance, was
referred to the Manager for investigation and report.
On motion of Councilman Hubbard, seconded by Brewer and carried, the following App~
cations to Solicit Funds were granted:
Orange County Association for Mental Health, during the month of May, and a
concentrated door-to-door Bell Ringer March, May 16th, in cooperation with the Cali~
ornia and National Associations for Mental Health to work toward the improved care
and treatment of the mentally ill, for improved methods and services in research,
prevention, diagnosis and treatment of mental iliness and for the promotion of ment~
health, and
Young Men's Christian Association, through the sale of peanuts April 2hth

rec~-~endation of the Police Department, and on motion of Councilman Hubbard,
seconded by Brewer and carried, the request of ~alifornia Auction School and Servic~

Claypool, 515 East Walnut Street, for alleged personal injuries due to a fall on
broken pavement o~ crossing the street in the vicinity of French Street, on the
north side of East Fourth Street, in the sum of $1,500.00, was referred to the City~
Attorney and Insurance Carrier.
On motion of Cou~ci!man Heinly, seconded by Hubbard and carried, the request of the
President, Civitan Club, was granted for the rental of the Municipal Bowl for three
d~ys during the month of September, 1961, at a rate of $100.00 per day, for the
purpose of raising funds, through a Water Follies Show, for the Paularino School fo~
Retarded Children, located at 18952 Newport Av~aue.
On motion of C(~l~c~!man Hubbard, seconded by Brewer and carried, the request of the
City Employees Association was granted, to renew the existing agreement for the
operation of the Santa Ama Municipal Bowl Concessions for a period of one year ccm-
mencing April 1, 1961 and ending March 31, 1962, and the gross sales rental to con-
tinue at 20%.

Ruth Guest, 2657 North Main Street, requested determination by the Council for the
removal of parking on both sides of Main Street, frc~ the Santiago Creek Bridge to
Owens Drive, and stated the other residents will have been contacted by that time,
reference the dedication of their property for the widening of North Main Street,
continued from the meeting of March 20, 1961, wherein no official action was taken.
After discussion the matter was continued until April 17, 1961.

of the Manager was approved for a revision of the 1960-61 Budget from Fund 51-5~2,
