HomeMy WebLinkAbout89-120RESOLUTION NO. 89-1~ 175 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA AMENDING RESOLUTION NOS. 82-110 AND 89-087 TO ADD AND CI{ANGE SEVERAL CLASS TITLES AND EFFECT OTHER CLASSIFICATION AND COMPENSATION CHANGES FOR CERTAIN OFFICERS AND EMPLOYEES OF THE CITY OF SANTA ANA. WHEREAS, Section 1004, Article X of the city Charter of the City of Santa Ana requires the City Manager to prepare, install and maintain a position classification and pay plan subject to civil service rules and regulations and the approval of the City Council; and WHEREAS, on August 2, 1982, the City Council passed and adopted Resolution No. 82-110 revising and re-establishing the Basic Classification and Compensation Plan for officers and Employees of the City of Santa Ana; and on Septelmber 5, 1989 passed and adopted Resolution No. 89-087 re-establishing the Compensation Plan for classes of employment designated as unrepresented Executive and Middle Management; and WHEREAS, the Executive Director of Finance and Management Services has identified certain organizational changes needed to provide more responsive and efficient services to departments, and thus to the City as a whole; and WHEREAS, there is a need to create the new Middle- Management position classification of INFORMATION SYSTEMS MANAGER and to change the titles of several other classifications in the Finance and Management Services Department to effect these organizational changes; WHEREAS, there is a need to adjust compensation levels for certain classifications to provide levels commensurate with assigned duties and responsibilities and to ensure recruitment and .retention of qualified individuals in these classes; and WHEREAS, it is now desired to amend said resolutions in order to add and change several class titles and adjust certain compensation levels affected by said organizational and staffing changes. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA: 1. That Section 3B of Resolution No. 89-087 pertaining to Middle Management classes of employment is hereby amended by: a. Designating as "Terminal" the class title of COMPUTER SERVICES MANAGER (MM) by adding the parenthetical identifier "(T)" following the title so that the class will be automatically deleted from the basic classification and compensation plan upon being vacated by its current incumbent. 176 b. Adding in proper alphabetical sequence the class title of INFORMATION SYSTEMS MANAGER (MM) at Salary Rate Range No. M-25, $4558 (minimum) to $5419 (maximum hiring rate) per month. c. Providing an equity adjustment to the classification of PAYROLL MANAGER (MM) by increasing the assigned pay level from Salary Rate Range No. M-19 to M-22, $4233 (minimum) to $5032 (maximum hiring rate) per month. 2. That Section 3 of Resolution 82-110, as amended, is hereby further amended by: a. Reactivating the class of Criminalistics Laboratory Aide (T) by rescinding the designation "Terminal" from the class and changing the title to FORENSICS AIDE, at no change in existing salary level. c. Changing the existing class title of Programmer Analyst to COMPUTER PROGRAMMER ANALYST, at no change in existing salary level. d. That Section 3.1 of Resolution No. 82-110, Special Compensation Provisions, as amended, is hereby further amended by adding the following assignment pay designation "(v)" to the existing list of special pay differential designations: "(v)" Personnel in the class of Senior Personnel Analyst (UC) who are regularly and continuously assigned to and actually performing duties in a "lead supervisory" capacity over a primary functional unit of Personnel Services Department employees, will be paid at a rate set ten (10) salary rate ranges (5.0%) above their then current base monthly salary step." 4. That except as amended by this Resolution, all other provisions of Resolution Nos. 82-110 and 89-087 shall remain in full force and effect. 5.
