HomeMy WebLinkAbout90-003- - '223 RESOLUTION NO. 90- 003 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA AMENDING RESOLUTION NOS. 82-110 AND 89-087 TO ADD TWO CLASS TITLES AND EFFECT OTHER CLASSIFICATION AND COMPENSATION CHANGES FOR CERTAIN CLASSES OF EMPLOYMENT. WHEREAS, Section 1004, Article X of the City Charter of the City of Santa Ana requires the City Manager to prepare, install and maintain a position classification and pay plan subject to civil service rules and regulations and the approval of the City Council; and WHEREAS, on August 2, 1982, the City Council passed and adopted Resolution No. 82-110 revising and re-establishing the Basic Classification and Compensation Plan for officers and employees of the City of Santa Ana; and on September 5, 1989 passed and adopted Resolution No. 89-087 re-establishing the Compensation Plan for classes of employment designated as unrepresented Executive and Middle Management; and WHEREAS, the City Manager has indicated the need to restructure certain occupational series of classes in both the Library and Personnel Services departments to provide more responsive, cost effective services, as well as upward mobility opportunities for employees; and WHEREAS, there is a need to establish a new paraprofessional classification of SENIOR LIB~RY TECHNICIAN and upgrade an existing personnel management position to a new class of DEPUTY DIRECTOR OF PERSONNEL SERVICES; and WHEREAS, there is also a need to adjust compensation levels for certain other classifications to provide levels commensurate with assigned duties and responsibilities and to ensure recruitment and retention of qualified individuals in these classes; and WHEREAS, it is now desired to amend said resolutions in order to add two class titles and modify certain compensation provisions affected by said organizational and staffing changes; and WHEREAS, in order to provide enhanced efficiency and consistency in the administrative functions of the Fire Department it is now necessary to upgrade one Fire Battalion Chief position to the existing class of Deputy Fire Chief for a period of twelve months. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA: 1. That Resolution No. 82-110, as amended, is hereby further amended a. Adding, in Section 3, the new class title of SENIOR LIBRARY TECHNICIAN at Salary Rate Range No. 469 ($2058-$2500}, effective January 16, 1990, and Range No. 477 ($2139-$2600), effective July 1, 1990. _RESOLUTION 90-003 as follows: Amending Section 3.5, Part-Time and Temporary Rates, to read "Section 3.5 CLASS TITLES AND WAGE P~ATES FOR SEASONAL AND OTHER UNAFFILIATED CATEGORIES OF PART-TIME EMPLOYMENT. Part-time workers employed under the following class titles shall receive wages based on the hourly pay rates as set forth below, effective January 16, 1990: CLASS TITLE BASIC HOURLY WAGE Pd~TES: Step A Sten B Steo C Step D Step E Administrative Intern $ 6.75 $ 7.00 $ 7.25 $ 7.50 $ 7.75 Law Clerk 8.50 g. Amending the last paragraph of Section 3.1, Special Compensation Provisions, which deals with shift differential to read as follows: "Shift Differential. Except for employees in classes represented by the Fireman's Benevolent Association and employees in the classes of Police Recruit, Police Officer and Police Sergeant, each non-management employee who is continuously and regularly assigned to a schedule of work which requires that he/she actually work a minimum of 4 1/2 hours between the hours of 5:00 p.m. and 7:00 a.m., will be paid a shift differential for his/her entire work shift at a rate set ten (10) ranges {5.0.%) above his/her current base monthly salary rate." 2. That Resolution No. 8g-087, pertaining to Middle Management classes of employment, as amended, is hereby further amended, effective January 16, 1990, by: a. Adding, in Section 3B, the new class title of DEPUTY DIRECTOR OF PERSONNEL SERVICES (MM) at Salary Rate Range No. M-26, $4830-$5742 per month minimum to maximum hiring rate. b. Providing, in Section 3B, an equity adjustment to classification of CONSTRUCTION ENGINEER (MM) by increasing the assigned level from Salary Rate Range No. M-20 to M-25, $4712 (minimum) to $5602 (maximum hiring rate) per month. the pay c. Rescinding from Section 4.1 the provision of Registered Engineer Pay (ten salary rate ranges or 5%) for incumbents of the class of Construction Engineer (MM). 3. That excePt as amended by this Resolution, all other provisions of Resolution Nos. 82-110 and 89-087 shall remain in full force and effect. 4. Amend the current annual budget for the Fire Department to add an a position to the existing class of Deputy Fire Chief and delete one position from the class of Fire Battalion Chief.
