Crosby Construction Company was accepted in the total amount of $6,980.00, and all
other bids rejected.
On motion of Councilman Hubbard, seconded by Schlueter and carried, the communica-
tion from the Planning Com~nission was received and filed, recommending approval of
proposed annexation to the City of territory designated "Twenty-First and Lyon N.W.
Annex," consisting of approximately ten acres, lo. cated on the east side of Wright
Street, beginning at a point approximately 200 feet north of Twentieth Street.
The Council having unanimously waived the reading of the Resolution, on motion of
CounciLman Hubbard, seconded by Schlueter and carried, the following Resolution en-
titled:
"Resolution No. 61-149 initiating proceedings for the annexation
of territory to the City of Santa Ana, designating an appropri-
ate name for said territory of 'Twenty-First and Lyon N. W.
Annex' and giving notice of protest hearing thereon"
and setting hearing date on August 7, 1961, was considered and passed by the

On motion of Councilman Hubbard, seconded by Schlueter and carried, the commmunica-
tionfromthePlanning Commission was received and filed, recon~nending approval of
proposed renaming of Twenty-First Street, between the Santa Ana River and Berrydale
Street, to "Edna Drive", as recommended by the Department of Public Works, because
Twenty-First Street west of the River did not line up with Twenty-First Street on
the east line of the River, thereby making the grid system of house numbering
able.
The Council having unanimously waived the reading of the Resolution, on motion of
Councilman Hubbard, seconded by Schlueter and carried, the following Resolution en-
titled:
"Resolution No. 61-150 changing the name of a portion of
Twenty-First Street, Santa Ana River to Berrydale Street,
to 'Edna Drive'"

mending approval of proposed abandonment of Sixth Street, between Mabury Street an(
the Santa Ana Freeway.
Appeal Application No. 25 of Jimmie L. Mills was presented on Variance Application
No. 1~85, to build a second single-family dwelling on property at 1724 Poinsettia
Street, in the R-1 District. At the request of the applicant, and on motion of
Councilman Heinly, seconded by Hubbard and carried, action was continued to the
meeting of July 3, 1961, or when all members of the Council are in session.
Appeal Application No. 26 of Sidney Eggleton was presented on Variance Application
No. 149h, to build a duplex on an R-1 lot, with existing duplex and single-family
dwelling, at 919 North Verano Street, wherein the applicant appealed the denial of
the Zoning Administrator, stating the area in question is peculiar to most develope
areas and the neighbors are in the process of applying for R-2 Zoning to allow less
square feet per living area; to meet the increase in taxes, and to make the area oi
unused land look more presentable than a field of weeds. Walter Kashman, 804 Fal-
con Street, Anaheim, representing the applicant, stated the property is over 105
feet deep, there were no protests to the proposed construction, and there now are
multiple units in the area. Will Cross, 923 North Verano Street, stated he owns
property to the north and did not object to the proposed duplex, but requested that
a wood fence be constructed six feet in height and to the length of the property,
with one-half of the cost of the fence at his expense. The Council having unani-
mously waived the reading of the Resolution, on motion of Councilman Heinly, secon-
ded by Hubbard and carried, the following Resolution entitled:
"Resolution No. 61-151 granting Variance on Application

Appeal Application No. 27 of Willis L. Holland was presented on Variance Applicati~
No. 1493, to build two single-family dwellings on property at a location south of
1517 No. Parsons Place, in the R-1 District, wherein applicant appeals the denial
of the Zoning ASmtnistrator and requests reconsideration on the Variance. At the
request of the applicant, and on motion of Councilman Heinly, seconded by Hubbard
and carried, action was continued to the next meeting.
Appeal Application No. 22 of Goodwill Industries was again presented on Conditional
Use Permit No. 43, to erect an unenclosed roof structure for retail sales of pro-
ducts, on property approximately 144 feet by 200 feet, located 620 feet south of
the southwest corner of Fifth and Fairview Streets, in the M-1 District. Applicant

On motion of Councilman Heinly, seconded by Hubbard and carried, Tentative Tract
Map No. 4159, filed by Harry Tancredi, creating thirty lots located at the south-
west corner of Fruit and Mabury Streets, was approved, subject to conditions.
On motion of Councilman Heinly, seconded by Hubbard and carried, Map of Tract No.
~O25, filed by Highland Hc~aes, a Partnership, for the dedication as public highways
of Wisteria Place, Brook Street, Cubbon Street, Mohawk Drive, Arapahoe Drive,
Shawnee Drive, Piute Drive, Huron Drive, Highland Street, Aztec Circle, McFadden
Avenue, Fairview Street and Nakoma Drive, and easements for sanitary sewers, water
and drainage as designated on the map, and dedication of all vehicular access
rights to McFadden Avenue and Fairview Street, except at street intersections, and
bond in the amount of $325,000.00 approved, subject to the approval of the Attorney
as to form; license fee in the sum of $10,650.00 accepted, and agreement covering
improvements ordered signed.
On motion of CounciLman Heinly, seconded by Hubbard and carried, Map of Tract No.
4002, filed by Dianne L. Corporation - Practical Builders, Inc., for the dedication
of Myrtle Street, C-m~le Place, Western Avenue and Willits Street, as public high-
ways; also all vehicular access rights to Willits Street, except at street interseC-
tions was approved, subject to the Subdivider submitting necessary agreement and
bond in the amount required, subject to the approval of the Attorney as to form;
license fee in the sum of $1,150.00 accepted, and agreement covering improvements
ordered signed.
On motion of Councilman Heinly, seconded by Hubbard and carried, Map of Tract No.
3841, filed by Hodges Building Corporation, for the dedication of Normandy Place
and Grand Avenue for public use for highway purposes; also all vehicular access
rights to Grand Avenue, except at street intersections as shown on the map~ and
offer for dedication the drainage and sewer easement as shown on the map, and
Cashier's Check No. 1002393~ dated May 25, 1961, in the sum of $15,000.00, submit-~
ted in lieu of bond were approved; license fee not required as industrial propert~
and subject to the execution by the Subdivider of agreement guaranteeing faithful
performance and agreement for drainage assessment fees for Tract Nos. 3416, 3791
and 3841.
Map of Tract No. 4163, filed by Norwood Homes Corporation, was presented for the
dedication of Occidental Street, Spruce Street, Pacific Avenue, Poplar Street and

On motion of Councilman Hubbard~ seconded by Schlueter and carried, the oral requests
of Mayor A. Allen Hall and Councilman Dale H. Heinly were granted~ to leave the
State to attend the ~merican Municipal Association Conference in Seattle~ Washington,
~ugust 26 through August 30, 1961, with expenses paid; and that Mayor A. ^llen Hall!
was authorized to be absent frcm the State from August 22 to September 20, 1961, at
no expense to the City.
On recommendation of the Manager~ and on motion of Councilman Hubbard, seconded by
Schlueter and carried, authorization was granted to change the date of payment of
salaries and wages to City employees frc~ once each month to semi-monthly, on the
5th and 20th of each month.
