A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF SANTA ANA APPROVING CON-
DITIONAL USE PERMIT NO. 90-7 TO ALLOW
A BOARD AND CARE FACILITY AT 3730
SOUTH GREENVILLE STREET IN THE C1 DIS-
TRICT.
WHEREAS, Conditional Use Permit Application No. 90-7,
to allow a board and care facility at 3730 South Greenville
Street in the C1 district, was approved by the Planning Com-
mission on May 29, 1990 subject to certain conditions, including
a condition that 24 off-street parking spaces be provided; and
WHEREAS, the applicant, by Appeal No. 90-4, requested
a reduction in the number of required parking spaces from 24 to
23; and
WHEREAS, this Council held a duly noticed public
hearing on June 18, 1990 on Conditional Use Permit No. 90-7
pursuant to such appeal;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF SANTA ANA AS FOLLOWS:
1. Based on the evidence submitted at the abovesaid
hearing, this Council finds and determines as follows:

The proposed board and care facility will provide a
service which will contribute to the general well-
being of the neighborhood and community. The proposed
facility offers an option to a growing senior citizen
population and will provide a needed service to the
City of Santa Ana.

The proposed board and care facility will not be
detrimental to the health, safety or general welfare
of residents in the vicinity. The proposed use will
be maintained to impose minimal impacts to residents
in the vicinity.
Ce
The proposed board and care facility will enhance the
economic stability of the area by creating a use which
is beneficial to the neighborhood and the community.

The proposed facility will comply with all uniform
building code requirements and conditions as well as
Chapter 41 of the Santa Ana Municipal Code.

The proposed use will not adversely affect the General
Plan or zoning of the City of Santa Ana. The zoning
designation for the property is C-l, which permits a
care facility in the C-1 zoning district with an
approved Conditional Use Permit.
2. Conditional Use Permit No. 90-7 is hereby approved
subject to the limitations, requirements and conditions set
forth in Exhibit A, attached hereto and incorporated herein.
3. Appeal No. 90-4 is granted, the number of required
parking spaces being reduced from 24 to 23.
4. Planning staff is directed to review the subject
board and care facility annually to determine whether parking
problems are occurring, and to report on such review to the
Planning Commission.

EXHIBIT A
CONDITIONS OF APPROVAL
CONDITIONAL USE PERMIT NO. 90-7
A. .Building Division
1. This project shall include a prewired cable television system.
The project owner/developer shall designate a contact person who
has the authority to act on behalf of the owner to coordinate and
provide consistency for all of the plans required for the project
including landscaping, ~rading, pedestrian protection,
arcb/tecture, structural, electrical, mechanical and plumbing.
Note on the drawings contact person's --me, position, business
address and telephone number.
Planning Division
1. The applicant shall provide twenty-three parking spaces for the
proposed use.
2. The applicant shall comply with all mitigation measures
identified in Environmental Review No. 89-165.
The Conditional Use Permit shall be for a board and care facility
for senior citizens only.
C. Police Department
1. The use shall be restricted to a care home facility for sen/or
citizens.
D. ~Fblic Works Agency
1. Dedicate Greenville Street for a width of 40' from street
centerline to property line for future street wideniu~ purposes.
Dedicate 10' x 10' triangular property line corner cutoff at the
intersection of the alley and Greenville Street.
Dedicate 10' x 10' triangular property line corner cutoff at the
intersection of the east-west alley and north-south alley.
(North-west corner of subject property).
Complete the following on Green~-llle Street:
a) Remove existing drive approach and construct a new drive
approach per approved improvement plans.
b) Install 'No Stopping Anytime' zone.

c)
Furnish ornamental street lighting with underground service
as directed by the City Engineer.
d)
Construct 4 street tree wells and plant 4 m/nimum 24 inch
box trees per City Standard #1124 at location in accordance
with approved improvement plans.
e)
Remove 10' of existing block wall from 10' x 10' corner
cutoff at the intersection of Alley and Greenville Street
and improve per approved improvement plans.
f)
Remove 10' x 10' of existing block wall from lO'x 10'
corner cutoff at Northwest corner of subject property and
improve per approved improvement plans.
Complete the following on Sunflower Avenue:
a)
Remove existing drive approach and construct a new curb and
gutter per City Standard #1101 and per approved improvement
plans.
b) Install "No Stopping Anytime" zone.
c)
Furnish ornamental street lighting with underground service
a directed by the City Engineer.
d)
Construct 5 street tree wells and plant 5 mfn~m 24 inch
box trees per City Standard #1124 at location in accordance
with approved Improvement Plans.
