RESOLUTION NO. 90-087 6/12/90

A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF SANTA ANA MAKING CERTAIN
FINDING WITH REGARD TO AMENDMENTS TO
THE 1988 EDITIONS OF THE UNIFORM BUILD-
ING CODE AND THE UNIFORM PLUMBING CODE.
WHEREAS, the City Council proposes to approve ordinances
adopting the 1988 editions of the Uniform Building Code and the
Uniform Housing Code and other uniform codes published by the
International Conference of Building Officials; and
WHEREAS, the City Council considers it necessary,
because of local climactic, geological or topographical
conditions, to amend certain building standards in the Uniform
Building Code and the Uniform Plumbing Code, 1988 editions, as
hereafter set forth; and
WHEREAS, pursuant to sections 17958.5, 17958.7 and
18941.5 of the Health and Safety Code of the State of California,
the City Council is required to make findings that such amendments
are necessary due to local climactic, geological, or topographical
conditions, and to file such findings, together with the amend-
ments, with the Department of Housing and Community Development
of the State of California;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF SANTA ANA AS FOLLOWS:
1. Section 8-61 of the Santa Ana Municipal Code amends,
and will continue to amend, section 104 of the Uniform Building
Code as follows:
"Sec. 8-61. Fire protection requirements (Section 104(b)).
Subsection (b) of Section 104 of the Building Code is
amended by adding thereto the following:
EXCEPTION: If additions, alterations or repairs
made to any building constructed prior to January 1,
1946, other than an R-occupancy building, exceed
twenty thousand dollars ($20,000.00) in cost any one-
year period, then either (A) the entire building must
be completely sprinklered in accordance with fire
department standards, or (B) the building must comply
with all the following requirements:
The ceiling of a roof system shall be of
one-hour constructon, and all ceiling or
wall penetrations shall have approved fire
dampers.

Ail stairways shall be completely enclosed
with one-hour construction to exits; and
enclosed stairways or required exits shall
lead directly to the outside of the building.
Fire stops are required in floors in
accordance with Section 2517(f)2. In attic
areas, one-hour walls shall be required for
every one thousand (1,000) square feet of
area.
Smoke detectors with an alarm system,
receiving their primary power from the
building wiring, shall be required through-
out the building in accordance with NFPA
standards.
Either (a) corridors, regardless of occupant
load, shall be one-hour construction; or
(b) a "life safety" sprinkler system, as
approved by the fire department, shall be
installed in all corridors."
The City Council hereby finds and determines that there
are numerous pre-1946 buildings in downtown Santa Ana,
that such buildings are particularly vulnerable to
earthquakes and to earthquake-caused fires, that earthquakes
are a common occurrence in the local area, and that the
above amendment is necessary to address the enhanced risk
of fire in such buildings.
2. Proposed sections 8-169 and 8-170 of the Santa Ana
Municipal Code will amend the Uniform Building Code as follows:
"sec. 8-169. Re-roofing (Section 3210).
Section 3210 is added to the Building Code, to read
as follows:
Sec. 3210. Ail re-roofing shall conform to the
applicable provisions of Chapter 32 and Appendix Chapter
32 of this code. Roofing materials and methods of applica-
tion shall comply with the Uniform Building Code Standards
or shall follow the manufacturer's installation requirements
if approved by the building offical.

Exception 1: Re-roofing of Group R, Division 3
and Group M occupancies may be done with wood shingles
and shakes conforming to Table 32-B-2 and Table 32-C
if the original or existing roof covering consisted of
wood shingles or shakes.
Exception 2: Notwithstanding the provisions of
Section 104(b), once during any twelve-month period,
any existing roof covering may be replaced with the
same kind of covering if the replacement area does
not exceed fifty (50) per cent of the gross roof
area."
"Sec. 8-170. Minimum roof classes (Table No. 32-A).
Table No. 32-A of the Building Code is amended in the
following respects.
(1) Wherever the symbol NR (Nonrated roof coverings)
appears, it is replaced by the symbol C (Class C roofing).
(2) Footnote 2 is deleted."
The City Council hereby finds and determines that the "Santa
Ana winds" conditions which occurs frequently in the local area
presents a special hazard of spread of fire from one rooftop
to another, and the above amendments are necessary to address
this risk.
3. Sections 8-400, 8-401, and 8-402 of the Santa Ana
Municipal Code amend, and will continue to amend, the Uniform
Plumbing Code as follows:
"Sec. 8-400. Water piping in buildings (Section 1008(c)(1)).
Subsection 1008(c)(1) of the Uniform Plumbing Code is
amended to read as follows:
(1)
Non-metallic and ferrous piping shall be
prohibited; except that ferrous piping four
(4) inches and larger may be used when
protected against corrosion and installed
in channels, tubes, or in a similar protective
manner when approved by the administrative
authority."

"Sec. 8-401. Building supply pipe (Section 1009(h)).

second paragraph and adding a

(h) Size of meter and building supply pipe using
Table 10-2. Knowing the available pressure at the
water meter or other source of supply and after
subtracting one-half (1/2) pound per square inch
pressure for each foot of difference in elevation
between such source of supply and the highest water
supply outlet in the building or on the premises, use
the "Pressure Range" group within which this pressure
will fall. Select the "length" column which is equal
to or longer than the required length. Follow down
the column to a fixture unit value equal to or greater
than the total number of fixture units required by the
installation. Having located the proper fixture unit
value for the required length, sizes of meter and
building supply pipe will be found in the two (2)
left-hand columns.
Each single family residential structure shall
be served with a main water supply pipe of not less
than one (1) inch I.D.
Two (2) hose bibbs served by
inch I.D. Pipe or larger shall be
serving the front yard and one (1)
yard."

Table 10-2 of the Uniform Plumbing Code is amended by
changing the double asterisk footnote to read as follows:
**Building Supply--3/4" minimum--l" minimum for
each single family residential structure.
The City Council hereby finds and determines that soils
are corrosive in the local area and that the above amendments
are necessary to prevent pipe corrosion. The City Council also
finds and determines that the larger pipe size required by the
above amendments is necessary to provide adequate irrigation
for residences due to the dry climate of the local area.

4. The Clerk of the Council is directed to file a
certified true copy of this resolution with the Department of
Housing and Community Development of the State of California.
