RESOLUTION NO. 90- 086
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA
AMENDING RESOLUTION NO. 82-110 TO ADDAND CHANGE SEVERAL
CLASS TITLES AND EFFECT OTHER CHANGES TO THE CITY'S BASIC
CLASSIFICATION AND COMPENSATION PLAN, AND AMENDING THE
FISCAL YEAR1990-91 BUDGET TO REALLOCATE CERTAIN EXISTING
POSITIONS TO THE APPROPRIATE CLASSES.
WHEREAS, Section 1004, Article X of the City Charter of the
City of Santa Ana requires the city Manager to prepare, install and
maintain a position classification and pay plan subject to civil
service rules and regulations and the approval of the City Council;
and
WHEREAS, on August 2, 1982, the city Council passed and
adopted Resolution No. 82-110 revising and re-establishing the
Basic Classification and Compensation Plan for Officers and
Employees of the City of Santa Ana; and
WHEREAS, on September 4 , 1990 the City Council passed and
adopted Ordinance No. NS-2063 which establishes the City's Budget
authorizing position title allocations for Fiscal Year 1990-91, and
which sets forth the requirement that all alterations of authorized
positions be reviewed and approved by the city Council; and
WHEREAS, several classification and compensation studies were
requested under the terms of the 1988-90 Memorandum of
Understanding (MOU) with the Police Benevolent Association (PBA)
and the 1989-91 MOU with Santa Ana City Employees'
Association/ServiceEmployees International Union (SACEA/SEIU), and
several additional classification and compensation studies were
requested by the Police Chief, the Executive Directors of
Recreation and Community Services, Personnel Services, and the
Library Director; and
WHEREAS, findings of these studies completed by the Personnel
Services Department reveal the need to effect certain changes to
the City's basic classification and compensation plan, and to
reallocate certain existing positions to more appropriate
classifications with internally equitable and externally
competitive pay levels; and
WHEREAS, it is now desired to amend Resolution No. 82-110 and
the Fiscal Year 1990-91 Budget in order to effect these changes.
NOW, THEREFORE BE IT RESOLVED BY THE CITY OF SANTA ANA:
1. That Section 3 of Resolution 82-110, as amended, is hereby
further amended by:

a. Designating as "Terminal" the class title of Park
Mower Operator by adding the parenthetical identifier "(T)"
following the title so that the class will be automatically deleted
from the basic classification and compensation plan upon being
vacated by its current incumbent.
b. Providing equity adjustments to the following
classifications on the effective dates as indicated:

2. That Section 3.1 ("Special Compensation Provisions"). of
Resolution No. 82-110, as amended, is hereby further amended by
changing the list of special pay differential designations by adding
the following assignment pay designation "(z)" to said list:
"(z) Personnel in the class of Park Maintenance Worker II,
who are regularly and continuously assigned to and actually
performing park mowing duties using heavy mower equipment, will be
paid at a rate set twenty (20) salary rate ranges (ten percent
(10%)) above their then current base monthly salary step."
3. That the Fiscal Year 1990-91 Budget be amended by
reallocating five authorized positions to the appropriate class
titles as indicated below:

4. That except as amended by this Resolution, all other
provisions of Resolution No. 82-110 and the Fiscal year 1990-91
Budget shall remain in full force and effect.
5. That this
after August 1, 1990.
