RESOLUTION NO. 90- 106
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA
TO AMEND RESOLUTION NOS. 82-110 AND 89-087 TO EFFECT
CERTAIN CHANGES TO THE CITY'S BASIC CLASSIFICATION AND
COMPENSATION PLAN, AND TO AMEND THE CURRENT ANNUAL BUDGET
TO DELETE, ADD, TRANSFER ANDREALLOCATE CERTAIN
POSITIONS.
WHEREAS, Section 1004, Article X of the City Charter of the
City of Santa Ana requires the City Manager to prepare, install
and maintain a position classification and pay plan subject to
civil service rules and regulations and the approval of the City
Council; and
WHEREAS, on August 2, 1982, the City Council passed and
adopted Resolution No. 82-110 revising and re-establishing the
Basic Classification and Compensation Plan for Officers and
Employees of the city of Santa Ana; and, on September 5, 1989,
passed and adopted Resolution No. 89-087, re-establishing the
Compensation Plan for classes of employment designated as
unrepresented executive and middle management; and
WHEREAS, on September 4, 1990 the City Council passed and
adopted Ordinance No. NS-2063 which establishes the City's Budget
authorizing position allocations for Fiscal Year 1990-91, and
which sets forth the requirement that alterations of authorized
positions be reviewed and approved by the city Council; and
WHEREAS, the Executive Director of Finance and Management
Services has identified certain organizational changes needed to
provide more responsive and efficient computer services; and
WHEREAS, the Fire Chief has identified the need to provide a
special assignment pay differential for one Paramedic position
continuously assigned the duties of Paramedic Coordinator; and
WHEREAS, the Newhope branch of the Santa Aha Public Library
has received an $8,400 grant through Vietnamese Voices to provide
homework tutoring assistance to Vietnamese youth; and
WHEREAS, a management audit of the Community Development
Agency's Employment Services Division revealed that the current
staffing level exceeds that which is needed to handle workload
demands, plus State audit findings that program administrative
expenditures for Fiscal Year 1989-90 exceeded grant limits imposed
by the State, with year-to-date and projected expenditures for
Fiscal Year 1990-91 also in excess of grant fund limits; and

WHEREAS, the findings of numerous classification and
compensation studies, conducted by the Personnel Services
Department at the request of various department heads throughout
the organization, reveal the need to delete and add certain
classes, reclassify several positions, provide equity adjustments
in several instances, and effect other changes to the City's basic
classification and compensation plans; and
WHEREAS, it is now desired to amend Resolution Nos. 82-110
and 89-087 and the Fiscal Year 1990-91 Budget in order to effect
these changes.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SANTA ANA:
1. That Section 3 of Resolution 82-110, as amended, is
hereby further amended by:
a. Designating as "Terminal" the classifications of
Personnel Services Coordinator (UC) and Senior Forensic Specialist
by adding the parenthetical identifier "(T)" following each title
so that these classes will be automatically deleted from the basic
classification and compensation plan upon being vacated by their
current incumbents.
b. Adding, in proper alphabetical sequence, the
following new classification titles at the monthly salary rate
ranges indicated:

d. Designating the existing classes of Budget Analyst
I (T) and Budget officer as Unaffiliated Confidential classes of
employment by assigning the parenthetical identifier "(UC)" next
to the class titles to signify said designation.
2. That Section 3B of Resolution No. 89-087 pertaining to
Middle Management classes of employment, as amended, is hereby
further amended by:
a. Deleting, effective January 1, 1991, the class
title of Special Employment and Training Programs Manager (MM),
Salary Rate Range No. M-20.
b. Adding the new class title of Personnel Operations
Manager (MM) at Salary Rate Range No. M-22, $4554 (minimum) to
$5415 (maximum hiring rate) per month.
3. That Section 3.1 ("Special Compensation Provisions") of
Resolution No. 82-110, as amended, is hereby further amended by
by adding, effective September 4, 1990, the following assignment
pay differential designation "(aa)" to the list of special pay
differentials:
"(aa) An incumbent in the civilian class of Paramedic
who, at the discretion of the appointing authority, is
regularly and continuously assigned to serve in a
supervisory capacity over a departmental unit of
Paramedics, will be paid an additional thirty salary
rate ranges (15 percent) above the current base monthly
salary step to which he or she would otherwise be
entitled."
4. That Section 3.5, (CLASS TITLES AND WAGE RATES FOR
SEASONAL AND OTHER UNAFFILIATED CATEGORIES OF PART-TIME
EMPLOYMENT) of Resolution 82-110, as amended, is hereby further
amended to add the following two new class titles at the hourly
wage rates indicated:

5. That the Annual Budget for Fiscal Year 1990-91 be
amended by:
a. Reclassifying one currently authorized position in
each of the budget activity accounts listed below by reallocating
them from their current class allocations to the proposed class

6. That except as amended by this Resolution, all the other
provisions of Resolution Nos. 82-110 and 89-087 and the Annual
Budget for Fiscal Year 1990-91 shall remain in full force and
effect.
7. That, except as otherwise specified, this Resolution
shall be operative from and after December 1, 1990.
