On motion of Councilman Hubbard, seconded by Schlueter and carried, Map of Tract Noii
k159, filed by Pereus, Inc., for the dedication of Fruit Street, Concord Street,
Parrie Street and Mabury Street for public use for highway purposes, and the ease-
ment for drainage as shown, was approved, subject to the submission of bond in
the sum of $34,000.00 and the approval by the Attorney as to form; license fee in
the sum of $1,550.00 accepted, and agreement covering improvements ordered signed.
Comm~uication was presented frcm the Planning Department recommending approval of
Preliminary Record of Survey Map No. 214, filed by Fred Mangold, creating four par-
cels located at the northeast corner of Wright and Seventeenth Streets, subject to
conditions. Ernest Boheim stated he was not protesting the applicant's plans, but
inquired about the future development and termination of Eighteenth Street, in the
interest of his parcel of property located there. The Planning Director satisfac-
tori~y answered his questions. On motion of CounciLman Hubbard, seconded by Schlue~
ter and carried, Preliminary Record of Survey Map No. 21~ was approved, subject to
conditions.
On motion of Councilman Hubbard, seconded by Brewer and carried, Revised Tentative
Tract Map No. 4262, filed by Tricon Development Company, creating 1~7 lots located
660 feet south of Sugar Avenue and on the west side of Verano Street, was approved,
subject to conditions.
On motion of Councilman Hubbard, seconded by Schlueter and carried, proper official~
were authorized to execute the following leases:
With Toastmasters International, dated August 21, 1961, wherein rooms 113 and
114 inthe Co~mmmity Center Building, 1104 West Eighth Street, have been vacated, at
a reduced rental of $35.00, effective July 31, 1961, and the total rental of $B58.50
to apply to certain other space,
With American National Red ~Cross, dated August 21, 1961, amending lease to in-
clude rocms ll~ and ll4 of the Community Center B~ilding, ll0~ W. Eighth Street,
thereby increasing the rental by $52.50 per month, or a total rental of $~45.00 per
month~ effective August l, 1961,
With Novel B. James, dated August 21~ 1961, for certain City property between
Alona Street and the Santa Aha River, south of Santiago Creek for golf course pur-
poses, said lease being for a term of twenty-five years; and
With the Santa Ana Chapter, Izaak Walton League of America~ Inc., dated August
21, 1961, for property at the westerly end of Santa Clara Avenue, west of Alona
Street, at the Santa Aha River, for Club purposes) for a term of twenty-five years.
On motion of Councilman Hubbard, seconded by Brewer and carried, proper officials
were authorized to execute the following agreements:
With the Junior Chamber of Commerce, dated August 15, 1961, wherein the City
will pay a sum not exceeding ~2,000.00 to cover a portion of the cost of advertisin$
preparing for, holding and conducting the 1961 Santa Annual Frolic,
With the City of Garden Grove, dated August 21, 1961, for the installation of
a traffic control signal syste~ and highway lighting to provide for the orderly
movement of traffic at the intersection of Westminster Boulevard with Newhope Stree~
within the City of Santa Ana, and
With Powell Neon Sign Co~pany, Bowen Cleaners & La~udry, division of Averill-
Morgan Company, Inc., and Seiko L. Munimitsu, to construct an electric sign in
front of 122B W. 17th Street, which extends over and upon the established setback
line.

the Department of Public Works was granted, the plans and specifications approved,
and the Purchasing Agent authorized to advertise for bids, for the construction of
a sanitary sewer in Tustin Avenue, between points approximately 610 feet north of
Fourth Street and 375 feet south of Seventeenth Street, Project S-SO; bids to be
opened September 5, 1961.
On motion of Councilman Hubbard, seconded by Schlueter and carried, the request of
the Department of Public Works was approved for payment to W. J. Gage, 13682 South
Tustin Avenue, in the sum of $2,205.83, for City's share of street improvements on
Tustin Avenue, north of Seventeenth Street, in exchange for the dedication of Tusti~
Avenue to the ultimate width, and construction of curb, gutter, sidewalk and pave-
ment, required in Record of Survey No. ~92.
On motion of Councilman Hubbard, seconded by
Schlueter and carried, the request of
the Department of Public Works was approved for payment to W. J. Gage, 13682 South
Tustin Avenue, in the sum of $1,767.50, for City's share of sewer construction in
Tustin Avenue, north of Seventeenth Street, in conjunction with construction in
Record of Survey No. 392, the size being in excess of branch-sewer requirements.
On motion of Councilman Hubbard, seconded by Schlueter and carried, the request of
the Department of Public Works was approved for payment to W. R. and R. K. Elliott,
930 Newhope Street, in the sum of $215.02~ for City's share of street improvements
on Sugar Avenue, west of Harbor Boulevard, in exchange for dedication of Sugar Av-
enue to the ultimate width, and construction of curb, gutter, sidewalk and pavement
in conjunction with the construction required by Variance No. 1436.
On motion of Councilman Hubbard, seconded by Schlueter and carried, the Purchasing
Agent was authorized to advertise for bids on the following:
Furnish and deliver one portable rotary 125 ciera, air cc~pressor as item one,
and/or three paving breakers with accessories as item two, Specification No. 623-19~
and estlmated asphaltic concrete requirements, truck spread as item one and paving
machine spread as item two, for fiscal year 1961-62, Specification No. 488-11; bids
to be opened September 18, 1961, and
Furnish and deliver 2400 feet B-inch Underwriters Labeled Fire Hose, Specifi-
cation No. 6B1-3; bids to be opened September 18, 1961.
On motion of Councilman Hubbard, seconded by Schlueter and carried, the written re-
commendation of the Manager, dated August 17, 1961, was approved for salary step
increases for One employee~ effective August 1, 1961, and for twelve employees, ef-
fective September l~ ~961.
On motion of Counci~man Hubbard, seconded by Schlueter and carried, .the oral reques$

On motion of Councilman Hubbard, seconded by Schlueter and carried, the request of
the Department of Public Works was granted, and the plans and specifications ap-
proved, for the East Garden Grove-Wintersburg Channel, from Newhope Street to Has-
ter Retarding Basin, Project C-5.
On motion of Councilman Hubbard, seconded by Schlueter and carried, the application
of Industrial Guard Service, Inc., 814 Ken Way, Anaheim, to perform Guard Service
for industrial plants, was referred to the City Manager for processing and repol~.
On motion of Councilman Hubbard, seconded by Brewer and carried, Douglas W. Horto~
was appointed to serve as a member of the Santa Ana Vehicle Parking District No. l,
to fill the unexpired term of John Day; term to expire June 30, 1963.
On motion of Councilman Hubbard, seconded by Schlueter and carried, the oral re-
quest of Councilman Dale H. Heinly was granted to be absent from the State on
August 23, instead of August 26, and to return September 5, instead of August 30,
Cumm~A~icatiO~ was presented from the City Attorney reference catering trucks park-
lng in frc~t of restaurants or other places upon the streets of the City, and on
motion of Councilman Hubbard, seconded by Schlueter and carried, the c~nication
was received, filed, and copies fur n ish ed to the Council for study relative to
an Ordinance covering catering trucks.
On motion of Councilman Hubbard, seconded by Brewer and carrze~, ~ ~quest of the
Department of Public Works for a Four-Way Stop at the intersection of Grand and
McFadden Avenues, was postponed to the next meeting.
On motion of Councilman Hubbard, seconded by Brewer and carried, the request of the
Department of Public Works for a Two-Way Stop at the intersection of Ross and Second
Streets, was referred t o t he Admini strat ive Staff for further study and re-
c cmmendat ion.
On reco~nendation of the Department of Public Works, and on motion~of Counci~ma,
Hubbard, seconded by Schtueter and carried, the request of John Evans was denied
for Limited Parking at 1216 W. Fifth Street.
On recceunendation of the Department of Public Works, and on motion of Councilman
Hubbard, seconded by Schlueter and carried, the request of D~strict Attorney Ken-
neth Williams was denied for reserved parking stalls on Eighth Street in front of
the Hall of Records, and the Clerk instructed to notify District Attorney Williams
to contact the County Transportation and Cummmnication Department for possible re-
served off-street parking stalls.
On recc~mendation of the Department of Public Works, and on motion of Councilman
Hubbard, seconded by Brewer and carried, the request of Ray L. Musick was denied
for angle parking in the Towner Street cul-de-sac (1600 block).
On recc~mendation of the Department of Public Works, and on motion of CounciLman
Hubbard, seconded by Schlueter and carried, the request c~ Ariel Realty was denied
for L~m~ted Parking on Seventeenth and English Streets.
The Manager reported reference the co,~n.ication frcm Catarino M. and Consuelo C.
Padilla, owners of property at 919 No. English Street, submitting Cashier's check
in the amount of $100.00 in part payment for City-owned strip of land approximately

The proposed channelization and No Parking Zones on Broadway, north and south of
Seventeenth Street, was again presented to the City Council, and the Manager orally
reported an investigation indicates the matter is progressing satisfactorily.
