HomeMy WebLinkAbout91-011REL:mb 1/9/91 RESOLUTION NO. 91,011 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA DECLARING IMPLEMENTATION OF PHASE I OF THE CITY'S WATER CONVERSATION PLAN IN ORDER TO CONSERVE THE AVAILABLE WATER SUPPLY. WHEREAS, the City of Santa Ana, a municipal corporation, is empowered to provide service within its boundaries; and WHEREAS, precipitation for the current water year has been substantially below normal particularly in the watersheds of the imported water suppliers serving Southern California, and the drought continues into the fifth year with imported supplies becoming severely threatened; and WHEREAS, the Department of water Resources has ceased the pumping of Northern California water over the Tehachapi Mountains; and WHEREAS, the Metropolitan Water District of Southern California has declared implementation of Phase II of their Incremental Interruption and Conservation Plan to be effective February 1, 1991 which calls for a 10% cutback in our imported supply; and WHEREAS, the Metropolitan Water District of Southern California staff will recommend implementation of Phase III of Incremental Interruption and Conservation Plan to be effective March 1, 1991 which calls for an additional 7% cutback in our imported supply; and WHEREAS, the City of Santa Ana is a water supplier in Metropolitan's service area and will face a 5% loss in our total water production; and WHEREAS, the City of Santa Ana has the power and authority to enforce water conservation measures within its boundaries; and WHEREAS, Article VI of Chapter 39 of the Santa Ana Municipal Code provide for a plan of water conservation which can be implemented in phases in times of water shortage; and WHEREAS, under Phase I of said program, no person shall: Wash sidewalks, walkways, driveways, parking areas or other paved surfaces, except as is required to dispose off dangerous liquids or substances dangerous to the public health and safety. RESOLUTION 91-011 PAGE TWO be Water lawn, landscape or other turf areas except between the hours of 4:00 p.m. and 10:00 a.m. Use water to clean, fill or maintain levels in decorative fountains, ponds, lakes or other similar aesthetic structures unless such water is part of a recycling system. Serve drinking water to any customer unless expressly requested. Nor shall any restaurant, hotel, cafe, cafeteria or other public place where food is sold, served or offered for sale, serve drinking water to any customer unless expressly requested; and WHEREAS, the current water shortage requires that the above measures be implemented; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA that "Water Conservation Phase I," as set forth in section 39-106 of Article VI of Chapter 39 of the Santa Ana Municipal Code is hereby declared to be in effect.
