RESOLUTION NO. 91- 014
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA ANA SUPPORTING EARLY ACQUISITION OF
COMMUTER RAIL ROLLING STOCK FOR THE LOS
ANGELES-SAN DIEGO RAIL CORRIDOR.
WHEREAS, the Los Angeles-San Diego Rail Corridor Agency
is a Joint Powers Agency created to promote increased passenger
rail service in the Los Angeles-San Diego Corridor, and
WHEREAS, the City of Santa Ana is a member of the Los
Angeles-San Diego Rail Corridor Agency through the Orange County
Transportation Commission, and
WHEREAS, the Los Angeles-San Diego Rail Corridor Agency
is an active participant and member in the 5-county Southern
California Commuter Rail Coordinating Council and in the proposed
Southern California Regional Rail Agency, and
WHEREAS, the member counties of the Los Angeles-San Diego
Rail Corridor Agency - Los Angeles, Orange, and San Diego - will be
accelerating the implementation of commuter rail services in the
corridor as part of an overall Southern California commuter rail
program of service, and
WHEREAS, acquisition of rolling stock is a crucial
component of plans to implement commuter rail service on an
accelerated schedule, and
WHEREAS, considerable progress has been made in
developing the technical studies and policy decisions which precede
rail implementation, including analysis and selection of rolling
stock by the Los Angeles County Transportation Commission (LACTC)
for the six-county Southern California area representing 55% of the
state population, and
WHEREAS, the Los Angeles-San Diego Rail Corridor Agency
has actively supported the objectives of the Clean Air and
Transportation Improvement Act (Proposition 116 of 1990), including
the development of a California Car performance specification
calling for compatible rolling stock for commuter and intercity
rail passenger services, as well as rapid implementation of these
services consistent with the desires of the California electorate
as demonstrated by the passage of Propositions 108 and 116, and
WHEREAS, the Los Angeles-San Diego Rail Corridor Agency
is the designated recipient of Proposition 116 funds for the Los
Angeles-San Diego Corridor, and

WHEREAS, the three member counties of the Los Angeles-San
Diego Rail Corridor Agency anticipate the expenditure of
Proposition 116 funds for rolling stock.
THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SANTA ANA that city of Santa Ana joins with the Los Angeles-San
Diego Rail Corridor Agency in urging the California Transportation
Commission and Caltrans to support the efforts of the Southern
California counties to expedite implementation of regional commuter
rail service, including acquisition of rolling stock to meet
operational needs.
