HomeMy WebLinkAbout91-034REL: 2/26/91 RESOLUTION NO. 91~]34 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA APPROVING STANDARDS FOR SINGLE-ROOM OCCUPANCY RESIDENTIAL HOTELS WHEREAS, single-room occupancy residential hotels provide a type of housing which addresses the housing needs of low income persons; and WHEREAS, hotels are permitted in the commercial zoning districts of the City subject to the issuance of a conditional use permit; and WHEREAS, this Council desires to assure that single-room occupanoy hotels are developed in accordance with standards which will avoid blighted conditions and adverse impacts on the surrounding community; and WHEREAS, this Council believes it appropriate to set forth in advance the conditions and circumstances under which the development of single-room occupancy residential hotels may be approved through the conditional use permit process; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA that those certain standards for the development of single-room occupancy residential hotels set forth in Exhibit A, attached hereto and incorporated herein by reference, are hereby approved and adopted. Sanitary facilities may be shared within the hotel or be located within each guest unit. Residential hotels are permitted District land use designations. GENERAL PLAN in the District Center and General Business ZONING Residential hotels are permitted in commercial zoning districts. A conditional use permit will be required or a specific development zone will be created for each residential hotel, subject to the standards in this document. PARKING Parking for residential hotels is required as follows: Automobile - .2 spaces per guest unit (one space for each five guest units, minimum of four). Separate rent shall not be charged for parking spaces. These minimums must be provided unless a parking study has been approved utilizing Urban Land Institute or similar methodology and approved by the Executive Directors of the Planning and Building and Public Works Agencies. Bicycle - one space for each four guest units. Parking for other uses in the project shall comply with code requirements. SETBACKS As established by the zoning district and as required by the Uniform Building Code. Setbacks must conform to building code requirements for yards and courts. H~IGHT As established by the zoning district. OPEN SPACE Minimum of ten square feet per guest unit, exclusive of required setbacks, divided as follows: Exterior: Outside or inside (courtyards) the building and open to.the air (Roof-top space is not permitted) - Minimum of 40% of required, divided equally between: Active: gardening, patio, etc. Passive: landscaping, ground cover, etc. Interior: Covered and enclosed within the building - Minimum 30% of required, divided equally between: Active: recreation room, etc. Pa~s%¥e: 10uqg~,.~y!~!~ ~999L_9~c. RESOLUI'ION 91-03~ -288 All common areas shall be equipped with closed circuit television camera's. LAUNDRY FACILITIES One washer and one dryer for each 20 units or fraction thereof. GUEST UNIT SIZE Minimum of 150 square feet, maximum of 220 square feet for one person. A mixture of room sizes is encouraged to accommodate various living styles and to include a greater income range of residents. Uniform Building Code requires guest units for two persons to be over 220 square feet. A maximum of two individuals may share a room and project proposals for double occupancy rooms shall be reviewed and permitted on an individual basis. HANDICAP GUEST UNITS One for each 20 rooms. STORAGE LOCKERS One storage locker for each ten rooms or fraction thereof. maximum of ten cubic feet, and located in a secured area. Each locker shall be a ARCHITECTURAL ~TANDARDS AND URBAN DESIGN The facility shall maintain the scale, character, and design of the area and be compatible with the surrounding development. Complementary design assists in assimilation of the project into the neighborhood and community and contributing to its success. MIXED USES It is highly encouraged that the facility shall incorporate support services within the project when appropriate. This includes business and professional office uses, retail, restaurants, medical facilities, etc. ~ISCEI/~%NI~OUB REQUIREMENTS BUILDING CODES Developments shall conform to all requirements of the California building, mechanical, electrical, plumbing and housing codes as well. as the building security ordinance, Title 24 and applicable regulations of the Santa Aha Municipal code. Interpretation of codes shall be by the Chief Building Official of the City of Santa Aha. FIRE CODES Ail residential hotels shall be equipped with a fully automatic sprinkler system, designed and installed per N.F.P.A. Standard No. 13. PUBLIC WORKS AGENCY Standard public right-of-way improvements and fees will be required. PERMIT AND PROCESSING FEES All City, County, school district and other applicable fees shall be paid. RESOLUTION 91-034 389 MANAGEMENT a comprehensive management package defining operations, security, rental rates and other applicable regulations shall be in place and submitted with the site plan review application. As a condition of project approval the management plan shall be reviewed, at a minimum, annually by the City. HOTEL OCCUPANCY TAX Shall be paid on all stays less than 31 days. BUSINESS TAX LICENSE Shall be paid and reviewed annually. VERY LOW, LOW AND MODERATE INCOME GUEST UNITS Minimum of ten percent of daily rooms shall be reserved within this income range as defined by the Santa Ana Housing Division. Variations determined on an individual basis. ~RVICES WHICH SHOULD BE PROVIDED WITHIN lf000 FEET OF SITE BOUNDARY The following uses and services are encouraged to be within 1,000 feet: Public transportation; retail stores such as grocery, clothing, durable goods; medical services; restaurants; employment opportunities; adult educational facilities; social services; government offices; counseling and rehabilitations centers; entertainment. SERVICES WHICH SHOULD NOT BE PERMITTED WITHIN 1~000 FEET OF SITE Liquor stores selling alcoholic beverages for off-premise consumption, Adult book stores and billiard halls.
