A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA TO
AMEND RESOLUTION NOS. 82-110 AND 89-087 TO EFFECT CERTAIN
CHANGES TO THE CITY'S BASIC CLASSIFICATION AND COMPENSATION
PLAN, AND TO AMEND THE CURRENT ANNUAL BUDGET APPROPRIATELY TO
REALLOCATE CERTAIN POSITIONS.
WHEREAS, Section 1004, Article X of the City Charter of the
City of Santa Aha requires the City Manager to prepare, install
and maintain a position classification and pay plan subject to
civil service rules and regulations and the approval of the City
Council; and
WHEREAS, on August 2, 1982, the City Council passed and
adopted Resolution No. 82-110 revising and re-establishing the
Basic Classification and Compensation Plan for officers and
Employees of the City of Santa Aha; and, on September 5, 1989,
passed and adopted Resolution No. 89-087, re-establishing the
Compensation Plan for classes of employment designated as
unrepresented executive and middle management; and
WHEREAS, on September 4, 1990 the city Council passed and
adopted Ordinance No. NS-2063 which establishes the City's Budget
authorizing position allocations for Fiscal Year 1990-91, and
which sets forth the requirement that alterations in the
allocations of authorized positions be reviewed and approved by
the city Council; and
WHEREAS, certain title changes are necessary to comply with
the requirements of the State of California Board of Registration
for Professional Engineers and Land Surveyors; and
WHEREAS, the findings of numerous classification and
compensation and other studies, conducted by the Personnel
Services Department at the request of various department heads
throughout the organization, reveal the need to delete, add, and
change the title of certain classes, provide equity adjustments,
reallocate positions, and effect other changes to the City's basic
classification and compensation plans; and
WHEREAS, it is now desired to amend Resolution Nos. 82-110
and 89-087 and the Fiscal Year 1990-91 Budget in order to effect
these changes.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SANTA ANA:

1. That Section 3 of Resolution 82-110, as amended, is
hereby further amended by:

e. Designating as "Terminal" the classifications of
Assistant Engineer-Transportation, Associate Engineer-
Transportation, Loan Officer II and Water Meter Repair Supervisor
by adding the parenthetical identifier "(T)" following each title
so that these classes will be automatically deleted from the
basic classification and compensation plan upon being vacated by
their current incumbents.
f. Removing the parenthetical identifier "(Exempt)"
following the classification title of Management Aide (Exempt)(UC).
g. Providing equity salary adjustments to the

2. That Section 3.1 ("Special Compensation Provisions") of
Resolution No. 82-110, as amended, is hereby further amended by:
a. Adding the following assignment pay differential
designation "(bb)" to the list of special pay differentials:
"An incumbent in the classification Equipment Operator-Motor
Sweeper who, at the discretion of the appointing authority, is
regularly and continuously assigned to serve in a lead
supervisorial capacity over a shift of Equipment Operator-Motor
Sweeper operators will be paid an additional ten (10) salary
rate ranges (five percent) above the current base monthly
salary step to which he or she would otherwise be entitled."

b. Amending the special compensation designation "(m)" as
follows: ~
"Incumbents in the classes listed below who possess a valid
registration as a Registered Engineer by the State of
California will be paid at a rate set ten (10) salary rate
ranges (five percent) above his/her then current base monthly
salary step.

($6126-8656).
4. That Section 3B of Resolution 89-087, as amended, is hereby
further amended by providing equity salary adjustments to the
following classifications:

deleted to eliminate the special compensation provision for
registration as an engineer by the State of California for the

7. That except as amended by this Resolution, all other
provisions of Resolution Nos. 82-110 and 89-087 and the Annual
Budget for Fiscal Year 1990-91 shall remain in full force and
effect.
8. That, this Resolution shall be operative from and after
May 16, 1991.
