This being the date set for hearing to vacate a portion of Washington Avenue east o~
the new alignment of Jackson Street; communications were presented from the Plannin~
Commission recommending this portion of Washington Avenue not be abandoned, as it
would deprive the Willowick Golf Course of access, since the City recently accepted!i
right-of-way; from Lloyd A. Roorda listing requirements under Conditional Use Permi~
No. 51, and requesting that if the street be vacated, the land be returned to Barsc~,
the original owners; from The Pacific Telephone and Telegraph Company requesting an
easement be reserved to cover a pole and anchor in that portion of Washington Avenue
proposed to be vacated, in order to place additional facilities to provide telephon~
service to the trailer park north of Washington Avenue; and from George Thompson,

owner of Willowick Golf Course, advising this portion of Washington Avenue provide!

This being the date set for hearing on the adoption of an Ordinance establishing
drainage fees, on motion of Councilman Hubbard, seconded by Brewer and carried,
the matter was continued until the next meeting.
This being the date set for hearing to determine whether or not the provisions of
the Zoning Ordinance of 1960 concerning the maximum permissible heights of buildings
should be altered, as set forth in Special Study ~17 and proposed amendments;
communications were presented from Downtown ~anta Ama Association submitting Reso-ii
lution of the Board of Directors meeti~ November 13, 1961, concerning some of the.
steps it feels necessary to adequately plan for the City's future, and advising th~!
Association will take an active part in attempting to formulate a Master Plan for
the City, and the proposed Multi-story Structure Ordinance Special Study ~17 be
adopted on an interim basis only; from the Chamber of Commerce advising the Board of
Directors adopted a recomm~endation of its Civic Affairs Committee urging the Counci~
to refrain from adopting, at this time, the Ordinance as proposed in Special Study
~17, unless portions be enacted as an emergency Ordinance, until a complete and
comprehensive study of the attendant problems can be made; from Mrs. Amos Travis
protesting the acceptance of the rezoning as outlined in Special Study ~17; and~ from
Attorney C. Arthur Nisson, Jr., representing Mr. and Mrs. George N. Hale, property
owners at 20~0 North Broadway, objecting to the proposed Ordinance as recommended
in Special Study ~17. On motion of Councilman Hubbard, seconded by Schlueter and
carried, the communications were received and filed. Mrs. Ann Famularo, 2322 Sout~
Ramona Drive, commended the Planning Commission and the Planning Department for
their efforts in compiling Special Study ~17~$nd urged the fmmediate adoption of
the Ordinance. Mr. Charles Clemenson, 1512 East Washington Avenue, representing
property owners in the area bounded by 17th Street, Grand Avenue, Mabury Street and!
the Freeway, presented petitions signed by approximately 300 residents of the Cameo!~
Park area requesting the adoption of Special Study ~17; postpone any further zoning!
in said area until the Planning Department completes their special study of East
17th Street; not allow the south side of East 17th Street to become commercial or a~
high rise building area; retain the area along the south side of East 17th Street
R-1 or R-4 zoning, and adopt a Master Land-Use Plan, and setting forth reasons for
objecting to high rise buildings in said area. On motion of CounciLman Hubbard,
seconded by Brewer and carried, the petitions were received and filed. Robert
Newcc~u,President, Downtown Santa Aha Association, stated Special Study ~17 should

be adopted as an interim Ordinance and offered the cooperation and assistance of
the Association in the development of a Master Plan for the City. Joe Vidas,
President, 17th Street Improvement Association, presented a letter advising of the
need for an Ordinance dealing with multi-story construction to protect the value
of business and residential areas, but recommended its adoption only as a temporar
measure. On motion of Counc~lmeu Hubbard, seconded by Brewer and carried, the
communication was received and filed. Richard J. Loughlin, Executive Secretary,
presented a Resolution of the Santa Aha Board of Realtors, urging that Special
Study ~17 be adopted, for a period of three months only, pending further study, in
order to formulate recommendations to liberalize the restrictions imposed on
Height District ~1. On motion of Councilmen Hubbard, seconded by Heinly. and

No. 1557, to build a second single family dwelling on an R-1 lot, at 2202 South
Oak Street, in the R-1 District, wherein Applicant appeals the denial of the Zoni~.
Administrator. J.A. Anakin, 291 Santa Aha Street, Long Beach, representing the
applicant, stated the property is approximately 50' x 124' and the present dwellin4
is 20' x 20' and very inadequate. On the southeast corner there is an existing
single unit with a garage apartment in the rear which were approved by Variance
in 1957, and on Kilson Drive and Anahurst Place there are triplexes, which were
approved by Variance in November, 1959. The rental of the second dwelling would
provide needed additional income and the PlanningDepartment advised this area
would be zoned R-2 District in the near future. On motion of Councilman Heinly,

Appeal Application No. 46 ~of Harold L. Wilson was presented on Variance Application
No. 1543, to build 16 one-story apartment units in the R-1 District on property
immediately south of 902 South S~elton Street, wherein Applicant appeals the denial
of the Zoning Administrator. Harold L. Wilson stated the original Variance re-
quested a two-story 24 unit apartment building but it is now desired to erect 16
one-story apartment units on the property. Mrs. Claire Dorsey, 1414 North Broad-
way, presented photographs showing the surrounding area and stated one-story units
would be an asset to the community. On motion of Councilman Brewer, seconded by
Hubbard and carried, the photographs were received and filed. Mrs. E. J. Britt,
1029 West Cubbon Street, objected to the excessive number of apartments in an R-1
District. Clarence Minery, 1002 South Shelton Street, stated a petition was pre-
sented at the Planning Commission meeting containing approximately 62 signatures

Appeal Application No. 38 of Manuel G. Saucedo was again presented on Variance
Application No. 1536, to convert a family recreation building into a bachelor
apartment, on property at 1618 West Fourth Street, in the C-1 District, wherein
Applicant states: "Started recreation building in 1957 and in 1959 wanted to chang$
to a small apartment and learned on f~e! inspection that the zone had changed."
Mr. Saucedo requested reconsideration of the denial of the application and stated
he made improvements on this property during the time the zoning was C-2 District
and at that time could have erected two buildings on said property without any
objections from the neighbors. Further, since that time the zoning has changed
to commercial and have spent considerable money constructing this bachelor apart-
ment. Eddie Munoz, 1622 West Fourth Street, David Cruz, 1613 West Fourth Street,~
and Mrs. Arcadio Martinez, 1605 West Third Street, stated their reasons for obJectJ
ing to the rental of the apartment by a bachelor because of the young children in
the area and the close proximity of the school. The Council having unanimously

Appeal Application No. 45 of Mrs. Marion B. Adams, was presented on Conditional Us~
Permit No. 77, to establish a six patient infirmary for care of physically handi-
capped and mentally retarded children (1-5 years old) from State Hospital, at 821
Mountain View, in the R-1 District, wherein Applicant appeals the denial of the
Zoning Administrator. Mrs. Adams stated there is a strong need for home care of
the physically hand~capped and mentally retarded children; there would be no
advertising as this is strictly a private operation and the property will have a
6 foot fence. Also these children will be crib patients and will not come in
contact with the norm,1 neighborhood children. The Applicant further stated ther
are private homes caring for handicapped or retarded children located in Costa Mesa,
Buena Park and Anaheim and business has not been brought into the area. A petition
was presented signed by eighteen property owners in the immediate area favoring the
granting of this Appeal, and on motion of Counci~m~u Hubbard, seconded by Brewer
and carried, the petition was received and filed. Mrs. Edward Kobetich, 714 Nort~
Mauntain View, presented a protest petition signed by approximately nine persons,
setting forth six reason~ for the denial of the Appeal. On motion of Councilman i~

Mr. Marvel T. Fisher, 721 Mountain View, stated this Application is not for an act
of humanity but for the operation of a business, and if three similar requests were
denied in the recent p~st ~his Appeal could not Ju~tifiably be granted. Dell E.
Gillau, 813 Mountain View, favored the granting of the Appeal stating it is not
noticeable that handicapped children are being taken care of in Mrs. Ad~m~ home, and
it will not be a detriment to the area. Donald Reece, 1453 Chevy Chase, Anaheim,
stated he was fortunate in finding a home such as Mrs. AdAmS' as he had to place his
child in a home of this type for care and was confident that proper care would be
given and favored the granting of the Appeal. It was moved by Councilman Hubbard
and seconded by Schlueter, that the decision of the Zoning Administrator be approved
and Appeal Application No. 45 filed by Mrs. Marion B. Ad-mm denied.

ter and carried, the letterwas received and filect. Mr. Rose called attention to
Conditions as set forth in the Department of Public Works letter dated October 13,
1961 as follows: (a) owner shall dedicate 42' of said property for the purpose of
the extension of Willits Street; (b) the requirement that the owner shall dedicate
52' along the westerly boundary of subject property; (d) that the owner place curb,
gutter and sidewalk and pave to the centerline of Willits Street, the new curb and
gutter to be placed 32 feet southerly of the centerline of Willits Street; (e) that

were received and filed. ~r. Rourke further stated this duplex will be an asset
to the area and the conditions as imposed are sgreeable to the applicant. On moti

Communication was again presented from the Planning Commission recommending approva]
of the proposed abandonment of the north and south alley in Block "P" South Santa
Aha, as requested by Cal Enterprises, who stated the abandonment was requested in
order to allow them to m~We full use of the land between the east line of Main StreE
and the west line of Cypress Avenue, as the alley does not now exist on the ground,
has never been improved, and has never been used as an alley; said approval of the
proposed vacation of the alley is made provided the owner, prior to approval of the
vacation agrees to certain provisions. Larry Golden, Civil Engineer, llO West
First Street, representing Cai Enterprises, stated a Preliminary Map has been
furnished the Planning Department showing the reversal of the property to acreage
and on December 4, 1961, a Final t~ap should be filed. The Council having unanimous

It was moved by Councilman Heinly, seconded by Brewer and carried, that Variance

emergency hospital on the northeast corner of Edinger Avenue and Center Street, be

Communication was presented from the President, Assistance League of Santa Ana, re-.
questing approval and public support of the 13th annual "Christmas Home Tour" on
December 2nd and 3rd, 1961. It was moved by Councilman Hubbard, seconded by Heinl~
and carried, that the Council go on record as endorsing the "Christmas Home Tour"
and the Press be so notified.
On motion of CounciLman Heinly, seconded by Hubbard and carried, the Director of
Public Works was authorized to approve a change in street cross-section standard for
the cul-de-sac street proposed in the development of the Garden Apartment Developmemt,
per Variance Application No. 154k, filed by C.J.Bonner Company; said change involve~
generally a reversing of the park-way and sidewalk which shall result in the park-
way being at the outside of the sidewalk rather than between the sidewalk and curb.
On motion of Councilman Hubbard, seconded by Heinly and carried, the City Council
adjourned.
