HomeMy WebLinkAbout91-052REL:mb 6/6/91 RESOLUTION NO. 91-052 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA ENDORSING CERTAIN REGIONAL FUNDING PROGRAM CONSISTENCY AND ELIGIBILITY CRITERIA AS THE DEFINITION OF, AND PROCESS FOR DETERMINING, CONSISTENCY OF THE CITY'S TRAFFIC CIRCULATION PLAN WITH THE ORANGE COUNTY MASTER PLAN OF ARTERIAL HIGHWAYS. WHEREAS, the city of Santa Ana desires to maintain and improve the streets and roads within its jurisdiction; WHEREAS, the City supports regional coordination of transportation improvements; WHEREAS, the City desires to use funds collected from the Revised Orange County Traffic Improvement and Growth Management Ordinance for transportation maintenance and improvement projects; WHEREAS, the Revised Orange County Traffic Improvement and Growth Management Ordinance states that within six months after approval of the Retail Tax by the electors, the Orange County Local Transportation Authority (OCLTA), through a cooperative process involving the County and all of the cities within the County, shall adopt a definition of, and a process for, determining consistency of each jurisdiction'$ Traffic Circulation Plan with the Master Plan of Arterial Highways (MPAH); WHEREAS, representatives from the OCLTA, City Engineers Association, City Managers Association and the County of Orange have developed a definition of, and process for, determining consistency of each jurisdiction's Traffic Circulation Element with the MPAN (Exhibit A) which was endorsed by a unanimous vote of the Orange County Division of the League of California cities; NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Santa Ana hereby endorses the Regional Funding Program Consistency and Eligibility Criteria as included in Exhibit A as RESOLUTION 91-052 PAGE 2 the definition of, and process for determining, consistency of the City of Santa Ana's Traffic Circulation Plan with the MPAH. GUY, Clerk of the Council, do hereby certify the attached Resolution 9/-O~-~--. to be the original resolution adopted by the city Council of the City of Santa Aha on / ' Clerk of the Council, Date City of Santa Ana EXH]BZT A REGIONAL FUNDING PROGRAM CONSISTENCY AND ELIGIBILITY CRITERIA CONSISTENCY DEFINITION Consistency with the Master Plan of Arterial Highways (MPAR) is the primary criterion for determining ciTy and county commitment to maintaining the integrity of the regional transportation system. For a city circulation element to be consistent with the MPAH, for purposes of regional funding program eligibility, it shall have an equivalent planned traffic-carrying capacity for all MPAH links within the city's jurisd£c=ion. "Planned capacity" shall be measured by the number of through lanes on each arterial highway as shown on the local circulation element. Cities shall not he inconsistent as a result of existing capaciL-y limitations on arterials which are not yet constructed to the circulation element desi~nation. However, any ¢£=y which unilaterally reduces the number of through lanes of an M~AH arterial highway on its circulation element to less than shown on the MPAHwithout County approval shall he inconsistent with the MPA}{ on the date city council action is taken and is ineligible for regional funding until consistency is re-established. PROGRAM ELIGIBILITY Local Agency Responsibility Eligibility requirements shall be verified annually as follows: For Measure M "Streets and Roads Maintenance and Road Improvements" ($450 million "turnback") funds, cities shall adopt a General Plan Circulation Element which does not preclude implementation of the MPAH and shall take no action to preclude implementation of the MPA]{. For all compecltive regional funding programs such as the Arterial Highway Financing Program (ARFP), Orange County Unified Transportation Trust Fund (OCUTT), Combined Road Fund (CRP), and Measure M "Regional Street and Road Projects", "MPA}{ Improvements" and "Growth Management Area Improvements", cities shall adopt: a. a General Plan Circulation Element which is consistent with theMPAR, and b. a City Council resolution attesting that no unilateral reduction in lanes has been made on any MPA/{ arterials. Annual Review Process Each year , County shall determine if city circulation elements provide equal numbers of through lanes for ~ch highway shown on the MPAH. County shall also ensure that local agencies have not unilaterally reduced the number of lanes on any existing arterial highway (effective April 1, 1991). 1 EXHIBIT 1 Approval Process Upon completion, of .c he review, a Jo£nC commiutee of city and county representatives will make recommendations for eligibility to =he Orange County Transportation Authoriuy for Measure M, CRP, and OCUTTprograms and to the County Board of Supervisors for Arterial Mighway Financing Program. These rs~ommendations shall be reviewed and formally approved by 0CTA and the Board. RE-ESTABLISHING PROGRAM ELIGIBILITY Once e city has been determined to be ineligible for regional funds, it may seek to re-establish eligibility by requesting a cooperauive suudy be undertaken with County. The study will be designed to 1) ascertain the re&ional transportation system need, 2) make provisions to meet =hose needs in the city General Plan and 3)re-establish consistency with the MPA/4. Any changes =o =he city General Plan or the MPAH shell be mutually acceptable co the city and the county. Un=il such a study has been completed, the City shall be ineligible co receive applicable funds. MIfflr'UAL CHANGES TO CIRCULATION ELEM'EIS~F AND MPAH A city and the County may mutually revise =heir respective circulation elements through the cooperative process outlined above. Ci~ies shell continue to be eligible to receive funds while the cooperative study process is underway. 2
