A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA ANA AMENDING THE DISADVANTAGED BUSINESS
ENTERPRISE PROGRAM NOW INCORPORATED IN PROJECTS
FUNDED WHOLLY OR IN PART BY THE FEDERAL HIGHWAY
ADMINISTRATION
WHEREAS, the City of Santa Ana adopted a MinoTity
Business Enterprise (MBE) Program by Resolution No. 81-214; and
WHEREAS, the 1987 Surface Transportation and Uniform
Relocation Assistance Act combined both Minority-owned Business
Enterprises (MBE) and Women-owned Business Enterprises (WBE) into
a single category of Disadvantaged Business Enterprises (DBE).
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA ANA
RESOLVES that the City of Santa Ana's disadvantaged business
program is hereby modified to comply with the 1987 Surface
Transportation and Uniform Relocation Assistance Act which presumes
that women are socially and economically disadvantaged individuals
whose participation may be counted in attaining DBE goals. As
such, separate WBE goals will no longer be used and the terms MBE
and WBE in the current adopted program shall be understood to mean
DBE.
