RESOLUTION DECLARING RESULTS OF SPECIAL EI,ECTION AND ABANDONING

RESOLVED, by the City Council of the City of Santa Ana (the "City") that:
WHEREAS, in proceedings heretofore conducted by this City Council pursuant to
the City of Santa Aha Special Tax Financing Improvement Code, enacted by Ordinance
No. NS-2033 of the City adopted on November 20, 1989 (the "Act"), this City Council on
April 1, 1991 adopted a resolution entitled "A Resolution Calling Special Election", calling
for a special election of the qualified electors within the City of Santa Aha Community
Facilities District No. 1 (Fire Facilities and Services) of the City (the "District"); and
WHEREAS, pursuant to the terms of said resolution said special election was held
on May 31, 1991, and the City Clerk has on file a Certificate of the Clerk of the Council to
Result of the Canvass of the Special Tax Election Returns for the District (the
"Certificate"), a copy of which is attached hereto as Exhibit A; and
WHEREAS, this City Council has reviewed said Certificate and hereby approves it;
and
WHEREAS, this City Council has now determined to abandon the proceedings to
complete the formation of the District and issue bonds of the City for the District (the
"Bonds"), and now desires to authorize certain actions in connection therewith.
NOW, THEREFORE, IT IS HEREBY ORDERED as follows:
1. The issues presented at said special election were the incurring of a bonded
indebtedness in the maximum aggregate principal amount of $50,000,000, the levy of a
special tax within the District to be levied in accordance with the formula heretofore
approved by this City Council by its resolution adopted on April 1, 1991 entitled "A
Resolution of Formation of City of Santa Aha Community Facilities District No. I (Fire
Facilities and Services), Authorizing Levy of a Special Tax Within the District,
Preliminarily Establishing an Appropriations Limit for the District and Submitting Levy
of the Special Tax and the Establishment of the Appropriations Limit to the Qualified
Electors of the District", and the approval of an annual appropriations limit of not to
exceed $4,000,000 pursuant to said resolution.
2. Pursuant to the Certificate executed by the City Clerk, the issues presented at
said special election were not approved by the qualified electors of the District by more
than two-thirds of the votes cast at said special election. Pursuant to Section 20-36 of the
Act, this City Council shall take no further action with respect to the levy of special taxes
within the District for six months from May 31, 1991.

3. The proceedings to complete the formation of the District and issue the Bonds
are hereby abandoned.
4. The City Clerk of the City is hereby authorized and directed to cause to be
recorded in the office of the Recorder of the County of Orange a certified copy of this
Resolution, together with e certificste in the form attached hereto as Exhibit B.

boundaries of the community facilities district pursuant to said Resolution of Intention
having been filed in the office of the County Recorder of the County of Orange on March
