Present: Councilmen Absent: Councilmen Royal E. Hubbard, Henry H. Schlueter, Dale H. Heinly, A. A. Hall Bob Brewer The Pledge of Allegiance was given. Invocation was given by Reverend D. Ford, First Methodist Church. Each member of the City Council having received copies of the Minutes of December 18, 1961, reading of the Minutes was dispensed with and approved as mailed, on motion of Councilman Hubbard, seconded by Heinly ~ud carried. On motion of Councilman Hubbard, seconded by Heinly and carried, the communication from the Planning C~mnission was received and filed, recommending approval of annexation to the City of territory designated "Memory Lane and Westwood North Annex,' consisting of approximately five acres located on the north side of Memory Lane Baker and Towner Streets~ if extended. On motion of Councllw~u Hubbard, seconded by Brewer and carried, action was continued until the meeting of February 5, 1962, on the Agreement with the County increasing the impoUnding fees for dogs from $1.00 to $2.00 and the feeding fees for cats from 25 cents to 50 cents each; also, letter offering complete animal control service, an agreement. Federspiel, 405 West 10th Street, for a restricted parking area at 405 West loth Street. Mrs. Federspiel, owner of an apartment building at 405 West loth Street, stated this area is used by all-day parkers employed at the Citizens Bank building and the CoUnty of Orange buildings and a serious parking problem exists, and requested some relief as she is losing tenants due to lack of parking. The City Mana. ger explained it is the policy of the Curb Usage Committee to initiate limited or restricted parking only in business areas, and to establish limited parking in a general residential area would only move the problem to a different location. Mr. A. J. Cudlipp, a tenant of the apartment building, stated there is a definite fire hazar, due to the congested parking, and the tenants have to carry packages several blocks a~ a result of the lack of parking; the establishment of two loading zones or two 24- minute zones would be beneficial. The Council having unanimously waived the reading of the Resolution, on motion of Councilman Heinly, seconded by Hubbard and carried, the following Resolution entitled: "Resolution No. 62-5 concerning parking limitations and curb markings in accordance therewith" establishing three 2h-Minute Parking Zones on the north side of 10th Street between Ross Street and Riverine Avenue, reference request of Mrs. J. On recommendation of the Department of Public Works, and on motion of Councilman Hubbard, seconded by Brewer and carried, bond in the sum of $228,000.00, filed by ~indsor Park, for the improvements of McFaddeh' Avenue, Lingan Lane, Dahl Lane, Arapahoe Drive, Shawnee Drive, Mohawk Drive, Nakoma Drive, Huron Drive, Fairviow Street, Elder Avenue, Borchard Avenue and Ottawa Street, in Tract No. 3937, was ordered released and improvements accept. ed as completed. . On recommendation of the Department of Public Works, and on motion of Councilman Hubbard, seconded by Brower and carried, bond in the sum of $23,000.00, filed by Bev-Bert, Inc., Practical Builders, Inc., for the improvements on 20 lots located west of the inter- sections of King Street with 12th Street and ~ashington Avenue, in Tract No. 4040, was ordered released and improvements accepted as completed. On motion of Councilman Hubbard, seconded by Brower and carried, the oral request of the Manager was approved, for a Budget transfer from Fund 51-551-681, Public Works Major Streets, to Fund 51-536-666, Public Works Storm Drains, in the sum of $5,000.00. On motion of Councilman Hubbard, seconded by Brower and carried, the Purchasing Agent was authorized to advertise for proposals to furnish and deliver the following: 1. One Aerial Lift, truck; mounted, Specification No. 621-33. 2. Fifty 12" Gate Valves; Fifty 8" Gate Valves; Two Hundred 6" Gate Valves, Specification No. 664-8. 3. On recommendation of the Manager and on motion of Councilman Hubbard, seconded by Schlueter and carried, the request of Donald W. On motion of Councilman Hubbard, seconded by Heinly and carried, the matter of the recommendation fram the Manager regarding the possible sale of the present Vehicle Parking District lot and the acquisition of an equivalent parking lot was continue/ Approve payment Mark Andrews Assoc. No. of Virginia Ave. to Feb~ 19, On motion of Councilman Hubbard, seconded by }{einly and carried, the request of the Department of Public Work~ was approved for payment to Mark Andrews Associates Subdivider of Tract No. 3226, in the sum of $4200.00, for the improvement of Santiago Avenue adjacent to said ~ubdivision, the work to be in accordance with City of Santa Aha plans for Santiago AvenUe from 108 feet north of Grovemont Stree to 477 feet north of Virginia Avenue, Plan ~11-74, and in,accordance with standard specifications of the City, further, payment will be made to the Subdivider when Request Gene Peebles (Scout Parade) work is completed and accepted by the City. On motion of Councflmau Heinly, seconded by Brewer and carried, the request of Gene Peebles, Parade Chairman, was granted to conduct a Scout Parade, on Saturday, February lC, 1962, from 1:30 P.M. to 2:30 P.M., subject to the regulations of the Police Department. On motion of Counctlm~ Neinly, seconded by Hubbard and carried, the City Council adjourned to Monday, January 8, 1962, at 5:00 P.M., in the Council Chamber. APPROVED
