This being the date set for the continued hearing on the adoption of an Ordinance establishing drainage fees, on motion of Councilman Habbar% seconded by Brewer and carried, the hearing was continued unhLl the meeting of February 19, 1962. Appeal Application No. 53 of Harold E. and Irene Wilson was presented on Variance Application NO. 1583, to build a one story 12-unit apartment house in the R-1 Dis- trict, wherein the Appellant appeals the denial of the Zoning Administrator. Atto~ Walter Steiner, BO1 First Western Bank Building, representing the Appellant, state~ the property in question is 300 feet in depth and 100 feet in width, with frontage on Shelton Street and no other access, and almost completely unusable for a resi- dence dwelling. He further stated previous Variance Applications for a 24-unit and a 16-unit apartment building was denied, and the 12-unit, single story, garden type structure now proposed would be an ideal buffer between the residential zone and the manufacturing zone. Dwight W. Mize, stated a well is proposed along the rear property line bordering the R-1 District, and the reduction frcE the original plan to 12 units gives adequate parking and an extra large play area. William Jiminez, .y 1121 South Golden West Avenue, objected to the proposed building which would increase traffic and create a condition similiar to other apartment areas~ in the vicinity, where cars are parked on the streets. Attorney Edwin P. Mart~ 811 North Broadway, representing Hubert and Rena Melton~ requested clarification Condi~kms "g" and "h" and deletion of Conddtion "i" pertaining to drainage a~sess- ment fees. On motion of Councilman Heinly, seconded by Hubbard and carried, Prel~ inary Record of Survey Map No. 232, filed by Hubert and Rena Melton, was approved subject to all conditions, with the exception of Condition "i" as it applies to corner property. Communication was presented from the Planning Depsrtment recommending approval of Preliminary Record of Survey Map No. 235, filed by B. J. Haupert, et al, creating three lots located on the south side of Bolsa Avenu% approximately 500 feet east of Gunther Street, subject to conditions. B. J. Haupert, 3502 West BOlsa Avenue, stated most of the conditions have already been complied with, and requested deletion of Condition "d" pertaining to a drainage assessment fee as this was not imposed on the original Record of Survey. On motion of Councilman Hubbard, seconded by Brewer and carried, the agreement Diehl, Evans and Company, increasing their annual auditing fees from ~2,500.00 to a maximum annual fee not 'to exceed ~4,000.00, was referred to the Manager. Blower, to construct a non-electric sign at 1201 South Main Street at McFadden Avenue, which extends over and upon the established setback line. On motion of Councilman Hubbard, seconded bY Brewer and carried, the following Ordt nance entitled: "Ordinance of the City Council of the City of Santa Aha, California, calling, providing for and giving notice of a Special Municipal Election to be held in said City on Tuesday, March lB, 1962, for the purpose of submitting to the qualified voters of said City a proposition for the issuance of Water Revenue Bonds by said City" was introduced, considered and placed on file for second reading. Griffin, 1805½ North Spurgeon Street, sig~ ed by approximately 72 persons, for a crossing guard at the underpass near Hoover School, 20th and Spurgeon Streets~ fram 2:50 P.M. to 3:30 P.M. for the safety of the school children.
