HomeMy WebLinkAbout91-103· 0i5 RESOLUTION 91-]03 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA TO AMEND RESOLUTION NOS. 82-110 AND 91-066 TO EFFECT CERTAIN CHANGES TO THE CITY'S BASIC CLASSIFICATION AND COMPENSATION PLAN, AND TO AMEND THE CURRENT ANNUAL BUDGET TO BEGIN SELF- ADMINISTRATION OF THE WORKERS' COMPENSATION PROGRAM AND REALLOCATE CERTAIN POSITIONS. WHEREAS, Section 1004, Article X of the City Charter of the City of Santa Ana requires the City Manager to prepare, install and maintain a position classification and pay plan subject to civil service rules and regulations and the approval of the City Council; and WHEREAS, on August 2, 1982, the City Council passed and adopted Resolution No. 82-110 revising and re-establishing the Basic Classification and Compensation Plan for officers and Employees of the City of Santa Ana; and on July 1, 1991, passed and adopted Resolution No. 91-066, re-establishing the Compensation Plan for classes of employment designated as unrepresented executive and middle management; and WHEREAS, on July 15, 1991 the city Council passed and adopted Ordinance No. NS-2130 which establishes the City's Budget authorizing position allocations for Fiscal Year 1991-92, and which sets forth the requirement that alterations in the allocations of authorized positions be reviewed and approved by the City Council; and WHEREAS, the findings of numerous classification and compensation and other studies, conducted by the Personnel Services Department at the request of various department heads throughout the organization, reveal the need to delete, add, change the title of certain classes, provide equity adjustments, effect other changes to the City's basic classification and compensation plans, and reallocate certain positions; and WHEREAS, an audit by Heyenrath and Associates suggested that considerable improvement can be achieved in claims processing, and a separate study found that the most effective Workers' Compensation programs are self-administered; and WHEREAS, it is now desired to begin self-administration of the Workers' Compensation Program, and amend Resolution Nos. 82- 110 and 91-066 and the Fiscal Year 1991-92 Budget in order to effect these changes. NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA: RESOLUTION NO. 91-103 0 ][ 6 Page 2 1. That Section 3 of Resolution 82-110, as amended is hereby further amended by: a. Deleting the following classifications: Class Title Cable T.V. Designating as "Terminal" the following classifications: Building Maintenance Leader Librarian II Loss Control Coordinator Plan Examiner c. That Section 3.1 ("Special Compensation Provisions") of Resolution No. 82-110, as amended, is hereby further amended by: a. Adding the following assignment pay designations as shown to the list of special pay differentials: "(cc) An incumbent in the classification Data Entry Operator who, at the discretion of the appointing authority, is regularly and continuously assigned to serve in a limited lead capacity including assigning and monitoring data entry work, will be paid an additional five salary rate ranges (2.5 percent) above the current base monthly salary step to which he or she would otherwise be entitled." "(dd) Personnel in the class of Library Services Assistant who, at the discretion of the appointing authority, are regularly and continuously assigned to serve in a "lead supervisory" capacity over a functional unit of library clerical employees, will be paid an additional ten salary rate ranges (five percent) above the current base monthly salary step to which he or she would otherwise be entitled." RESOLU-[IO~ NO. 91-103 0 J- 8 Page 4 "(ee) An incumbent in the classification Parking Meter Technician who, at the discretion of the appointing authority, is regularly and continuously assigned to serve in a "lead supervisory" capacity, will be paid an additional ten salary rate ranges (five percent) above the current base monthly salary step to which he or she would otherwise be entitled." "(fl) The incumbent of the classification Senior Deputy Clerk of the Council designated by Resolution 91-073 as third in command in the Clerk of the Council's Office with full signature authority for the Clerk in the Clerk and Assistant Clerk's absence, will be paid an additional ten salary rate ranges (five percent) above the current base monthly salary step to which he or she would otherwise be entitled." 3. That Section 3.5 (CLASS TITLES AND WAGE RATES FOR SEASONAL AND OTHER UNAFFILIATED CATEGORIES OF PART-TIME EMPLOYMENT) of Resolution 82-110, as amended, is hereby further amended to add the following class title at the hourly wage rates shown: Class Title Step A Step ~ Step ~ Step ~ Step ~ Police Cadet $6.75 $7.10 $7.45 $7.80 $8.20 4. That a new Section 5.12 y-Ratin~ be added to Resolution 91-066 to read, "In special circumstances (such as involuntary demotion from a position regularly held or reclassification to a classification assigned to a lower salary rate range), the City Manager may approve compensating an employee in excess of the salary range of the classification to which assigned by "freezing" the employee's salary at the current rate. In such cases, incumbents will not receive step increases or current and future general "across-the-board" salary adjustments scheduled for other classes until the assigned classification salary level is equal to or greater than the "frozen" salary. That except as amended by this Resolution, all other provisions of Resolution Nos. 82-110 and 91-066 and the Annual Budget for Fiscal Year 1991-92 shall remain in full force and effect. 8. That this Resolution, unless otherwise indicated, shall be operative from and after December 1, 1991.
