A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA CALLING FOR THE FORMATION OF A PROJECT
AREA COMMITTEE FOR THE EDUCATIONAL AND COMMUNITY
FACILITIES REDEVELOPMENT PROJECT AND ESTABLISHING
PROCEDURES THEREFOR
WHEREAS, pursuant to the California Community Redevelopment Law (Health and
Safety Code, Section 33000 et seq.), the Planning Commission of the City of
Santa Ana has selected the boundaries and approved a Preliminary Plan for the
Educational and Community Facilities Redevelopment Project; and
WHEREAS, the California Community Redevelopment Law requires that the City
Council call upon the residents and existing community organizations in a
redevelopment project area to form a representative Project Area Committee
("PAt"), to be approved by the City Council within 90 days after the
redevelopment project area is selected.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA
AS FOLLOWS:
The City Council hereby calls upon the residents, existing community
organizations and businesses within the proposed Educational and
Community Facilities Redevelopment Project Area to form a PAC.
The PAt shall be comprised of a maximum of 30 members, and shall
include (as required by Section 33385 of the California Community
Redevelopment Law) residential owner occupants, residential tenants,
businesspersons, and members of existing community organizations within
the project area. Only persons who are in one or more of the
aforementioned categories are eligible to serve as PAt members and to
participate in the selection of the PAt members.
For purposes of the PAt election, the city shall be divided into five
geographic areas. City staff shall hold one public meeting in each of
the five areas for the purposes of providing information to the
aforementioned groups regarding the proposed redevelopment of the
project area, PAt formation procedures, and elections. The City staff
shall give written notice of the meetings by mailing, delivering,
and/or distributing meeting announcements to project area residents,
businesses, and community organizations, and shall cause notices of
such meetings to be published in the Orange County Register, Miniondas,
and Ngoi Vier, newspapers of general circulation. Such notice shall
publicize the opportunity to serve on the PAC.
The PAt members representing residents and businesses shall be elected
by individuals attending the meeting. Representation from each of the
five areas shall be as follows: residential owners--2, residential
tenants--l, businesspersons--1.
Representatives from the following organizations shall be appointed by
said organizations.

Garden Grove Unified School District
Tustin Unified School District
Orange Unified School District

Each organization is authorized to appoint one member--except for the
Santa Aha Unified School District, which is authorized to appoint up to
three members.
After PAC members are elected, the members shall select their own
chairperson, vice chairpersons, and other officers. The members shall
serve without compensation. The Executive Director of the Community
Development Agency is authorized to establish election procedures
consistent with this resolution.
The chairperson of the PAC shall attend the City Council meeting
immediately following the selection of the PAC, and shall present a
list of members and officers of the PAC, together with such other
information as is necessary to enable the City Council to conclude that
a representative PAC has been formed and is entitled to City Council
approval.
