HomeMy WebLinkAbout92-010RESOLUTION NO. 92-010 EEL: 1/15/9:) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA CALLING FOR THE FORMATION OF A PROJECT AREA COMMITTEE FOR THE PROPOSED MERGER AND AMENDMENT OF THE REDEVELOPMENT PLANS FOR THE SOUTH MAIN STREET AND INTERCITY COMMUTER STATION REDEVELOPMENT PROJECT AREAS WHEREAS, pursuant to the California Community Redevelopment Law (Health and Safety code, Section 33000 et seq.), the Santa Ana Redevelopment Commission has commenced activities to merge and amend the Redevelopment Plans for the South Main Street and Intercity Community Commuter Station Redevelopment Project Areas; and WHEREAS, the City Council desires the participation of residents, businesses, and community organizations in the merger and amendment process and seeks to call upon the residents, businesses, and existing community organizations in redevelopment project areas to form a representative Project Area Committee ("PAC"), to be approved by the city Council. NOW, THEREFORE, BE RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA as follows: 1. The City Council hereby calls upon the residents, existing community organizations and businesses within the South Main and Intercity Commuter Station Redevelopment Project Areas to form a PAC. 2. The PAC shall be comprised of a maximum of 10 members, and shall include (as required by Section 33385 of the California Community Redevelopment Law) residential owner occupants, residential tenants, businesspersons, and members of existing community organizations within the project areas. Only persons who are in one or more of the aforementioned categories are eligible to serve as PAC members and to participate in the selection of the PAC members. 3. City staff shall hold a minimum of one public meeting for the purpose of providing information to the aforementioned groups regarding the proposed merger and amendment of the project areas, PAC formation procedures and elections. The City staff shall give written notice of the meetings by mailing, delivering, and/or distributing meeting announcements to project area residents, businesses, and community organizations, and shall cause notices of such meetings to be published in the Orange County Register and Miniondas newspapers of general circulation. Such notice shall publicize the opportunity to serve on the PAC. RESOLUTION 92-010 Page Two 4. The PAC members representing residents and businesses shall be elected by individuals attending the election meeting. Representation shall be as follows: residential owners - 3, residential tenants - 1, businesspersons - 3. Representatives from the following organizations shall be appointed by said organizations: Santa Ana Chamber of Commerce Hispanic Chamber of Commerce Logan/Lacy Neighborhood Association After PAC members are elected, the members shall select their own chairperson, vice chairperson, and other officers. The members shall serve without compensation. The Executive Director of the Community Development Agency is authorized to establish election procedures consistent with this resolution. 5. The chairperson of the PAC shall attend the city Council meeting immediately following the selection of the PAC, and shall present a list of members and officers of the PAC, together with such other information as is necessary to enable the city Council to conclude that a representative PAC has been formed and is entitled to City Council approval.
