RESOLUTION NO. 92- 021
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA ANA VACATING CAMILLE STREET WEST OF
STANDARD AVENUE AND CEDAR STREET NORTH OF
BISHOP STREET
WHEREAS, this Council heretofore adopted on February 3,
1992, Resolution No. 92-008, wherein it declared its intention to
vacate, pursuant to and in accordance with the provisions of
Chapter 3 of Part 3 of Division 9 of the Streets and Highways Code
of the State of California, a portion of Camille Street west o~
Standard Avenue and Cedar Street north of Bishop Street.
WHEREAS, said Resolution gave notice that on March 2,
1992, at 6:00 p.m., or as soon thereafter as the matter could be
heard, in the Council Chambers of the City of Santa Ana, 20 Civic
Center Plaza, Santa Ana, California, this Council would hear any
and all persons interested in or objecting to said proposed
vacation of the said streets; and
WHEREAS, this Council finds that said Resolution has been
published in the manner prescribed by law for the publishing of
ordinances of the City; and
WHEREAS, this Council further finds that notices of said
proposed street vacations stating the purposes of said Resolution
and the time and place set for hearing were posted as directed by
the Council and required by law; and
WHEREAS, this Council at the time and place set for
hearing heard any and all persons interested in or objecting to
said proposed vacation of said streets and received and considered
all evidence submitted;
WHEREAS, this Council finds from all the evidence
submitted that the said streets are unnecessary for present or
prospective public use, based upon the following findings of fact:
1. Said streets are not necessary to provide access to
abutting property owners.
2. Said streets are not necessary or convenient for
servicing the flow of traffic.
WHEREAS, pursuant to the provisions of § 2381 of the
Streets and Highway Code of the State of California, the City
council does hereby find and determine that neither said streets
nor any part thereof is useful as nonmotorized transportation
facilities, as defined in § 156 of said Code;

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SANTA ANA AS FOLLOWS:
1. This Council does hereby order that Camille Street west
of Standard Avenue and Cedar Street north of Bishop Street, more
specifically described in "Exhibit A" attached hereto and made a
part hereof by this reference, be, and the same are, hereby
vacated.
2. The Clerk of the Council is hereby directed to cause a
certified copy hereof, attested by her under seal, to be recorded
in the office of the Recorder of Orange County at such time as the
Executive Director of the Public Works Agency provides the Clerk of
the Council with written notification that the Santa Ana Unified
School District has completed street dedications and improvements
in accordance with Exhibit B, attached hereto and incorporated
herein.
3. The abovesaid streets shall not be deemed vacated until
this resolution is recorded. 'C~osure of the abovesaid streets and
alleys to vehicular traffic, as appropriate to allow for the
construction of the abovesaid public improvements prior to
recordation of this resolution, is hereby approved pursuant to
section 21101 of the California Vehicle Code.

That portion of public street called Cedar Street, as shown on that certain
map of Tract No. 9580 recorded in Book 161, page 18 of Miscellaneous Maps of
Orange County, California, said Cedar Street bounded Southerly by the
prolongation of the North line of Bishop Street;
Together with that portion of public street called Camile Street as shown on
said map of Tract No. 4580, said Camile Street bounded Easterly by the
prolongation of the curved West line of Standard Avenue.

Conditions for Approval
Should Abandonment No. 89-A7 be approved, the project shall comply with all
applicable sections of the Santa Aha Municipal Code, the California Administrative
Code, the Uniform Fire Code, the uniform Building code and other applicable
regulations. In addition, it shall meet the following:
A. Public Works Aqenc¥
The Public Works Agency has reviewed this proposed Site Plan and
recommends that the proposed street abandonments be approved, but that
the abandonment documents not be recorded until the School District has
made the following street dedications and public improvements:
a)
The Santa Ana Unified school District to dedicate vehicle turn-
outs on Bishop Street to eight feet back of curb as per approved
impr6vement plans.
The following public improvements are required:
a) The following apply to all fronting public streets:
1)
Furnish ornamental street lighting with underground service
as directed by the City Engineer.
2)
Close all unused driveways with curb, gutter, and sidewalk,
as per approved improvement plans.
3) Remove and replace all uplifted/cracked sidewalk.
4)
Reconstruct all water and sewer facilities as required by
the abandonments, including fire hydrant relocations
5)
Construct tree wells and plant street trees as per approved
improvement plans.
6)
Install street signs and pavement striping, including but
not limited to: street name signs, school zone signs,
speed limit signs, no stopping anytime signs, warning
signs, bus turn-out signs, pedestrian loading zone signs,
street striping and crosswalks, in accordance with signage
and striping plans approved by Traffic Operations.

Conditions for Approval
Should A~andoo/nent NO. 90-A8 be approved, the project shall comply with all
applicable sections of the Santa Aha Municipal Code, the California Administrative
Code, the Uniform Fire Code, the Uniform Building Code~and other applicable
regulations. In addition, it shall meet the following:
A. Public Works Aqency
The Public Works Agency recommends approval of the street Abandonment,
as it is conditioned; however, we recom~end that the final abandor~nent
not be recorded until the school Distric~ completes all recp/ired
improvements.
2. The Santa Aha Unified School District is to complete the following:
a)
Dedicate a 15 feet radius property line spandrel at the northwest
corner of Flower and Highland Streets.
b)
Dedicate the required street right-of-way for the new Richland
Street cul-de-sac.
c)
Dedicate Richland Street underground public utility and surface
easements to be reuained by the Ciry of Santa Aha.
Construct a new Richland Street cul-de-sac with curb radii of 40 feet and 100
feet including curb, gutter, sidewalk, pavement and driveway.
!. The following improvements shall be made to the public streets affected
by the proposed abandonment:
a) Close unused driveways with curb and sidewalk.
b) Remove and replace damaged curb and sidewalk.
c) Furnish ornamental street lighting with underground service as directed
by the City Engineer.
d) Construct street tree wells and plant minimum 24-inch box trees per
City Standard $1112, at locations in accordance with approved
improvement plans,
e) Remove and replace damaged pavement.
f) Relocate power poles,
power pole guy downs, fire hydrants and utility

Legal Description
That certain portion of public street called Richland Street, 60,00 feet
wide, established by deed recorded in Book 445, page 252 of Records of Orange
County, said portion described as follows:
Beginning at the intersection of the North line of Richland Street with the
West line of Flower Street, 60.00 feet wide; thence Southerly 60,00 feet
along the prolongation of the West line of Flower Street to the intersection
with the South line of Richland Street; thence Westerly 507.15 feet along
said South line; thence Northerly 5.00 feet perpendicular to said South line
to a point in a nontangent curve concave Westerly having a radius of 45.00
feet, a radial line to last said point being perpendicular to said South line
of Richland Street: thence along said curve Northeasterly and Northerly 80.77
feet through a central angle of 102°50'23" to a point of intersection with
the North line of Richland Street; thence Easterly 463.27 feet more or less
along said North line to the Point of Beginning.
