RESOLbTION NO. 92- 023
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA APPROVING A REPRESEN-
TATIVE PROJECT AREA COMMITTEE IN THE
EDUCATIONAL AND COMMUNITY FACILITIES
REDEVELOPMENT PROJECT
WHEREAS, on December 9, 1991, by Resolution No. 91-4, the
Planning Commission of the City of Santa Ana selected the Project
Area and established the boundaries for the Educational and
Community Facilities Redevelopment Project and approved and adopted
a Preliminary Plan formulated for the redevelopment of the Project
Area; and
WHEREAS, the City Council adopted Resolution No. 92-005 on
January 21, 1992, in which the Council called for the formation of
a Project Area Committee for the Educational and Community
Facilities Redevelopment Project; and
WHEREAS, at various times, dates and places in the City of
Santa Ana, duly noticed public meetings were conducted for the
purposes of providing information to the public about the proposed
Educational and Community Facilities Redevelopment Project and the
procedures for forming a Project Area Committee, and to conduct
elections for Project Area Committee membership; and
WHEREAS, at said meetings the members of the Project Area
Committee representing residential owner occupants, residential
tenants and business owners were duly elected by certified
residential owner occupants, residential tenants, and business
owners of the Project Area, and the persons thus elected are set
forth in Exhibit A, attached hereto and incorporated herein; and
WHEREAS, in accordance with city Council Resolution No. 92-
005, the said Project Area Committee shall also include
representatives of eight specified community organizations, to wit:
The Santa Ana Chamber of Commerce,
The Vietnamese Community of Orange County,
The Hispanic Chamber of Commerce,
The Santa Ana Unified School District,
The Garden Grove Unified School District,
The Tustin Unified School District,
The Orange Unified School District, and
The Rancho Santiago Community College District,
which organizations shall be entitled to select one representative
to the Project Area Committee, except that the Santa Ana Unified
School District shall be entitled to select three representatives;

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SANTA ANA AS FOLLOWS:
1. The Educational and Community Facilities Redevelopment
Project Area Committee consisting of those 18 residential owner
occupants, residential tenants, and business owners listed on
Exhibit A, and of the 10 representatives selected by the abovesaid
community organizations, is hereby approved as a representative
Project Area Committee for the Educational and Community Facilities
Redevelopment Project.
2. In the event of any vacancy in the membership of the
Project Area Committee representing the residential owner
occupants, the residential tenants, and business owners the Project
Area Committee may select a qualified person of the same category
to fill the vacancy.
3. Unless otherwise established by the by-laws or rules of
the Project Area Committee, twelve members present at a meeting of
the said Committee shall constitute a quorum to conduct the
business of the said Committee.
4. The Executive Director of the Community Development
Agency is authorized to provide all appropriate assistance to the
Project Area Committee in the discharge of its rights and
responsibilities under the Community Redevelopment Law.
