Hazell, et al Police Investigation rejected. A petition si~ned by 30 residents, was presented and read by Leo S. Hazell, repre- s~tin~ a ~roup of residents fr~m the southwest section of the City, recommendinE that Council request the County District Attorney, or the State Attorney General, to conduct a full investigation regarding the manner in which the Police Department handled the child molest case as reported by William 0'Dea, 1439 South Townsend Street; that Council request the Police Department to make routine patrols and de- tailed inspections of unoccupied homes, apartments, or other vacant buildings, to o82 insure against the same being used by gau~s or individuals as personal dens of crime; and that Council order increased Police protection in the southwest school areas when children are going or returning from school. On motion of CounciJman Hubbard, seconded by Schlueter and carried, the petition was received and filed. Mayor Hall stated the Administrative Officials had been instructed to make an Imme- diate investigation and report to the Council all the details and facts concerning the recent tragedy, and assured the public that corrective methods will be enforced~ and further stated the Police Department has a fine record of achievement that has been recognized by the FBI. Councilman Heinly stated the Police Department is capable of handling its own investigation; that it would be impossible to have a police force large enough to check all vacant property all the time; and an investi. On motion of Counci!man Hubbard, i~ seconded by Schlueter and carried, the following Ordinance entitled: "Ordinance establishing future right-of-way lines along portions of Seventeenth Street, Sugar Avenue, Warner Avenue, Santa Clara Avenue, Memory Lane, Edinger Avenue and Dyer Road - Talbert Avenue" was considered and placed on file for second reading. 383 !Amend. Appeal Application No. 51 of the City Council was again presented on Variance Appli~ cation No. 156~, filed by William Wenke and Harry Tancredi, to allow a "reading institute" in the professional district, at 2006 North Broadway. On December 18, 1961, the City Council instructed the Planning Department to present to the Plannin~ Commission the question of whether the use requested is a professional use. Zoning Administrator. Attorney Walter Steiner, 309 First Western Bank Building, representing the Appellant, stated a new plot plan of 12 units in three separate structures has been submitted, that it includes more than adequate yard and parkingI space, and less than 12 units on a parcel of land 100 feet by 3O0 feet would not economically feasible. LouiSe Shaeffer, 13822 Ethlebee Way, Santa Ana, stated there is now an existing single family dwelling which is 50 to 55 years old on the 60 x 177 foot lot and would prefer to construct a duplex or a triplex on this property. Wesley A. Humphrey, 814 North Baker Street, stated if this Variance is granted it would set a precedent for similar multiple units and would change the complex of this northwest district. Carl Mason) 907 North Baker Street, stated it would devaluate his property if duplex units are permitted in the area. On motion of ,$ouncilman Brewer, seconded by Hubbard and carried, the Appeal was denied. On motion of Councilman Hubbard, seconded by Schlueter and carried~ the communica- tion fram the Planning Commission was received and filed, recommending approval of proposed annexation designated "Fairhaven and Cambridge Southeast Annex," consist- lng of approximately 149 acres, located between Fairhaven Street and Santa Clara Avenue, east of Wright Street. On motion of CounciLman Hubbard, seconded by Heinly and carried~ the communication from the Planning Commission was received and filed, recommending disapproval of the suggestion of the Orange County Street Naming C~ittee that the City of Santa Ana change the name of Verano Street to Euclid Street. The Council having unanimously waived the reading of the Resolution~ on motion of Councilman Hubbard~ seconded by Heinly and carried, the following Resolution en- titled: "Resolution No. 62-19 changing the name of Verano Street to Euclid Street" was considered and passed by the following vote: Ayes, Councilmen Royal E. On motion of Councilman Brewer, seconded by Hubbard until the next meeting and carried, action was continued/On Preliminary Record of Survey 246. Communication was presented from the Planning Department recommending approval of Preliminary Record of Survey 241, filed by Ralph Day, creating two lots located on the east side of Harbor Boulevard, approximately 660 feet south of Sugar Avenue, subject to conditions. Development Corp. for the dedication of Grand Avenue, St. Gertrude Place and Hathaway Street for public use for highway purposes and the alley as shown, also all vehicular access rights to Grand Avenue except at street inter- sections and excepting the south 17.5 feet of Lot 13, the north 17.5 feet and the south 17.5 feet of Lot 14 and the north 17.5 feet and the south 35 feet of Lot 15, was approved, subject to submission of a new bond and approval by the Attorney as to form, and payment of drainage g~e; license fee in the sum of $850.00 accepted and ~Tentative Tract 3236 John Kilroy Co. agreement covering improvements ordered signed. Monument Bonds Tracts ~433 and ~467 Communication was presented from Lifetime Development Corp. submitting monument bonds in the amount of $1,000.00 each for Tracts ~33 and 4467, in the newly pre- scribed form approved by the City Attorney, requesting acceptance of these bonds and refund of cash deposit accepted by Council at the January 15, 1962 meeting, in lieu of monument bonds. On motion of Councilman Hubbard, seconded by Heinly and carried, the Monument bonds were accepted for Tracts ~433 and 4467, and refund of Agreement County of Orange Impounding fees for dogs and feed- ing fees for cats Escrow Instructions the cash deposit approved. On motion of Councilman Hubbard, seconded by Brewer and carried, action was contin~ ued until the next meeting on the Agreement with the County increasing the impound' ing fees for dogs frc~ $1.00 to $2.00 and the feeding fees for cats from 25 cents to 50 cents each; also, letter offering complete animal control service, with an agreement. It was moved by Councilman Hubbard, seconded by Brewer and carried, that escrow in~ structions be approved and signed for certain properties and with the following persons: Revised Escrow Instructions No. 45976-C, dated January 2, 1962, with Quinton E. and Janet L. Newton, for street easement on the west side of Fairview Street south of Ninth Street, in the sum of $2,800.00~ Escrow Instructions No. 863778-HRB, dated January 4, 1962, with Ray and Marie DeBrouwer, for street easement north side of First Street east of Verano Street, in the sam of $1,200.00, and :Arrow Laundry ~and Cleaners !(Vibration nuisance) Escrow Instructions NO. 863887-JL, dated January 31, 1962, with R. G. Mitchell and Margaret E. Mitchell, also known as Marguerite E. Mitchell, for property on the south side of Fruit Street east of Sherry Lane, in the sum of $95,000.00, for Park Site. George Whiddon, 610 East 6th Street, representing a group of property owners in the vicinity of the Arrow Laundry and Cleaners, 620 East 6th Street, again protested the vibration nuisance from the machinery installed at the laundry. Mr. Whiddon stated it was his understanding that a complaint was to be filed in Court and ques~ tioned the delay, as this nuisance had been prevailing for approximately eight months. On motion of Councilman Heinly, seconded by Hubbard and carried, the request of Stiles & Robert Clements, Architects - Engineers, representing Sears, Roebuck and Company, was denied, for a deviation from required 22 feet of full height curb be- tween adjacent driveways on Pomona Street at Broadway. On motion of Councilman Heinly, seconded by Hubbard and carried, the request of Iva M. McFadden, et al, 2110 North Main Street, was denied, for an additional mid-blockil~ crosswalk or the relocation of the existing mid-block crosswalk on North Main Stree between 20th Street and Buffalo Avenue. On motion of Councilman Heinly, seconded by Hubbard and carried, the request of Gorzeman Pharmacy, 302 West Fourth Street, for the southerly two parking meters be- tween Fourth Street and the alley in the 300 block of North Broadway be changed to 24-Minute meters, was referred back to the Manager for investigation and report. It was moved by Councilman Heinly that Robert Michael Hernandez, Architect, be in- structed to prepare preliminary plans for the proposed Stadium at the Segerstrom and Raitt Streets site. It was moved by Councilman Heinly, that the Manager be instructed to contact Floyd E. Weaver, Engineer, with view to employment for a report on the Bowl at Eighth and!i Flower Streets, to determine whether or not it is feasible to renovate said Bowl, oF parts thereof, for the purpose of temporary use for the forthccraing season.
