RESOLUTION 92-034
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA TO
AMEND RESOLUTION NO. 82-110 TO EFFECT CERTAIN CHANGES TO THE
CITY'S BASIC CLASSIFICATION AND COMPENSATION PLAN, AND TO
AMEND THE CURRENT ANNUAL BUDGET TO REALLOCATE CERTAIN
POSITIONS.
WHEREAS, Section 1004, Article X of the City Charter of the
City of Santa Ana requires the City Manager to prepare, install and
maintain a position classification and pay plan subject to civil
service rules and regulations and the approval of the City Council;
and
WHEREAS, on August 2, 1982, the city Council passed and
adopted Resolution No. 82-110 revising and re-establishing the
Basic Classification and Compensation Plan for Officers and
Employees of the City of Santa Ana; and
WHEREAS, on July 15, 1991 the city Council passed and adopted
Ordinance No. NS-2130 which establishes the city's Budget
authorizing position allocations for Fiscal Year 1991-92, and which
sets forth the requirement that alterations in the allocations of
authorized positions be reviewed and approved by the City Council;
and
WHEREAS, the findings of numerous classification and
compensation studies, conducted by the Personnel Services
Department at the request of various department heads throughout
the organization, reveal the need to effect certain changes to the
City's basic classification and compensation plan, and reallocate
certain positions; and
WHEREAS, it is now desired to amend Resolution No. 82-110 and
the Fiscal Year 1991-92 Budget in order to effect these changes.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SANTA ANA:
1. That Section 3 of Resolution 82-110, as amended, is hereby
further amended by:
a. Deleting the classification title of Housing Development
Supervisor;

b. Designating as "Terminal" the classification of Equipment
Operator-Motor Grader.
c. Adding in proper alphabetical sequence, the following new
classification titles at the monthly salary rate ranges indicated:

2. That Section 3.1 ("Special Compensation Provisions") of
Resolution No. 82-110, as amended, is hereby further amended by
adding the following assignment pay designations as shown to the
list of special pay differentials:
"(gg) The incumbent in the class of Accountant II who, at the
discretion of the appointing authority, is regularly and
continuously assigned electronic da~a processing (EDP) systems
coordination responsibilities, will be paid an additional ten
salary rate ranges (five percent) above the current base monthly
salary step to which he or she would otherwise be entitled."
"(hh) An incumbent in the class of Equipment Operator,
Equipment Operator-Street (T) or Equipment Operator-Water
Maintenance (T) who, at the discretion of the appointing authority,
is regularly and continuously assigned, on a full-time basis, to
operate a Motor Grader, will be paid an additional ten salary rate

ranges (five percent) above the current base monthly salary step to
which he or she would otherwise be entitled."
"(ii) The incumbent in the class of Management Aide (UC) who,
at the discretion of the appointing authority, is assigned to
perform lead duties in the Budget Office of the Finance and
Management Services Agency, will be paid an additional ten salary
rate ranges (five percent) above the current base monthly salary
step to which he or she would otherwise be entitled."
3. That Section 3.5 (CLASS TITLES AND WAGE RATES FOR SEASONAL AND
OTHER UNAFFILIATED CATEGORIES OF PART-TIME EMPLOYMENT) of
Resolution 82-110, as amended, is hereby further amended to add the
following class titles at the hourly'wage rates shown:
