RESOLUTION NO. 92-038
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA DECLARING DISCONTINUANCE OF PHASE I
OF THE MANDATORY WATER CONSERVATION ORDINANCE
TO CONSERVE THE AVAILABLE WATER SUPPLY
WHEREAS, the City of Santa Ana, a municipal corporation,
is empowered to provide service within its boundaries; and
WHEREAS, precipitation for the current water year has
been substantially above normal particularly in the watersheds of
the imported water suppliers serving Southern California; and
WHEREAS, the residents of Santa Ana have achieved a 14.4%
reduction in water use since implementation of Phase I of the
City's mandatory water conservation ordinance; and
WHEREAS, the Metropolitan Water District
California who imports 25% of our water supply has
water rationing effective April 1, 1992; and

WHEREAS, the Orange County Water District who manages our
groundwater basin from which we obtain the other 75% of our water
supply, is expected to allow full pumping this year; and
WHEREAS, adequate water supplies will be available for
the coming fiscal year; and
WHEREAS, the City of Santa Ana has the power and
authority to enforce water conservation measures within its
boundaries;
NOW, THEREFORE, BE IT RESOLVED, that the Executive
Director of the Public Works Agency is authorized to discontinue
Phase I of the mandatory water conservation ordinance contained in
the Santa Ana Municipal Code, Chapter 39, Article VI effective June
1, 1992; and
BE IT FURTHER RESOLVED, that the City of Santa Ana shall
urge its residents to maintain a permanent conservation ethic by:
a. Avoid watering in the hot part of the day and/or during
morning and evening peak hours, and avoid watering on
windy days;
b. Install low-water-using trees and plants and efficient
irrigation systems;
c. Shut off decorative fountains unless a water recycling
system is used;
d. Not hose down driveways, sidewalks or other paved
surfaces, except for health or sanitary reasons;

Install pool and spa covers to minimize water loss due to
evaporation;
Retrofit indoor plumbing fixtures with low flow de~ices;
