Invocation was given by Chaplain Paul Travis, U.S. Naval Reserve, First Baptist Church.
Each member of the City Council having received copies of the Minutes of March 5, 1962,
reading of the Minutes was dispensed with and approved as mailed, on motion of Council-
man Brewer, seconded by Schlueter and carried.

On motion of Councilman Heinly, seconded by Brewer and carried, the matter of the
bid for the furnishing and delivering of one Power Street Sweeper, Specification
624-8, was referred to the Manager for report.
This being the date set for hearing on the annexation of property consisting of
appreximately 149 acres located between Fairhaven Street and Santa Clara Avenue,
east of Wright Street, the Vice-Mayor asked the Clerk if any written protests had
been received and she presented letter of protest signed by Minnie Rohrs Meier, and
orally reported it has been determined that the total value of the land and improve-
ments as shown on the last assessment roll was $200,000.00, and the value of the
land and improvements in protest is $22,900.00, which amounts to 11.45% of the total

was introduced, considered and placed on file for second reading.
Appeal Application No. 56 was presented on Variance Application No. 16OB, filed by
Alvin Sperling, to establish a lawn mower sales and service in the R-2 District at
1705 Greenville Street, wherein the applicant appeals the denial of the Zoning Ad-
ministrator. Edward Cronin, 1971 Burnt Mill Road, Tustin, stated there are 20
signatures on the petition presented to the Planning C~ission favoring the Vari-
ance Application and
there are several property owners in the audience favor-
ing the granting of the Variance. Approximately six persons stood in favor. Mr.
Cronin further stated the property owner has had this property rented and each
and every person has moved due to the noise from the parking lot and school, the
neighbors do not object .to a lawn mower sales and service as this is a quiet,
neighborhood type of business, and there is a trend toward business in the area.

On motion of Councilman Heinly, seconded by Brewer and carried, Appeal Application i
NO. 56, filed by Alvin Sperling was denied, and the decision of the Zoniug Adminis-
trator upheld.
Appeal Application No. 57 was presented on Variance Application No. 1607, filed by
Mountains to the Sea Realty - jim Colby, to build ~our additional dwellings in the
R-2 District, on property at B628 West Camile Street, wherein the applicant appeals
the denial of the Zoning Administrator. William Folsom, 18371 Beach Boulevard,
Huntington Beach, representing the applicant, stated since the denial of the origi-
nal Variance Application, fifteen more feet have been acquired at the rear of the
property, which brings the area in excess of 9,200 square feet per unit, and the
additional footage eltmfuates one of the reasons for the denial; two more parking
spaces will be added to meet the required covered parking spaces, plus four guest
parking spaces. Mr. Folsom presented a new plot plan, called attention to location
of the additional parking spaces, stated the existing units should be removed, the

new units would be above the average and/asset to the area, and the lot area and
parking requirements have now been met. Bessie N. Donica~ ~618 West Camils Street~
stated uniform units would add greatly to the neighborhood and would attract a better
class of people. Luther J. Nersesian, B702 West Camile Street, and Mrs. Lawrence
C. Durnil, ~6SB West Camile Street~ stated there is an overcrowding of the lots in
the area. On motion of Councilman Heinly~ seconded by B~ewer and carried, Appeal
Application No. 57 was denied, the decision of the Zoning Administrator upheld, and
the applicant entitled to three units as recommended by the Zoning Administrator,
if he so desires, subject to the conditions of the Planning Department and the De-
partment of Public Works.
C.~.~..~.anication was presented frem the Planning Department recon~ending approval of
site plans for building permit purposes for the Farmers Insurance Group office
building, and advising the plans comply with all zoning regulations and conditions
of approval of Variance Application No. 108~, and have been approved by the Plan-
ning Commission and Planning Department~ in accordance with Condition Two of said
Variance Application~ which states that a site plan showing parking and placement
of building be submitted and approved by the Planning Commission, Planning Depart-
ment and City Council. On motion of Councilman Heinly~ seconded by Brewer and
carried, the site plans for the Farmers Insurance Group office building were approved,
as submitted.
On motion of Councilm~u Heinly, seconded by Brewer and carried, action was continued
until the next meeting on the communication from the Planning Cc~mission rec~mend-
lng approval of proposed annexation of territory designated "Santa Clara and Wright
Northwest Annex," consisting of approximately .h46 acre, located on the north side
of Santa Clara Avenue Just west of Wright Street, if extended.
On motion of Councilman Heinly, seconded by Brewer and carried, action was continued
until the next meeting on the ccmmz~uication from the Planning C~ission recommend-
ing approval of proposed annexation of territory designated "Lyon and ~ain-Southeast
Annex~" consisting of apprcxtmstely 9.551 acres, located at the southeast corner of
Lyon Street and Main Street (Tustin).
Ccmm~nlcation was presented from the Flanning C~aission r~commending approval of
proposed street name change - Farmers Drive be changed to become extension of pre-
sently existing street to the west to be known as Memory Lane, and the cul-de-sac

Co~m~uication was presented from the Planning C~maission referring for appropriate
action, if any, the request of Dean DevRies, Prc~aotion Director of the Honer Plaza
Businessmen's Association, for permission to schedule a sky diving event at Honer
Plaza Shopping Center this Spring. It was moved by Councilman Heinly and seconded
by Schlueter, that the City Council go on record as having no objection to the sky
diving event on the condition that they furnish to the City of Santa Ana a policy
of public liability insurance, naming the City as the insured, in the minimum
amount of $500,000.00.

It was moved by Councilman Heinly, seconded by Schlueter and carried, that the mat-
ter be continued until the next meeting and the staff present to the Council an
outline of the program for a more ccmTplete understanding.
Reselutie~5541 of the planning Commission was presented, advising the Comm!ssinn
is undecided as to whether to request dedication or other conditions involving fee
title to the property or payment of drainage assessments, concerning the CD Distri~,
and will petition and seek the determination of the Council as to whether or not
such assessments or dedications shall be required. It was moved by Councilman
Heinly, seconded by Schlueter and carried, that this Council indicate to the Plan-
ning C~ission and Planning Department to impose such dedication and conditions
as are reasonably related to the property, but that the property owners not be re-
quired to pay the drainage assessment.
Communication was presented from the Planning Department recommending approval of
Revised Tentative Map Tract ~262, filed by Tricon Development, Inc., adding nine
residential lots to the original Tentative Tract 4262, located approximately 1186
feet north of Edinger Avenue on the west side of Euclid Street, subject to condi-
tions. Cusaaunication was presented from Voorheis-Trindle-Nelson, Iuc., requesting
that Revised Tentative Map Tract 4262 be withdrawn temporarily and no action taken
at this time. On motion of Councilman Heinly, seconded by Brewer and carried, the
communication from Voorheis-Trindle-Nelson, Inc., was received and filed, and the
Tract Map was taken off calendar-as requested.
Councilman Heinly left the meeting at 8:15 P.M.
On motion of Councilman Brewer, seconded by Schlueter and carried, proper officials
were authorized to execute Permit with the Orange County Flood Control District,
grant{ng authority for the C~ty to install a sewer line within the Santa Ana River
right-of-way between Fifth Street and a point 500 feet north of the Pacific Electric

On motion of Councilman Brewer, seconded by Schlueter and carried, the request of
Wallace G. Malmquist, Committee of Troop 179, Garden Grove, was granted for the
waiver of License fee, reference the request granted by Council March 5, 1962, for
the Scouts in Troop 179 to paint curb numbers in the area bounded by 17th Street,
Garden Grove Boulevard, Berrydale Street, and the Santa Ana River.
On motion of Councilm~u Brewer, seconded by Heinly and carried, the application of
Fellowship Lodge, Hcme for Girls, Garden Grove, was approved, to solicit for a
period of one year, effective March 19, 1962, for discarded clothing, furniture,
dishes and other home wares, to be sold in the Thrift Store, Garden Grove, proceeds
to be used for food, clothing, school supplies, and utilities for the Girls Home.
Communication was presented from the Planning Department recommending approval of
Revised Tentative Map Tract 4569, filed by Raymond Swentek, creating 36 single
family lots located on the west side of Harbor Boulevard, approximately 1320 feet
north of Edinger Avenue, subject to conditions. On motion of Councilman Heinly,
seconded by Schlueter and carried, Revised Tentative Map Tract 2569, filed by
Raymond Swentek, was approved, subject to all conditions, except condition "k"
be modified to read "in lieu of reverse curve it shall be as near as possible to
a straight line for approximately 150 feet, so as to eliminate the loss of property
on the applicant's Harbor Boulevard frontage."
On motion of Councilman Brewer, seconded by Heinly and carried, the application of
Reverend Tonm~, J. Hollins was approved to solicit funds February 20 to May 15,
1962, for the purpose of buying a Church site or building.
On motion of Councilman Brewer, seconded by Heinly and carried, the application of
Pleasure Time Skating Club of Long Beach was approved to solicit funds March 20 to
June l, 1962, to help sponsor the amateur skaters to the National Skating Competi-
tion at Harvey, Illinois, July 8 to 14, 1962.
On motion of Councilman Brewer, seconded by Schlueter and carried, the claim of
Suzan K. Davey, 2722 Pendleton Avenue, for injuries sustained February 13, 1962,
when struck 0y a rubbish collection truck in the street in front of her home, was
denied, the claimant to be so notified, and the claim referred to the Santa Ana
Commercial Company.
Peter Kay, 8391 Leonore Street, Garden Grove, Member of the Society for the Preser-
vation and Encouragement of Barbershop Quartet Singing in America, verbally request-
ed the Council to designate the week of April 7 to l~ as "National Barbershop
Harmony Week," and presented a Proclamation for the Vice-Mayor's signature. With
the approval of the Council the Vice-Mayor signed the Proclamation designating the
week of April 7 to l~ as "National Barbershop Harmony Week."
Councilman Heinly presented a letter from R. E. Whittier, M. D., Orange County
Chairman, Californian's Committee to Combat Communism, requesting the endorsement
and support of the Subversive Activities Initiative Constitutional Amendment, also
known as the "Louis Francis Amendment," as many other fine civic groups have done.
Councilman Heinly stated the Amendment has been endorsed by many citizens of our
c~mnunity, and it behooves all City Councils and all individuals to support the
Con~nittee to Combat Commnism, and to contact the Committee at 601-B South Harbor
Blvd., Anaheim. The Counc~lhaving unanimously waived the reading of the Resolution~
