Invocation was given by Reverend Gerald S. Bash, First Christian Church.
Each member of the City Council having received copies of the Minutes of
March 19 and March 20, 1962, reading of the Minutes was dispensed with and
approved as mailed, on motion of Councilman Hubbard, seconded by Brewer and
carried.

On rec.~--endation of the Manager and on motion of Councilman Hubbard, seconded by
Heinly and carried, the l~wes~ and best bid of Ora~e County Radio Telephone Ser-
vice, Inc. was accepted at the item amounts as set forth in their bid and the othe
bid rejected.
This being the date set for hearing ~n Amendment Applicatio~ No. 383, filed by
Cal-C~ack Foods, Inc., amending Sectional District Map 16-5-10, to reclassify
frc~ the C-2 and A-1 Districts to the M-1 District property on the south side of
Bolsa Avenue between a point apprc~.~tely 1000 feet east of Verano Street (Euclid
Street ) and a point apprcximately 6O0 feet west of Andres Place, extending apprcx-
imately 1300 feet so~th of Bolsa Avenue, all as shown on E~hibit A.A. 38~A; W. L.
Schooling, ~52~ Bolsa Avenue, stated he is not in favor of spot zoning, and prac-
tically all of the area is zoned C-2; at times the dehydration creates quite an
odor and noise; the School District has a new school in this area and when it is
occupied the irritation frcm the peppers could becc~e a health problem to the
children; and the homeowners realize the plant was there before the homes were
co~structed, but objected to any expansion of the facilities. Hearing closed.
The Council having unanimously waived the reading of the Ordinance, on motion of
Councilman Heinly, seconded by Hubbard and carried, the following Ordinance en-
titled:
"Ordinance emending Article IX of the Santa Ana Municipal
Code to change district classification on Am~-ndment Appli-

was introduced, considered and placed on file for second reading.

Annex," consisting of approximately .446 acre, located on the north side of Santa

The Council having unanimously waived the reading of the Resolution, on motion of
Councilman Heinly, seconded by Hubbard and carried, the follow, nE Resolution en-
titled:
"Resolution No. 62-72 initiating proceedings for the annexation of
territory to the City of Santa Ana, desig~ating an appropriate
name for said territory~of 'Santa Clara and Wright, Northwest
Annex' end giving notice of protest hearing thereon"
setting the date of hearing on May 21, '1962, was considered and passed by the fol-

southeast corner of Lynn Street and Main Street (Tustin).
Appeal Application No. 58 was presented on Variance Application No. 1613, filed
Cresenci~ and Tereza Talavera, to allow a third dwelling to exist on an R-2 lot at
B16-318 North Harper Street for one year, wherein the applicant appeals the denia~

Instructions
for the applicants, stated the appeal was made to determine what guarantee would
be acceptable to the Council that the third dwelling would be destroyed within one

year. Mr./eXPlained the daughter who is now living in the dwelling that is to be
destroyed needs to remain there until she and her husband can build a new home on
a lot they have purchased and now own. When the daughter and her husband's new

hcme has been completed they will move from this old home and Mr. and Mrs. Talaver~
will destroy the structure. A year's variance was requested only to allow for suf-
ficient time and the old:house should be destroyed within less than one year. At
the verbal request of the applicant and on motion of Councilman Heinly, seconded
by Hubbard and carried, action on Appeal Application No. 58 was continued until the
next meeting.

east side .ef Narper Street approximately 17 feet south Of the center line of Camill ~
Street, subject to conditions. Upon the verbal request of Harold G. Pearce and on
motion of Councilman Hubbard, seconded by Schlueter and carried, Prel~minary Re-
cord of Survey 255, filed by Harold G. Pearce, was taken off calendar.
~ motion of Councilman Heinly, seconded by Brewer and carried, action was contin-
ued until later in the meeting on Preliminary Record of Survey 256, filed by Hube~
Melton, creating two parcels located on the north side of Edinger Avenue between
Fairview Street and Sullivan Street, subject to conditions.
On motion of Councilman Hubbard, seconded by Heinly and carried, proper officials
dated March 12, 1962,
were authorized to execute Lease 18185 and Supplemental Agreement 17902~with
Pacific Electric Railway C~pan~ for five water mains crossing their tracks in
Greenville Street, Fairview Street, Old Talbert Avenue, New Talbert Avenue and
Susan Street, with a flat fee charge of $125.00 for the lease, em~ineer~ng, and
inspection.
On motion of Councilman Hubbard, seconded by Heinly and carried, proper officials
dated April 2, 1962,
were authorized to execute agreement/with the Board of Supervisors for the City's
purchase of properties that have been deeded for delinquent taxes to the State,
reference letter frcm the County Tax Collector submitting list of parcels that can
be sold by agreement to the City.
On motion of Councilman Hubbard, seconded by Heinly and carried, proper officials
dated March BO, 1962,
were authorized to execute agreement/with ~ames M. Montgomery for consulting engi-
neering services on a portion of the proposed water utility facilities included in
the Water Bond issue, which includes Bristol Street Reservoir Pumping Station, Wes~
Santa Ana Reservoir Pumping Station and Wells, South Reservoir and Pumping Station
Municipal Water District Regulating Stations, System Pressure Regulating Stations
in northeast area and a Telemetering and Power Source Study.
It was moved by Councilman Hubbard, seconded by Heinly and carried, that escrow
instruction be approved and signed for certain properties and with the following
Escrow Instructions No. 864~ll-HRB, dated March 28, 1962, with George H.
and Margaret G. Rose, for property for street purposes, on the sonth side of
Willits Street between Fairview and Sullivan Streets, and the east half of
Fairview Street, south of willits Street, in the sm~ of $9,000.00, and
Escrow Instructions No. 324690-ET, dated March 27, 1962, with John Otis,

reported a study has been made and the intersection meets the requirements for the
installatic~ of a traffic signal, but m~ is not available in the 1961-62 Budget
for this installation. Charles Lumbar, 2321 South Ramona Drive, asked if it would
be possible to use a battery operated light to solve the immediate problem. The
Manager stated the City has only one piece of this equipment, which is presently in
use during rush hours and it would not be feasible to use it on an all day basis.
Mrs. Teske stated the situation has been serious for a year and the children cross
this intersection to go to the parks and schools. On motion of Councilman Heinly,

It was moved by Councilman Hubbard, seconded by Schlueter and carried, that the
City Council go ca% record with the Metropolitan Water District of Southern Califor-
nia in favor of the construction by that District of the facilities sufficient to
provide softened water in the amounts required by the City frc~ both the East Oran
County Feeder and the East Orange County Feeder No. 2.

On motion of Councilman Hubbard, seconded by Heinl,v and carried, the written recom-
mendatien of the Manager, dated March 29, 1962, was approved for salary step in-
creases for seven employees, effective May l, 1962.
On motion of Councilman Hubbard, seconded by Heinly and carried, the Purchasing
Agent was authorized to advertise for bids for the furnishing and delivering of
18,500 lineal feet of fire alarm cable, Specification 634-12; bids to be opened
7, 1962.
On recommendation of the Department of Public Works, and on motion of Councilmen
Hubbard, seconded by Heinly and carried, bon~l in the sum of $110,000.00, filed by
Solomon Enterprises, Inc., for the improvements on Sugar Avenue, Tampion Avenue,
Davit Avenue, Cooper Street, I~m~ing Street, and Mmxine Street, in Tract No. 4024,
was ordered released and improvements accepted as ccerpleted.
On recommendation of the Department of Public Works, and on motion of Councilm--
Hubbard, seconded by Heinly and carried, bond in the sum of $325,000.00, filed by

On motion of Councilman Hubbard, seconded by Heinl,v and carried, the request of

Central Avenue, of the xeoodworking machinery, ovens, shop tools, supplies, office

The Manager orall~ reported the School Boy Patrol system is not acceptable by the
Garden Grove School District sad traffic conditions warrant the placing of a cross-
ing guard om Hazard .Avenue in fro~t of the Rosi~a School, reference the request of
Mrs. Joe W. Headlee, et al, Correspanding Secretary, Rosita P.T.A., for a crossing
~,-~d at this location. Mrs. Joe W. Headlee, 1102 North Berni Street, stated they
had contacted the Garden Grove School District requesting sc~e type of protection
for the safety of the school children. It was moved by Councilman Brewer that the
Manager be instructed to provide an adult crossing guard on Hazard Avenue in front
of the Rosita School u~til such time as a School Boy Patrol can be installed at
this location. Motion lost for lack of a second. It was moved by Councilman Heinl
and seconded by Hubbard, that the request for an adult crossing guard be denied.

Mrs. Loule Boer, 912 North Lowell Street, presented a list of questions sad a lette
pretesting the unauthorized expenditure of appreximatel~ $8,600.00 for the repair
of the Municipal Bowl, without the work being submitted to bid, and requested the
Clerk to read the letter. The Clerk read the letter, and on motion of Councilman
Hubbard, seconded by Heinly and carried, the letter sad the list of questions were
received and filed.
Dr. A. Norton Donaldson, 2128 North Westwood Avenue, verbally requested that action
be taken on the request of the Orangewood Academ~ to sell chocolate cand~ bars,
both door to door and in business houses in the City, beginning
of Councilman Heinl~, seconded by Hubhard and carried, the request of Orangewood
Academy was ~nted to sell chocolate cand~ bars, both door to door and in business
houses in the City, beginn~ April 5 and for a period of ninety'days, subject to

The Manager orally reported a "Bus Loading Zone" has been established on the east
side of Center Street from Edinger AVenue to 170 feet south of Edinger Avenue, ref-
erence request of the Santa Ana Unified and Junior College Districts for the mark-
lng of 170 feet of the east sSde curb of Center Street south from Edinger Avenue
for a "No Parking - Bus Loading and Unloading Only Zone," or no parking between
7:00 A. M. - 8~30 A. M. and 2:30 P. M. - 3:30 P. M., except for school buses. On
motion of Councilw~n Heinly, secended by Hubbard and carried, the c~ication was
received and filed.~
On motion of Councilman Heinly, seconded by Hubbard and carried, the request of
Dean DeVries, Promotion Director, Honer Plaza Businessmen's Association, was grant-ii
ed to schedule a sky diving event at Hener Plaza Shopping Center, this Spring, on
· condition that the applicant, Honer Plaza Businessmen's Association, furnish to th~I
City of Santa Ana a Certificate of Insurance n~mfng the City of Santa Ana, its
officers and employees, as being covered under said Certificate of Insurance in th~
amount of $500,000.00 for an~ one incident and $500,000,00 for any one occurrence.

The Manager orally rec~ended an increase in the amount of rental on any renewal
for space in the C.-~..Anity Center Building, 1104 West Eighth Street, reference
request of the Orange County Tuberculosis and Health Associatio~ for renewal of
lease beginning October 1, 1961, and ending March 31, 196~. On motion of Council-
man Heinly, seconded by Hubbard and carried, the matter was continued until the
next meeting.
The Manager orally reported an investigation has been made and reccmmaended denial,
reference request of the residents of Tam~ Lane for intersection control to improve
the traffic conditious on Tamy Lane between 21st Street and Santa Clara Avenue. On
motion of Councilman Heinly, seconded by HUbbard and carried, the request for inter
sectioncontrol on TamY Lane was denied.
A petition was presented, signed by approximately 15 persons, requesting two street
lights in the 1700 block West Pine Street. The Manager orally reported an investi-
gation has been made and au authorization sent to the Edison Cummany to install two
street lights on existing wooden poles, and rec~ended that the residents of Pine
Street be infomed the street lights will be installed within approximately ninety
days. On motion of Councdl,~n Heinly, seconded by Hubbard and carried, the pet~- ,

John K. Colwell, City Attorney, was granted for permissiom to attend the biannual
Spring Conference, City Attorneys' Department, League of California Cities, in San
Diego, April 5 and 6, 1962, with expenses paid by the City.
Councilman Brewer ce,mended the Department of Public Works, and stated the citizens
are very grateful for the fast and efficient service rendered by the Department.
