ClTY OF SANTA ANA ADOPTING A HC~E
M~IC4%GE FINANCE ~ IN
Wl',~ ~ME COUNTY OF (~RANGE
~m~as, there is a mhortage in th~ Ommty of Orange (tbs "County") and
in the city of Santa Aha (the "City") of decent, safe and sanitary housing,
particularly of housing affordable by persons in the lower end of the
purchasing spectrum, and a consequent ~ to encourage the construction,
purchase and rehabilitation of hcmes affordable by such persons and otherwise
to incr~.~e the housing supply in the City and in the County for ~_ch persons;
WHEREAS, the Board of Supervisors of the County has resolved to engage
in a hc~e mortqage finance proqz-am (the "Program") pursuant to Part 5 of
Division 31 of the Health and Safety Code of the State of California (the
"Act") for persons and families wit/lin the income limits eseahlisb~ by the
for the Prowz~m; and
WHEREAS, this city Council finds and deter~ that it is in tb~ best
interest of tbs City to adopt the Pzuw~=m and to consent to the i=lolementation
of the Prow~am by the County within the geow~l~hic boundaries of t_he city
NOW, THEREFORE, ME IT RESOLVED by the city Council of tb~ City of Santa
Aha as follows:
SECI~/ON 1. The City hereby adopts tb~ Prowzmm for the purpose of
increasing the housing supply in the County and in the City and consents to
the ir~plementation of tb~ Prow~=m by the County with respect to all p£ui~cy
located within the geographic boundaries of the City pursuant to the Act.
SF~u£'iC~ 2. The a~t, dated as of August 17, 1992 , between the

Ccunty and the City (tb~ "COoperative ~,,), in substantially the form
submitt~_ to this meeting, is hereby approved; and tb~ p~-oper officers of the
city are hereby authorized and directed_ to execute and deliver the same, for
and in the name and c~ behalf of the City, and to approve any additions to or
changes in said form thereof which they ~ necessary or advisable, their
appzuval of such a~tic~s or changes to be conclusively evidenced by their
executic~ of the Cooperative Aoreement as so a~d to or ~. The p;-oper
officers of the City ar~ further authorized to enter into such ~aa~tional
action as they may deem necessary or appau~riate to carry cut the purpose and
intent of the Cooperative A~£e~nt or to oooperate in the implementati~ of
SEci'~ 3.
