RESOLUTION NO. 93- 053
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA AUTHORIZING THE CHIEF
OF POLICE TO ENTER INTO RESTITUTION AND
COMMUNITY SERVICE AGREEMENTS WITH THE
PARENTS OR GUARDIANS OF MINORS ARRESTED
FOR GRAFITTI VANDALISM
WliEREAS, there has recently been a major increase in the
number of arrests of minors for commission of criminal grafitti
vandalism in the City of Santa Ana; and
WHEREAs, in order for the Police Department of the city of
Santa Ana to address the problem of grafitti vandalism by minors in
an effective manner, to avoid unnecessary congestion in the
Juvenile Court system, and to provide appropriate deterrance to
youthful offenders, it is necessary that the Santa Aha Police
Department be able to negotiate and execute agreements which
provide for restitution and community service by minors arrested
for grafitti vandalism with the parents or legal guardians of such
minors and with court-approved community service agencies;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SANTA ANA that the Chief of Police or his designated
representative is hereby authorized to negotiate and execute such
restitution and community service agreements on behalf of the City
of Santa Ana with the parents or legal guardians of minors arrested
for grafitti vandalism and with community service agencies.
