Garden Grove, stated there are an estimated 126, 706 Catholics in the County and
some 18, 063 registered in Santa Aha, and this is the only Catholic bookstore in
the entire County. Mr. Sullivan read a portion of a letter from Doubleday, Inc.
stating they have known the applicants for some time an~ are familiar with their
type of business, and any expansion would be for the betterment of the c~mmAnity.
Mr. Sullivan presented the following letters requesting approval of the Appeal

Communication was presented from the Planning Director requesting the Council to con-
sider the establishment of a policy for street dedication and improvements on resi-
dential properties on West 6th and West 7th StreetS between Rosita and Euclid (Veraho)
Streets, and the previous policy in regard to this area has been to suggest the
establishment of a private assessment district to defray the cost of providing needed
street, curb and sidewalks as well as street lights and other public improvements
generally found in residential developments. This i~olicy has been difficult to
initiate for it involves private organization, cooperation and implementation to be
effective. This area, annexed to the City in April, 1959, has had a history of
Variances, Conditional Use Permits and property cuts which tend to indicate that the
area is undergoing a developmental change. The Planning Department anticipates
further development proposals in this area and a policy should be Considered that
will assure the provision of adequate street dedication and improvements for the
area in question. On motion of Collnci~man Hubbard, seconded by Heinly and carried,

Muscat, NARS-~7, MWSG-S7, MCAS, E1 Toro, Santa Aha, in the sum of $22,500.00 sustained
April 9, 1962 due to a barbed wire fence in the vicinity of northerly end of sidewalk
which lies parallel and easterly of Grand Avenue and Fruit Street and the Santa Aha
Freeway, was referred to the Attorney and Insurance Carrier.
On recommendation of the Manager and on motion of Councilman Brewer, seconded by
Heinly and carried, action on the plan fora one-way street pattern excluding Broadway
and Main Street, was continued to August 6, 1962.
On motion of Councilman Brewer, seconded by Heinly and carried, the request of Mrs.
Frederick E. Gladle, Juvenile Protection Chairman, John Aasm* P.T.A. C~=m~ttee, re-
questing a traffic signal or a four-way stop sign at Raitt and Warner Streets, a cross-
walk on Raitt Street at the end of the John Ad~m~ School parking lot crossing to the
east side of Raitt Street, a crosswalk on the east corners of St. Gertrude Street and
a sign on the corner of Center and Glenwood Streets adjacent to the Valley High School
saying "Slow - Children Playing", was taken off calendar due to the fact that the
report of the Curb Usage C~*"mittee had not been completed and the matter will be
brought before the Council on August 6, 1962, and Mrs. Gladle to be so notified.
The Manager orally reported reference the request of D. W. Boyles, President, Airport
CoaCh Service~ 604 North Main Street~ for a bus loading zone on the north side of
Sixth Street east of Main Street, and stated it is his opinion and that of the Direc-
t'or of Public Works that a policy should be determined by the Council regarding re-
qUestS of this type, as this is the use of public streets which was acceptable at one
time but is now detrimental to the surrounding business houses and curb space is
needed in the downtown area. Also, he suggested that a policy be adopted which Would
not permit the parking of passenger busses of any kind in curb space within the City
for any purpose other than the picking up and discharging of passengers, and that such
uses be restricted to the type designated. Hal Winter, Santa Aha Downtown Association
231 Spurgeon Buildfng, s~ated the request of the Airport Coach Service should be denie
for the reasoa they are using street parking in the downtown area; taxicabs are not
allowed stands in the area and busses have provided terminals and the Airport Coach
Service should take advantage of the bus terminal facilities. D. W. Boyles, President
Airport Coach Service, 604 North Main Street, stated that Airport Coach Service has
been offered since 1957 from a passenger loading zone, Main Street having been the
original loading zone. Further, when parking was removed from Main Street, the Com-
pany arranged for parking on Sixth Street. This is the first request by the C~
for a loading zone and a parkfng zone for the Coach Service, and if they are requested

Sixth Street, at the corner of East Sixth and North Main Streets. On motion of Council-

the parking spaces should be available for the business houses in the area. It was moved

approves a loading zone o~ the north side of Sixth Street east of Main Street for a per-
iod not to exceed sixty days, allowing the Airport Coach Service time to establish a
teminal within the City.
