This being the date set for hearing on Amendment Application No. 399, filed by Eleanor R. Grand, proposing to amend Sectional District ~ap 6-5-9, to reclassify from the R-2 and R-1 Districts to the C-5 District, property at the northwest corner of 17th Street and Santiago Avenue. Attorney Clark Miller, 1802 Santiago Avenue, stated the property owners on Santiago Avenue object to this rezoning as it will be an encroachment on a single family area and would make the c~m~ercial zoning too far north on Santiago Avenue. Eleanor R. Grand, 2417 Oakmont Street, requested a postponement in the rezoning of the property until such time as Mr. Rohrs develops his property. Gergens, 841 Leeds Avenue, Long Beach, representing 0. R. H~n, Plymouth, Inc., stated the main business located at 505 South Main Street, is a new car sales agency and service department and has no present parking facilities for new car customers and service customers. Also, the property at 504, 510 and 512 Cypress Avenue has been used for over fifteen years , for off-street parking but only a portion of the property at ~Cy~ress Avenue can be used for parking as there are residential b,,t!dings on a potion of the lot, and it is not feasible to purchase any residential property for paring purposes, due to the excessive expense. The Council having unanimously waived the reading of the Resolution, on motion of Councilman Brewer~ seconded by Heinly and carried, the following Resolution entitled: "Resolution No. 62'124 overruling the Zoning Administrator ~ granting a Variance on Variance Application No. 16B9 filed by O. On motion of Counc~lm~n Hubbard, seconded by Heinly and carried, the cummunication was received and filed, It was moved by Councilman Heinly, seconded by Hubbard and carried, that Appeal Application No. 63, Conditional Use Permit NS. 107, filed by Edward B. Whitaker, 1026 South Driftwood Drive, to establish a six-guest infirmary for physically mentally handicapped children at 1026 South ~riftwood Drive, in the R-1 District, removed from the table. It was moved by Counci!m~n Hubbard and seconded by Schlueter, that Appeal Application No. 63 filed by Edward B. Whitaker, be denied the decision of the Planning Cz..~..~ission affirmed. The Mayor asked Mrs. Whitaker people could look into the room where the mentally retarded children will be. Communication was presented from the Planning Department recommending approval of Tentative Tract 4745 filed by Hiroshi and TaekO T~meshita, crea~ing ~eventy-three lots located north of Washington Avenue east of Bewley Street, subject to condition Ernest N. Webb, represmnting Albert Webb and Associates, Civil Engineers, Hacienda Develol~aent ~Company, developers of the tract, stated they are agreeable to all of the conditions imposed by the Department of P~blic Works and the Planning Departmen with the exception of condition 20 "that the tract be connected ~o the City sewer system. It is anticipated that a main will be constructed within nine months on Fifth Street, and subdivider to construct off-site sewer, and City will enter into reimbursement agreement for off-site sewer." ~r. Webb stated this tract is locate on the northerly side of Washington Avenue, approximately one-half mile north of Fifth Street. The monetary cost of constructing a sewer line would be prohibitive and the Garden Grove Sanitary District has a sewer on Washington Avenue. Further, approximately a year ago, the Council authorized the developer of Tract 4076, whic~ lies immediately south of Tract 4745, southerly of Washington Avenue and westerly of Jackson Street, to connect with either the Garden Grove Sanitary District o~ the Santa Ana sewers, and requested the same privilege as it would be costly to constru another sewer on the same street, on the opposite side, when there is an existing sewer line.
