RESOLUTION 93-095
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA TO
AMEND RESOLUTION NOS. 82-110 AND 91-066 TO EFFECT CERTAIN
CHANGES TO THE CITY'S BASIC CLASSIFICATION AND COMPENSATION
PLAN, AND TO AMEND THE CURRENT ANNUAL BUDGET TO REALLOCATE
CERTAIN POSITIONS.
WHEREAS, Section 1004, Article X of the city Charter of the
City of Santa Ana requires the City Manager to prepare, install and
maintain a position classification and pay plan subject to civil
service rules and regulations and the approval of the city Council;
and
WHEREAS, on August 2, 1982, the City Council passed and
adopted Resolution No. 82-110 revising and re-establishing the
Basic Compensation Plan for all officers and employees of the City
of Santa Ana; and on July 1, 1991, passed and adopted Resolution
No. 91-066, re-establishing the Basic Compensation Plan for classes
of employment designated as unrepresented executive and middle
management; and
WHEREAS, on May 17, 1993, the city Council passed and adopted
Ordinance No. NS-2198, which establishes the City's Budget
authorizing position allocations for Fiscal Year 1993-94, and which
sets forth the requirement that alterations in the allocations of
authorized positions be reviewed and approved by the City Council;
and
WHEREAS, routine maintenance of the Basic Classification and
Compensation Plan and/or the findings of various classification and
compensation studies reveal the need to effect certain changes to
the Plan and to reallocate certain positions; and
WHEREAS, it is now desired to amend Resolution Nos. 82-110 and
91-066 and the Fiscal Year 1993-94 Budget in order to effect these
changes.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SANTA ANA:

1. That Section 3 of Resolution No. 82-110, as amended, is hereby
further amended by:
a. Deleting the classification of Community Service Officer.
b. Adding in proper alphabetical sequence, the following new
classification titles at the monthly salary rate ranges indicated:

2. That Section 3.1 ("Special Compensation Provisions") of
Resolution No. 82-110, as amended, is hereby further amended to
read as follows:
"Shift Differential. Non-management employees who are
regularly and continuously assigned to a schedule of work
which requires that they actually work a minimum of 4 1/2
hours between the hours of 5:00 p.m. and 7:00 a.m. will
be paid a shift differential for their entire work shift
of ten (10) salary rate ranges (5%) above their current
base monthly salary rate; however, this shift pay
differential shall not be applicable to employees in the
classes of Park Ranger and Supervising Park Ranger, Park
Maintenance Worker I and II, Library Department employees
and classes represented by the Fire Benevolent
Association and the Police officers Association (except
the POA classes of Animal Control Officer I and II,
Forensic Specialist I and II, Police Communication
Supervisor, Police Property and Evidence Specialist,
Police Service Officer, and Police Services Dispatcher,
who are eligible to receive shift differential).
3. That Section 3.5.1 (CLASS TITLES AND WAGE RATES FOR SEASONAL
AND OTHER UNAFFILIATED CATEGORIES OF PART-TIME EMPLOYMENT) of
Resolution 82-110, as amended, is hereby further amended by adding
the following class title at the salary rate steps shown:

4. That Section 3B of Resolution No. 91-066, as amended, be
further amended by retitling the class of Inspections Manager (MM)
to Building Safety Manager (MM).
5. That the Annual Budget for Fiscal Year 1993-94,
further amended by reallocating one position of

6. That except as amended by this Resolution, all other
provisions of Resolution Nos. 82-110 and 91-066 and the Annual
Budget for Fiscal Year 1993-94 shall remain in full force and
effect.

7. That this Resolution, unless otherwise indicated, shall be
operative from and after January 1, 1994.
