RESOLUTION NO. 94-029
A RESOLUTION OF THE COUNCIL OF THE CITY OF
SANTA ANA SUPPORTING THE INCLUSION OF THE CITY
SANTA ANA IN A COUNTYWIDE RECYCLING MARKET
DEVELOPMENT ZONE.
WHEREAS, in June, 1992 the Council of the City of Santa Ana
approved the Source Reduction and Recycling Element (SRRE) for the
City; and
WHEREAS, implementation of the SI{RE will result in the
increase in the quantity of types of materials recovered from
diversion programs instituted in conjunction with the California
Integrated Waste Management Act of 1989 (AB939); and
WHEREAS, the County and Cities are proposing to act as joint
lead agencies in a countywide Recycling Market Development Zone
(RMDZ); and
WHEREAS, the RMDZ boundaries would encompass
unincorporated and incorporated areas of Orange County; and
all
WHEREAS, the creation of the countywide RMDZ would enhance the
employment and economic development goals of the lead agencies; and
WHEREAS, current and planned City waste management practices,
programs and conditions are favorable to the development of post-
consumer waste materials; and
WHEREAS, designation of the proposed Zone as a RMDZ is
necessary to assist in attracting and developing recycling
businesses within the County; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SANTA ANA that the City Council of the City of Santa Ana hereby

supports the inclusion of the City in a Countywide RecYcling Market
Development Zone.
