HomeMy WebLinkAbout94-033 - Amend Resolution Nos. 82-110, 85-027 and 91-066035 RESOLUTION 94-033 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA TO Ai~END RESOLUTION NOS. 82-110, 85-027 AND 91-066 TO EFFECT CERTAIN CHANGES TO THE CITY'S BASIC CLASSIFICATION AND COMPENSATION PLAN, FOR OFFICERS AND EMPLOYEES OF THE CITY OF SANTA ANA. WHEREAS, Section 1004, Article X of the City Charter of the city of Santa Ana requires the City Manager to prepare, install and maintain a position classification and pay plan subject to civil service rules and regulations and the approval of the City Council; and Wq~EREAS, on August 2, 1982, the City Council passed and adopted Resolution No. 82-110 revising and re-establishing the Basic Compensation Plan for all officers and employees of the city of Santa Ana; and on July 1, 1991, passed and adopted Resolution No. 91-066, re-establishing the Basic Compensation Plan for classes of employment designated as unrepresented executive and middle management; and WHEREAS, with the adoption of the annual budget for Fiscal Year 1994-1995, the City Council authorized certain organizational, staffing, and compensation changes which affect several titles in the City's Basic Classification and Compensation Plan for classes of employment contained in Resolution Nos. 82-110 and 91-066; and WHEREAS, on July 1, 1991, the city Council passed and adopted Resolution 91-067, amending Resolution No. 82-110, to provide a three percent (3%) salary increase for employees designated as Unaffiliated Confidential, to be effective on July 1, 1993, then on May 3, 1993, passed and adopted Resolution 93-040, amending Resolution No. 82-110, rescinding that increase, and it is now desired to reauthorize the increase; and WHEREAS, on May 16, 1994, the City Council approved a Memorandum of Understanding with the Santa Ana City Employees' Association/Service Employees International Union approving a three percent (3%) increase in salary for represented part-time employees effective July 1, 1994, and it is now desired to provide non- represented part-time employees an equivalent increase; and 036 Resolution 94-033 Page 2 WHEREAS, it is now desired to amend said Resolutions to effect these changes. NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA: 1. That Resolution No. 82-110, as amended, is hereby further amended by: a. Adding (to Section the following classification ranges indicated: 3) in proper alphabetical sequence, titles at the monthly salary rate Classification Title Assistant Instrument 540 Technician Community Library Supervisor 620 Contracts Administrator 574 Salary Rate Ranae No. (Min-Max) ($2907-3533) ($4296-5226) ($3432-4173) b. Providing (in Section 3) an increase of six Salary Rate Range Nos. (3%) to classes of employment designated as Unaffiliated Confidential (UC). c. Providing (in Section 3.5.1) a three percent (3%) salary increase to classes of employment designated as Seasonal and Other Unaffiliated Part-Time. 3. That Section 2 of Resolution No. 85-027 is hereby amended by increasing the assigned hourly rates for the exempt class of Management Intern from ($12.80 - $13.45) to ($13.20 - $13.85). 4. That Section 3B of Resolution 91-066, as amended, be further amended by decreasing the salary rate range for Library Director (EM) from EM-30 to EM-28. 037 Resolution 94-033 Page 3 5. That except as amended by this Resolution, all other provisions of Resolution Nos. 82-110, 85-027 and 91-066 shall remain in full force and effect. 6.
