HomeMy WebLinkAbout10-01-1962MINUTES OF THE REGUALR MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFOENIA October 1, 1962 The meeting was onlled to order at 7:30 p.m. in the Council Chamber, Santa Aha City H~11, with the following Councilmen present: Royal E. Hubbard, Henry H. $chluetar, James GilmOre, Bob Brewer, and Mayor A. Allen Hall. Mayor Hall led the Pledge of Allegiance to the flag, following which the Invocation was given by the Reverend Quinn Beebe from St. Luke's Methodist Church. APPROVAL OF MINUTES On motion of Councilman Hubbard, seconded by Councilman $chlueter and carried, Minutes of the Adjourned Regular Meeting held September 10, 1962 and Minutes of the Regular Meeting of September 17, 1962, were approved as submitted, without reading. CONTRACT AWARD PROJECTS c-S1, C-83 and 0-85 CA-89 On motion of Councilman Hubbard, seconded by Councilman Schlueter and carried, Council received and ordered filed a tabulation of bids for the construction of certain im- provements on Fifth Street~ Warner, and Main Street; approved award of the contract to Griffith Company in the amount of $14,252.00; and rejected ~11 othe~ bide. HEARING NEWPORT AND DYER $. E. ANNEX CA-94 Council opened concurrent hearings, on Resolutions No. 62-122 and 62-145 continued from September 17, 1962. It was moved by Counctlm~u Hubbard, seconded by Councilman Brewer and carried, that the hearings be continued to 7:30 p.m., November 5, 1962 in the Council Chamber. HEARING CA- i Mayor Hall opened the hearing on Amendment Application No. hO4 initiated by the Planning Commission to reclassify from A-1 to the 60-R-1-7200 District property on the south side of Santa Clara approximately 800 feet east of Wright, and property 400 feet north of the northwest corner of Fairhaven and Cambridge. There being no response to the Mayor's c~1 for testimony, the hearing was closed. On motion of Councilman Hubbard, seconded by Councilman $chlueter and carried, an Ordinance approving Amendment Application No. 404A was passed to second reading without further reading. HEARING AP . 4O5 HEARING AMEND APP. 410 CA-41 F~yor Hall opened the hearing on Amendment Application No. 405 filed by C. B. Knickerbocker's,Inc. requesting an amendment of Sectional District Map 7-5-9, reclassifying property situated at 115 East Eleventh Street from the P District to the C-2 District. There being no response to the Mayor's call for testimony, the hearing was closed. On motion of CounciLman Hubbard seconded by Councilman Gilmore and carried, an Ordinance approving Amendment Application No. 405-A was passed to second reading without further reading. Mayor Hall opened the hearing on Amendment Application No. 410 filed by the Planning Commission considerin~ amending Sectional District Map 12-5-10 reclassifying property generally bounded by 8th, 10th, Ross, and Flower Streets from the R-2 District to the R-3 and/or R-3-H and/or R-3-H-B District. Planning Commission recommended approval according to Exhibit A.A. #410-A. On motion of Councilman Hubbard, seconded by Councilman Schlueter and carried, Council received and ordered filed a petition with 17 signatures recommending that the professional zoning be included. Mrs. Bernice Reynolds, 832-4 No. Ross, reed a statement requesting the inclusion of P zoning, Mrs. Frances Farris, property o~mer at 1001 N. Parton, registered a protest against re- zonimg for apartments, stating that the area warranted zoning for businesses. There being no further testimony, the hearing was closed. On motion of Councilman Hubbard, seconded by Sehlueter and carried, an Ordinance approving Amendment Application No. 410-A was passed to second reading without further reading. The petition requesting P Zoning was referred to the Planning Commission for study. HEARING AMEND APP. 411 CA -41 HEARING ~ APP. 41~ CA-42 Mayor Hall opened the hearing on Amendment Application No. 411 initiated by Planning Commission considering amending Sectional District Map 23-5-10 reclassifying property on the west side of Greenville measuring from Pomona approximately 145 feet north from the R-2 District to the P District. The Planning Co~aission reco~waended approval according to Exhibit A.A. 41lA. There being no response to the Mayor's c~ll for testimony, the hearing was closed. On motion of Councilman Hubbard, seconded by Councilman Brewer and carried, an Ordinance approving Amendment Application 41]-A was passed to second reading without further reading. Mayor Hall opened the hearirg on Amendment Application No. !~.1!.~ filed by Ray McCoy re- questing an amendment of Sectional District Map 12-5-10 reclassifying property situat- ed at the northeast corner of First and Baker Streets from the C-1 District to the C-2 District. Planning Commission reccmmended approval according to Exhibit A.A. /~]~I-A. There being no response to the Mayor's call for testimony, the hearing was closed. On motion of Councilman Hubbard, seconded by Councilman Brewer and carried, an Ordinance approving Amendment Application 414-A was passed to second reading with- out further reading. HEARING AMEND APP. 415 CA-42 Mayor H~ll opened the hearing on Amendment Application No. 415 filed by Santa Aha Board of Education requesting an amendment of Sectional District Map 12-5-10 re- classifying property bounded by l7th, 16th, Durant, and Ross Streets from the R-2 and C-1 District to the C-~ District. Planning Commission rec~ended approval according HEARING ZONING ORDINANCE AMENDMENT FRONT YARD REGULATIONS CA-10 to Exhibit A.A. #415-A. There being no response to the Ma~or's Call for testimony~ the hearing was closed. It was moved by Councilman Hubbard, seconded by Councilman Brewer and carried, that action be postponed until October 15, 1962, ami the matter of dedicatiSn in the area be investigated. Mayor Hall opened the hearirg on a Planning Commission proposal to amend ~ection 9243, Subsection (b) and ~ection 9243, Subsection (j) on the Zoning Ordinance regarding front yard regulations. There being no response to the M~yor's c~]1 for testimony, the hear- ing was closed. On motion of Councilman Hubbard, seconded by Councilman $chlueter and carried, an ordinance approving the proposed amendment was passed to second reading without further reading. HEARING APPEAL APPL. NO. 69 c.U.P. NO. 114 CA-13 Mayor Hall opened the hearing on Appeal Application No. 69, continued from September 4 and 17, 1962, an appeal of the Planning Commission's denial of C.U.P. 114, application for an increase in occupancy of a guest rest hc~e at 2032 .~. Cypress. Council heard testimony from James Vanderfc~d, 2032 $. Cypress, applicant. There being no further testimony~ the hearin~ was closed. It was moved by Councilman Hubbard, seconded by Coun~ cilman Gilmore and carried, that revised plans submitted September 21, 1962 be approved and that a resolution overruling the Planning Commission's decision and approving the application for 12 guests be adopted without further reading. RECORD OF SURVEY NO. 280 cA- 5 On motion of Councilman Hubbard, seconded by Councilman Schlueter and carried, Prelimina~ Record of Survey No. 280 filed by Rand Development Co., Inc., creating two lots located on the east side of Bristol Street approximately 100 feet nurth of Central Avenue, was approved subject to conditions set forth in Planning Director's report dated September 26, 1962. AGREEMENT STREET CONSTRUCTION C.U.P. 73 On motion of Councilman Hubbard, seconded by Councilman Schlueterand carried, Council authorized execution of an agreement with H. L. Gutsch for street improvements required as a condition of approval of C.U.P. 73. AGREEMENT JR. CHAMBER OF COMM~CE ANNUAL FROLIC On motion of Councilman Hubbard, seconded by Councilman Schlueter and carried, Council authorized execution of an agreement with Santa Aha Junior Chamber of Commerce to pay $2,000 toward the cost of holding the Santa AnaAnn~,~] Frolic. AGREEMENT CONCESSION MUNICIPAL BO~L On motion of Councilman Hubbard, seconded by Councilman Schlueter and carried, Council authorized execution of an agreement with Donald E. Hall, granting an exclusive concession to vend peanuts and other merchandise to the patrons of the Santa A~a Municipal Bowl for a period ending January 1, 1963. Councilman Brewer voted "Nov on the matter. AGREEMENT PURCHASE OF SYSTEM On motion of Councilman Hubbard, seconded by ~Ouncilmen Sehlueter end carried, Council authorized execution of an agreement with Tustin Water Company for the purchase by the City of Santa Ana of a portion of the system located on Tustin Avenue between 4th and 17th Streets and on Fruit Street between Tustin Avenue and Mabury Street for $2500. RAILWAY On motion of Councilman Hubbard, seconded by Councilman Schlueter and carried, Council authorized execution of an agreement with the Atchison, Topeka, and Santa Fe Railway Comps_ny for construction and maintenance of one 12-inch cast iron water main on Railway i Cmmpany's right-of-way at Chestnut Street between Minnie Street and Grand Avenue, at no cost to the Cit~. On motion of Councilman Hubbard, seconded by Councilman Schlueter and carried, per- mission was granted to the Chamber of Co~uerce to install lights on the streets at Christmas, subject to approval by the Division of Highways. On motion of Councilmsn Hubbard, seconded by Councilman Schlueter and carried, Council received, ordered filed, and approved a staff report reccmmmnding denial of four way stop signs at the intersection of Bolsa and Newhope. On motion of Councilman Hubbard, seconded by Councilman ~chlueter and carried, Council received and ordered filed a telegram from Lewis E. Mantonya, President, Valley High School Boosters Club, urging support in getting a new football stadium in the south end of Santa Ana. On motion of Councilman Hubbard, seconded by Councilman Schlueter and carried, Council received and referred to the Manager for investigation a letter from Alton Fowler, representative of Rossmoor Corporation, requesting a temporary helistop location on City property. On motion of Councilman Hubbard, seconded by Councilman Schlueter and carried, Council approved payment of $2850.00 to John C. Wallace for negotiation services in property acquisition. Council resm~ed discussion continued from September 17, 1962, of a request from the Superintendent of Schools for a crossing guard at the intersection of 17th and Grand. Robert H. Stopher, 1251 E. 14th Street, spoke in favor of the guard. Council was furnished with additional information on traffic turning movements by the City Manager. It was moved by Councilman Brewer, seconded by Councilman Gilmore and carried, that a crossing guard be placed at the intersection of 17th and Grand. It was moved by Councilman Brewer, seconded by Councilman Hubbard and carried, that in accordance with the request of the Do, town Santa Ana Association, action on the one way street plan be postponed until October 15, 1962. On motion of Councilman Hubbard, seconded by Councilman Schlueter and carried, Council approved Change Orders i and 2 for Project 134, construction of Fairview Street be- tween 5th and 17th Streets. On motion of Councilman Hubbard, seconded by Councilman Schlueter and carried, Council received and. approved the City Manager's report recommending merit salary increases. Council discussed the results of a salary survey which indicated the desirability cf granting an increase in Santa Ana salaries. On motion of Councilman Hubbard, seconded by Councilman Schlueter and carried, Council received and ordered filed a report from the City Manager indicating that clearance and vision zones will be painted as requested by Earl Ladd, ll5 Owens Drive. I On motion of Councilman Hubbard, seconded by Councilman $chlueter and cam'led, per~ mission was granted for the California Auction ~ervice to hold an auction liquid- ating Zlaket's Market at 1731 West 1st Street on October 6, 1962. REQUEST FOR WIDENING OF FLOWER STREET CA-32 Ridley Smith, 1022 N. Flower, requested the Council to consider the widening of Flower Street by 10 feet. The City Manager was requested to meet with Mr. Smith to discuss the City's p~iori~y list for street improvements.
