A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA ANA APPROVING A CODE OF STANDARDS OF
CONDUCT FOR ITS VARIOUS EMPLOYEES, OFFICERS,
AND AGENTS FOR ITS COMMUNITY DEVELOPMENT BLOCK
GRANT PROGRAM
WHEREAS, the city of Santa Aha is the recipient of Community
Development Block Grant ("CDBG") funds from the United States
Department of Housing and Urban Development ("HUD") pursuant to
Title I of the Housing and Community Development Act of 1974,
Public Law 93-383, 42 U.S.C. S5301 et seq., as amended through
Public Law 103--233; and
WHEREAS, pursuant to Title 24 of the Code of Federal
Regulations, Section 85.36(b)(3), regarding administrative
requirements for CDBG programs, HUD requires the city of Santa Ana
to maintain a written code of standards of conduct governing the
performance of its employees, officers, or agents engaged in the
award and/or administration of agreements concerning CDBG sub-
grants;
WHEREAS, this proposed code of standards of conduct for the
city's various employees, officers, and agents of the CDBG program
has been submitted to the City Council for approval.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SANTA ANA AS FOLLOWS:
1. No employee, officer, or agent of the city of Santa Aha
shall participate in the selection, award, or administration of a
contract on behalf of the City concerning a Community Development
Block Grant agreement if a conflict of interest, whether real or
apparent, would be involved.
2. Such a conflict of interest would arise when:
(a) The employee', officer, or agent,
(b) Any member of his or her immediate family,
(c)
(d)
His or her partner, or
Any organization which employs, or is about to
emPloy, any of the above, has a financial or
other interest in the sub-recipientselected for
the sub-grant.
3. The City's employees, officers, or agents are prohibited
from soliciting or accepting gratuities, favors, or anything of

monetary value from contractors, potential contractors, or parties
to any sub-recipient agreements.
