January 7, 1963
The meeting was called to order at 7:30 p.m. Roll call was answered by
Councilmen Hubbard, Schlueter, Gilmore, Brewer, and Mayor Hall. Follow-
ing the Pledge of Allegiance to the Flag, the Invocation was delivered by
The Reverend Jay Weener, Parkview Reformed Church.
MINUTES APPROVAL On~tion of Councilman Hubbard,

approved minutes of the Regular Meeting of December 17, 1962.
BID AWARD, W~3~ NO. 22 On motion of Councilman Hubbard,
seconded by Councilm-u Schlueter and
unanimously carried, Council received
and ordered filed a tabulation of bids received for the construction of
Well No. 22 on Cambridge Street north of Fairhaven; approved award of the
contract to McCalla Brothers, Inc., at the unit prices bid, and rejected all
other bids.
BID AWARD, YEHICLES On motion of Councilmsn Brewer,
seconded by Councilman Hubbard and
carried, Council received and ordered
filed a tabulation of bids received for furnishing various replacements and
additions to the City's fleet of vehicles; approved award of the contract
to George Dunton, Incorporated on a trade-in basis, and rejected all other bids.
HEARING Mayor Hall opened the hearing continued
AMEND. APP. kl2, BUCEHEIM from December 17, 1962, on Amendment
Application 412, filed by Robert Buchheim,
proposing to amend Sectional District Map
5-5-9 reclassifying the northwest corner of 17th Street and Sherry Tmne from R-lB
and A-1 to C-5, R-S, and R-lB Districts. Council heard testimony from the appli-
cant and from Hugh Wright, 2001 N. Lyon, who spoke in oppoisition to the R-k
zoning on behalf of a group of property owners who had previously protested. There
being no further testimony, the hearing was closed.
It was moved by Councilman Brewer that Amendment Application kl2 be denied. There
being no second to the motion, it was moved by Councilman Schlueter, seconded
by Councilmmu Hubbard and carried, that Council approve the reclassification and
instruct the City Attorney to prepare an Ordinance amending Sectional District
Map No. 5-5-9 according to Exhibit A.A. kl2-C.
HEARING Mayor Hall opened the hearing on Amendment
AMEND. APP. k20, WONG Application k20, filed by Robert K. Wong,
requesting an amendment of Sectional Dis-
trict Map 16-5-10 reclassifying property
situated approximately 1300 feet south of McFadden Street and east of Kent Avenue
to approxtm-tely 275 feet west of Harbor Boulevard, from the A-1 District to the
R-1 District. There being no response to the Mayor's call for testimony, the
hearing was closed.
It was moved by Councilman Hubbard, seconded by Councilman Brewer and carried,
that the City Council approve the reclassification and instruct the City Attorney
to prepare an Ordinance amending Sectional District Map 16-5-10 according to
Exhibit A.A. 420-A.

HEARING Mayor Hall opened the hearing on
AMEND. APP. 421, SADE Amendment Application 421, filed
by Larry Sade, requesting an amend-
ment of Sectional District Nap
23-5-10, reclassifying property situated on the southeast corner of Pacific
Avenue and St. Gertrude Place, from the C-2 District to the R-4 District.
Council heard testimony on behalf of the application from the applicant,
Mayo Wizel, 8362 W. 3rd Street, Los Angeles, and Shepherd Grogan who sub-
mitted for approval plans for a two-story develolm~ent. The applicant was
informed that the only matter before the Council was the question of re-
zoning. The applicant then requested an interpretation of the section of
the Zoning Ordinance relative to building heights in the R#4 zone.
It was moved by Councilmen Hubbard, seconded by Councilman Gilmore and
carried, that the hearing on Amendment Application ~21 be continued
to the Regular Meeting of January 21, 1963 at 7:30 p.m. in the Council
Chamber.
HEARING, AMEND. APP. 422 Mayor Hall opened the hearing on
RI~ & BOWMAN Amendment Application 422, filed
by Ralph Rtmmer and Thomas J.
Bowman, requesting an amendment of
Sectional District Map No. 10-5-10 reclassifying property situated approxi-
mately 170 feet north of West Fifth Street and northwest of Clinton Street,
from the R-2 District to the C-2 District. Council heard testimony in
favor of the application from Troy Watkins, 215 Tustin, Newport Beach.
There being no further testimony, the hearing was closed.
It was moved by Councilman Brewer, seconded by Councilman Schlueter and
carried, that the City Council concur with the findings and recommendation
Of the planning Commission and deny Amendment Application 422.

Company, requesting an amendment
of Sectional District Map 10-5-10 reclassifying property situated on the
north side of West Washington Street south of the Pacific Electric Rail-
road and east of Harbor Boulevard. There be~ng no response to the Mayor's
call for testimony, the hearing was closed. It was moved by Councllm-u
Hubbard, seconded by Cou~cilm~n Schlueter and carried, that the City
Council approve the reclassification and instruct the City Attorney to
prepare an Ordinance amending Sectional District Map 10-5-10, according
to Exhibit 423-A.
HEARING, AMEND. APP. 424 Mayor Hall opened the hearing on

Charles D. Miller, requesting an
amendment of Sectional District
Map 2-5-10 reclassifying property located between Berrydale and Cotter
Streets on the north side of Trask Avenue from the R-1 District to the
P District. There being no response to the Mayor's call for testimony,
the hearing was closed.
It was moved by Councilman Hubbard, seconded by Councilman Brewer and
carried, that the City Council concur with the findings and recommenda-
tion of the planning Commission and deny Amendment Application 424.

HEARING Mayor Hall opened the hearing on Appeal
APPEAL 77, DILLMAN Application 77, filed by Max A. Dillm~n
frc~ the Planning Commission's denial of
Variance Application 1691 to construct a
72-unit garden type apartment development on A-1 property at 3922-30 West
5th Street. Francis Horvath, ll6 35th Street, Newport Beach, proponent,
responded to the Mayor's call for testfmony, and submitted a letter favoring
the application from Arthur R. Schindler, owner of the property, and the
lessee, Marris Hahn. On motion of Councilman Brewer, seconded by CouncllmRu
Hubbard and carried, the letter was received and filed.
Julie Komrosky, 4024 West 5th Street, presented a petition with 94 signatures
protestim~ granting of the variance. On motion of Councilm~u Brewer, seconded
by CouncilmRu Hubbard and carried, Council received and ordered filed the
petition. No further testimony being offered, the hearing was closed.
It was moved by Councilmau Hubbard, seconded by Councilm-u Brewer and carried,
that the Council uphold the action of the Planning Commission and instruct the
City Attorney to prepare a resolution denying Variance No. 1691.
HEARING Mayor Hall opened the hearing on Appeal
APPEAL 78, RUSK Application 78, filed by W. W. Rusk from
the Planning Commission's denial of Variance
Application No. 1697 to establish a general
business and professional office in an existing residential structure in the
R-2 District at 1128 S. Standard Avenue. John Hoy, 844 N. Birch Street, spoke
on behalf of the applicant. Council also heard testimony from Mrs. Rusk, who
asked that the application be considered for professional uses only. There
being no further testimony, the hearing was closed.
It was moved by Councilman Hubbard, seconded by Councilman Gilmore, that the
City Council overrule the decision of the Planning Com~ssion and instruct the
City Attorney to prepare a resolution granting Variance No. 1697. On roll call

HEARING Mayor Hall opened the hearing on proposed
PARKING LIMITATIONS parking limitations on West First Street
WEST FIRST STREET between Main and Townsend. The Clerk pre-
sented a letter from Julius J. Friedman, 617
West 1st Street, objecting to the proposed
restrictions and requesting 24 minute parking. On motion of Councilm-n Hubbard,
seconded by Councilman Schlueter and carried, the letter was received and ordered
filed. The following persons spoke in opposition: Mrs. Laura Beltran, 1202 W.
1st Street; Kenneth Bush, 2027 W. Washington;~Mrs. Roy E. Churchill, 1414 Meriday
Lane; Virgil Williams, 1057 West 1st Street; M~s. Davis, owner of grocery at Ross
and 1st Streets; Mrs. Sam Ketterling, 916 West 1st Street; W. G. Onberg, 13~12
Wheeler, So. Anaheim, proprietor of Liquor Store, 701 West 1st Street, who sub-
mitted a letter signed by eight property owners opposing restrictions. On
~tion of Councilman Brewer, seconded by Counc~lm~u Hubbard and carried, the
letter was received and filed. H~nry Grogan, owner of dry cleaners, 120~ West
1st, also spoke in opposition.
Mr. Howard Ryan, 801 West 1st Street, spoke in favor of the proposed parking
restriction. There being no further testimony, the Mayor closed the hearing.
It was moved by Councilman Schlueter, seconded by Councilman Hubbard, that the
City Council approve the prohibition of parking on West First Street between
Main Street and Townsend Avenue between the hours of 7:00 a.m. and 9:00 a.m. a~d
between 4:00 p.m. and 6:00 p.m. and instruct the City Attorney to prepare an
appropriate resolution providing for such limitations. The motion was carried
with Councilm~n Brewer voting "No".

Counc~lm-n Gilmore and carried, that the City Council find that the assess-
ment was proper and deny the reimbursement request.
BOOKMDBILE SERVICES On motion of Counc~lm-n Brewer, seconded

received and ordered filed the Library
Board's report of its investigation of
the request for bookmE)bile services for Riverdale School, and instructed the
Clerk to notify the Principal of Riverdale School of the Board's findings.
CROSSWALK - 17TN Council received a report of the staff
AT SANTA ANA COTJRGE investigation of a request for a cross-
walk across 17th Street, west of Bristol.
It was moved by Councilman Brewer,
seconded by Counc~]m-u Gilmore and carried, that the request for a crosswalk
on 17th Street at Santa Aha College be denied.

carried, that the City Council authorize
the sale of the real property on Sixth Street between Bush and Spurgeon Streets
in accordance with Section 261B of the Municipal Code, and that January
196B be set as the date for the sale at the regular meeting of the City
Council, ?:30 p.m., in the Santa Aha City Council Chamber.
SPUR TRACK FRANCEISE On motion of Councilm-n Hubbard, seconded
by Councilman Brewer and carried, Council
referred to the City Manager the applica-
tion by Southern Pacific Company for renewal of spur track franchise for track
in First Street, Santa Fe Avenue, Chestnut Street and McFadden Street, granted
under Ordinance No. 1079 and expiring in 1964.

DOWNTOWN AREA - On motion of Councilman Hubbard, seconded

Association requesting control of newspaper
racks and restricted all-night parking was received and ordered filed, and the
Manager requested to investigate the request.

letter from John M. Hoy, Engineer for Lob_man Bros., requesting that the re-
quirement of an alley at the rear of the 2 parcels in Record of Survey
No. 289 be waived. On motion of Counc~]m-u Hubbard, seconded by Councilman
Schlueter, and carried, Council approved Record of Survey 289, filed by
Lohman Brothers, creating two lots located on the east side of South Main
Street, approximately 100 feet north of Sunflower Avenue, subject to the con-
ditions described in the Planning Director's Report dated December 14, 1962
and waiving the alley requirement.

MASTER PLAN seconded by Counc~lm-u Brewer and
carried, Council received and filed
the Planning Commission's nominees
for the citizens advisory committee for develolm~ent of the Master Plan. It
was moved by Councilman Hubbard, seconded by CouncilmaU Gilmore and carried,
that the 68 persons named be appointed to the advisory cnmmittee and that
there be no limitation to the total memberships of the committee.
GIRL SCOUT - COOKIE SALE On motion of Councilman Hubbard,
seconded by Councilman Brewer and
carried, Council approved the re-
quest from President of the Santiago Girl Scout Council to conduct a cookie sale
from February 16 to March 2, 1963.
CLAIM FOR INJURIES On motion of Councilman Hubbard,

carried, claim for $15,000 filed
by Norma J. Snow, 7832 16th Street,
Westminster, was received and ordered referred to the City Attorney and
Insurance Carrier.
